		<official-title>To ensure the timely payment of Social Security benefits
		  in August 2011.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Social Security Benefit Protection
			 Act</short-title></quote>.</text>
		</section><section id="id0CE63896ED824A5DB16DEB1CEA7DAC0D" section-type="subsequent-section"><enum>2.</enum><header>Timely payment of
			 August 2011 Social Security Benefits</header>
			<subsection id="id7434B9877A174D29AB7B1BA8C48F9C3C"><enum>(a)</enum><header>Guarantee of
			 social security benefit payments</header><text>In addition to any other
			 authority provided by law and for the purpose of ensuring that payments to
			 beneficiaries are not barred or delayed, the Secretary of the Treasury may
			 issue under chapter 31 of title 31, United States Code, obligations of the
			 United States in an amount equal to the monthly insurance benefits payable
			 under title II of the Social Security Act in August 2011.</text>
			</subsection><subsection id="id7B6994DE73A2470AA46CBBACFEF92F05"><enum>(b)</enum><header>Obligations
			 exempt from public debt limit</header>
				<paragraph id="id0B04CD5D4FBA4B62BA6569B4A0D2104F"><enum>(1)</enum><header>In
			 general</header><text>Obligations issued under subsection (a) shall not be
			 taken into account in applying the limitation in section 3101(b) of title 31,
			 United States Code.</text>
				</paragraph><paragraph id="id1F1F5790018B4134AB2154542930C087"><enum>(2)</enum><header>Termination of
			 exemption</header><text>Paragraph (1) shall cease to apply on the earlier
			 of—</text>
					<subparagraph id="id9801210D6DF04936B1110AD214A0AD83"><enum>(A)</enum><text>the date of the
			 enactment of the first increase in the limitation in section 3101(b) of title
			 31, United States Code, after the date of the enactment of this Act, or</text>
					</subparagraph><subparagraph id="idB7221E078AF14296AFF7E91C26410420"><enum>(B)</enum><text>August 31,
			 2011.</text>
