		<official-title>To amend the Safe, Accountable, Flexible, Efficient
		  Transportation Equity Act: A Legacy for Users to include freight and passenger
		  rail among eligible uses of funding under the coordinated border infrastructure
		  program and to reauthorize that program.</official-title>

			 infrastructure program</header>
			<subsection id="id4473D181163A4257840C890C4D2C7EEE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1303 of the
			 SAFETEA–LU (23 U.S.C. 101 note; 119 Stat. 1207) is amended—</text>
				<paragraph id="idBF438FACF8D0460BB3266615B29BEB31"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>motor
			 vehicles</quote> and inserting <quote>motor vehicles and freight and passenger
			 rail</quote>;</text>
				</paragraph><paragraph id="id1BA77BCC971341F7A81B05D787AD7788"><enum>(2)</enum><text>in subsection
			 (b), in paragraphs (1), (3), (4), and (5), by inserting <quote>, rail,</quote>
			 after <quote>motor vehicle</quote> each place it appears;</text>
				</paragraph><paragraph id="id8E47E15C9A074A419C9083CC583C69E3"><enum>(3)</enum><text>in subsection
			 (d), in the matter preceding paragraph (1), by inserting <quote>, rail,</quote>
			 after <quote>motor vehicle</quote>; and</text>
				</paragraph><paragraph id="idF060204E80E54A03BB27AE416534E824"><enum>(4)</enum><text>in subsection
			 (g)—</text>
					<subparagraph id="id6D31AE03D30F4EBCBEE2632BF4CAEB9D"><enum>(A)</enum><text>by redesignating
			 paragraph (5) as paragraph (6); and</text>
					</subparagraph><subparagraph id="idBFAEB7DD01AE4F579538FBB19865E5C0"><enum>(B)</enum><text>by inserting
			 after paragraph (4) the following:</text>

							<paragraph id="idA59C68B866DB4B41B6653101CEA33738"><enum>(5)</enum><header>Rail</header><text>The
				term <term>rail</term> means railroad (as defined in section 10102 of title 49,
				United States
				Code).</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="id8B2476BC319E4DBFAEF0F8A4BBFF9211"><enum>(b)</enum><header>Reauthorization</header><text>Section
			 1101(a)(11) of the SAFETEA–LU (119 Stat. 1155) is amended by striking
			 subparagraphs (A) through (E) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idC4ED7776A9BE4C1D83DB10F1FBBE3D7B" style="OLC">
					<subparagraph id="IDbcdd144b1cdf483ba8e2f014bcce1f83"><enum>(A)</enum><text>$230,000,000 for
				fiscal year 2011; and</text>
					</subparagraph><subparagraph id="idF3A35FB5D7FF4F7F8D3097F6D9A2E98C"><enum>(B)</enum><text>for fiscal year
				2012 and each fiscal year thereafter through 2015, the amount for the prior
				fiscal year increased by the rate of inflation (as measured by the Consumer
				Price Index for All Urban Consumers (United States city average) published by
				the Bureau of Labor Statistics of the Department of
				Labor).</text>
