		<official-title display="yes">To amend title 49, United States Code, to
		  provide rights for pilots, and for other purposes.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Pilot's Bill of
			 Rights</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id90e8910faedd43f087390f4d60b8ab57" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Federal Aviation Administration enforcement
			 proceedings and elimination of deference</header>
			<subsection commented="no" display-inline="no-display-inline" id="id38fc211d3fd04a14aee4d10695b193fa"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Any proceeding conducted under subpart C,
			 D, or F of part 821 of title 49, Code of Federal Regulations, relating to
			 denial, amendment, modification, suspension, or revocation of an airman
			 certificate, shall be conducted, to the extent practicable, in accordance with
			 the Federal Rules of Civil Procedure and the Federal Rules of Evidence.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id185aac89d0d64b87b413ac115d74df31"><enum>(b)</enum><header display-inline="yes-display-inline">Access to information</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id10d38f4e4b2b4f1ca09c66f03d3b1eca"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided under paragraph (3), the
			 Administrator of the Federal Aviation Administration (referred to in this
			 section as the <quote>Administrator</quote>) shall provide timely, written
			 notification to an individual who is the subject of an investigation relating
			 to the approval, denial, suspension, modification, or revocation of an airman
			 certificate under chapter 447 of title 49, United States Code.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7537224FF763454EB2F74FBAE055C587"><enum>(2)</enum><header display-inline="yes-display-inline">Information required</header><text display-inline="yes-display-inline">The notification required under paragraph
			 (1) shall inform the individual—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id14b93316e12c4c979ec04d355821314e"><enum>(A)</enum><text display-inline="yes-display-inline">of the nature of the investigation;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc60dca3c29ee40df9726ac73b042e427"><enum>(B)</enum><text display-inline="yes-display-inline">that an oral or written response to a
			 Letter of Investigation from the Administrator is not required;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idaf8fe32e30974bc28a403260f3d3663c"><enum>(C)</enum><text display-inline="yes-display-inline">that no action or adverse inference can be
			 taken against the individual for declining to respond to a Letter of
			 Investigation from the Administrator;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida228d38cbf5748b994375554ed212b39"><enum>(D)</enum><text display-inline="yes-display-inline">that any response to a Letter of
			 Investigation from the Administrator or to an inquiry made by a representative
			 of the Administrator by the individual may be used as evidence against the
			 individual;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb91f0cdd9284493aa44d5b77d0a8ce7a"><enum>(E)</enum><text display-inline="yes-display-inline">that the releasable portions of the
			 Administrator’s investigative report will be available to the individual;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb91971c0df514fe39be64c901442f577"><enum>(F)</enum><text display-inline="yes-display-inline">that the individual is entitled to access
			 or otherwise obtain air traffic data described in paragraph (4).</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25ebb49aa35247caa21f276092f3f78c"><enum>(3)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">The Administrator may delay timely
			 notification under paragraph (1) if the Administrator determines that such
			 notification may threaten the integrity of the investigation.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5a279b74227a4448b8553d396ba2cb63"><enum>(4)</enum><header display-inline="yes-display-inline">Access to air traffic data</header>
					<subparagraph commented="no" display-inline="no-display-inline" id="id7a61415236bb4936b4c0e1152f93b635"><enum>(A)</enum><header display-inline="yes-display-inline">FAA air traffic data</header><text display-inline="yes-display-inline">The Administrator shall provide an
			 individual described in paragraph (1) with timely access to any air traffic
			 data in the possession of the Federal Aviation Administration that would
			 facilitate the individual’s ability to productively participate in a proceeding
			 relating to an investigation described in such paragraph.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE62A1974C97C427D84C069ABA44899EE"><enum>(B)</enum><header display-inline="yes-display-inline">Air traffic data defined</header><text display-inline="yes-display-inline">As used in subparagraph (A), the term
			 <term>air traffic data</term> includes—</text>
						<clause commented="no" display-inline="no-display-inline" id="idbc47de3d1a8944178182d309a1a80406"><enum>(i)</enum><text display-inline="yes-display-inline">relevant air traffic communication
			 tapes;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idebb8704f79714807a2d6e9404cd6a875"><enum>(ii)</enum><text display-inline="yes-display-inline">radar information;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="idb1a7bc0d4c4140eca0798b4fb2c22e82"><enum>(iii)</enum><text display-inline="yes-display-inline">air traffic controller statements;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ida49d64786e464ca8bd13da18b83bd881"><enum>(iv)</enum><text display-inline="yes-display-inline">flight data;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id31c908fc88d345a7bb11e6f6cd5fb655"><enum>(v)</enum><text display-inline="yes-display-inline">investigative reports; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ide7489837b57f4f7b8f793af28a7056bd"><enum>(vi)</enum><text display-inline="yes-display-inline">any other air traffic or flight data in the
			 Federal Aviation Administration’s possession that would facilitate the
			 individual’s ability to productively participate in the proceeding.</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id15b1d0bd3cb04aef991848313a74a1fc"><enum>(C)</enum><header display-inline="yes-display-inline">Government contractor air traffic
			 data</header>
						<clause commented="no" display-inline="no-display-inline" id="idA556663BD0014444B69BD6CE12E267CF"><enum>(i)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Any individual described in paragraph (1)
			 is entitled to obtain any air traffic data that would facilitate the
			 individual’s ability to productively participate in a proceeding relating to an
			 investigation described in such paragraph from a government contractor that
			 provides operational services to the Federal Aviation Administration, including
			 control towers and flight service stations.</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id95084be9bb554342a81fa470765fe63b"><enum>(ii)</enum><header display-inline="yes-display-inline">Required information from
			 individual</header><text display-inline="yes-display-inline">The individual may
			 obtain the information described in clause (i) by submitting a request to the
			 Administrator that—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id19638BB7B17348FC8B566A8A25B1CACA"><enum>(I)</enum><text display-inline="yes-display-inline">describes the facility at which such
			 information is located; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idF2D05182E1894683B062B61211C451F4"><enum>(II)</enum><text display-inline="yes-display-inline">identifies the date on which such
			 information was generated.</text>
							</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id827aeb1c7b304e9c913acfa48dcf04c4"><enum>(iii)</enum><header display-inline="yes-display-inline">Provision of information to
			 individual</header><text display-inline="yes-display-inline">If the
			 Administrator receives a request under this subparagraph, the Administrator
			 shall—</text>
							<subclause commented="no" display-inline="no-display-inline" id="id0F8486AD698C4EF398E102807F99E63C"><enum>(I)</enum><text display-inline="yes-display-inline">request the contractor to provide the
			 requested information; and</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="idA5988C643E30494388B3DB8E543DB846"><enum>(II)</enum><text display-inline="yes-display-inline">upon receiving such information,
			 transmitting the information to the requesting individual in a timely
			 manner.</text>
							</subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfa98d66702e74353ba30b82a503110c0"><enum>(5)</enum><header display-inline="yes-display-inline">Timing</header><text display-inline="yes-display-inline">Except when the Administrator determines
			 that an emergency exists under section 44709(c)(2) or 46105(c), the
			 Administrator may not proceed against an individual that is the subject of an
			 investigation described in paragraph (1) during the 30-day period beginning on
			 the date on which the air traffic data required under paragraph (4) is made
			 available to the individual.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id582dc4ed471f4a0eb43bf4b1b88ceccf"><enum>(c)</enum><header display-inline="yes-display-inline">Amendments to title 49</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idd658aeb466da4eadb6845ac57b745f70"><enum>(1)</enum><header display-inline="yes-display-inline">Airman certificates</header><text display-inline="yes-display-inline">Section 44703(d)(2) of title 49, United
			 States Code, is amended by striking <quote>but is bound by all validly adopted
			 interpretations of laws and regulations the Administrator carries out unless
			 the Board finds an interpretation is arbitrary, capricious, or otherwise not
			 according to law</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5aaa60eacb064da0978e7902672cee24"><enum>(2)</enum><header display-inline="yes-display-inline">Amendments, modifications, suspensions, and
			 revocations of certificates</header><text display-inline="yes-display-inline">Section 44709(d)(3) of such title is
			 amended by striking <quote>but is bound by all validly adopted interpretations
			 of laws and regulations the Administrator carries out and of written agency
			 policy guidance available to the public related to sanctions to be imposed
			 under this section unless the Board finds an interpretation is arbitrary,
			 capricious, or otherwise not according to law</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id15c389c59c394b15be47415bb3f614b6"><enum>(3)</enum><header display-inline="yes-display-inline">Revocation of airman certificates for
			 controlled substance violations</header><text display-inline="yes-display-inline">Section 44710(d)(1) of such title is
			 amended by striking <quote>but shall be bound by all validly adopted
			 interpretations of laws and regulations the Administrator carries out and of
			 written agency policy guidance available to the public related to sanctions to
			 be imposed under this section unless the Board finds an interpretation is
			 arbitrary, capricious, or otherwise not according to law</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id59cde40d4e3644ce8a14e7f7df3c5051"><enum>(d)</enum><header display-inline="yes-display-inline">Appeal from certificate actions</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id0E2BAD59BF8B42599A758D327D341A9E"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Upon a decision by the National
			 Transportation Safety Board upholding an order or a final decision by the
			 Administrator denying an airman certificate under section 44703(d) of title 49,
			 United States Code, or imposing a punitive civil action or an emergency order
			 of revocation under subsections (d) and (e) of section 44709 of such title, an
			 individual substantially affected by an order of the Board may, at the
			 individual’s election, file an appeal in the United States district court in
			 which the individual resides or in which the action in question occurred, or in
			 the United States District Court for the District of Columbia. If the
			 individual substantially affected by an order of the Board elects not to file
			 an appeal in a United States district court, the individual may file an appeal
			 in an appropriate United States court of appeals.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id485E359CE851418BB064AF72FB6EF276"><enum>(2)</enum><header display-inline="yes-display-inline">Emergency order pending judicial
			 review</header><text display-inline="yes-display-inline">Subsequent to a
			 decision by the Board to uphold an Administrator’s emergency order under
			 section 44709(e)(2) of title 49, United States Code, and absent a stay of the
			 enforcement of that order by the Board, the emergency order of amendment,
			 modification, suspension, or revocation of a certificate shall remain in
			 effect, pending the exhaustion of an appeal to a Federal district court as
			 provided in this Act.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6ac6c175828841dfb7a8b688e0975bfb"><enum>(e)</enum><header display-inline="yes-display-inline">Standard of review</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id62829159E9944855BE87E6399347EAB4"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In an appeal filed under subsection (d) in
			 a United States district court, the district court shall give full independent
			 review of a denial, suspension, or revocation ordered by the Administrator,
			 including substantive independent and expedited review of any decision by the
			 Administrator to make such order effective immediately.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55d81c4f57234488b9c310afdf20d8e7"><enum>(2)</enum><header display-inline="yes-display-inline">Evidence</header><text display-inline="yes-display-inline">A United States district court’s review
			 under paragraph (1) shall include in evidence any record of the proceeding
			 before the Administrator and any record of the proceeding before the National
			 Transportation Safety Board, including hearing testimony, transcripts,
			 exhibits, decisions, and briefs submitted by the parties.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id9e93c37734004d0fa73bdc32b9d4b8ce" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Notices to Airmen</header>
			<subsection commented="no" display-inline="no-display-inline" id="idb9c480d8ff3644d78b755593d6e26bc3"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ida8862eb475c1449386177572405372b9"><enum>(1)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this section, the term
			 <term>NOTAM</term> means Notices to Airmen.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id121d6e159da34b4ba89f91951d3f7808"><enum>(2)</enum><header display-inline="yes-display-inline">Improvements</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Administrator of the Federal Aviation
			 Administration shall begin a Notice to Airmen Improvement Program (in this
			 section referred to as the <quote>NOTAM Improvement Program</quote>)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idd0fdc19102e94ad99e11791f71ab140d"><enum>(A)</enum><text display-inline="yes-display-inline">to improve the system of providing airmen
			 with pertinent and timely information regarding the national airspace
			 system;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf60d7cfc126c456499b82071f9e5fc03"><enum>(B)</enum><text display-inline="yes-display-inline">to archive, in a public central location,
			 all NOTAMs, including the original content and form of the notices, the
			 original date of publication, and any amendments to such notices with the date
			 of each amendment; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id71a25631bc6b43e2ab335174d9ae50d9"><enum>(C)</enum><text display-inline="yes-display-inline">to apply filters so that pilots can
			 prioritize critical flight safety information from other airspace system
			 information.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ideaf0573776a240148f851df01a726b85"><enum>(b)</enum><header display-inline="yes-display-inline">Goals of program</header><text display-inline="yes-display-inline">The goals of the NOTAM Improvement Program
			 are—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id70b8a84d45e947d2bbcb56f71e20602c"><enum>(1)</enum><text display-inline="yes-display-inline">to decrease the overwhelming volume of
			 NOTAMs an airman receives when retrieving airman information prior to a flight
			 in the national airspace system;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id931c75783b3c421f948d0cd7e960117f"><enum>(2)</enum><text display-inline="yes-display-inline">make the NOTAMs more specific and relevant
			 to the airman’s route and in a format that is more useable to the
			 airman;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7d1fd3dc61734496835e312b485d9171"><enum>(3)</enum><text display-inline="yes-display-inline">to provide a full set of NOTAM results in
			 addition to specific information requested by airmen;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6e3148cb288944bb9afe0618cdd0f13c"><enum>(4)</enum><text display-inline="yes-display-inline">to provide a document that is easily
			 searchable; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7e486d8a3d7b479bb20bc2f79fbde7ec"><enum>(5)</enum><text display-inline="yes-display-inline">to provide a filtering mechanism similar to
			 that provided by the Department of Defense Notices to Airmen.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idcb2db7e4a0364ec595d55ae97e8f5197"><enum>(c)</enum><header display-inline="yes-display-inline">Advice from private sector
			 groups</header><text display-inline="yes-display-inline">The Administrator
			 shall establish a NOTAM Improvement Panel, which shall be comprised of
			 representatives of relevant nonprofit and not-for-profit general aviation pilot
			 groups, to advise the Administrator in carrying out the goals of the NOTAM
			 Improvement Program under this section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idcaa989ee2f20443fbcc87d628b914cfd"><enum>(d)</enum><header display-inline="yes-display-inline">Phase-in and completion</header><text display-inline="yes-display-inline">The improvements required by this section
			 shall be phased in as quickly as practicable and shall be completed not later
			 than the date that is 1 year after the date of the enactment of this
			 Act.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id93291751bae64474ad07dfbdd1132a1c" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Medical certification</header>
			<subsection commented="no" display-inline="no-display-inline" id="id88ba63ac91de4168b4070c63f968c33c"><enum>(a)</enum><header display-inline="yes-display-inline">Assessment</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idD7EC5CB23B8E4C81BB8F7064DF49B00C"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Comptroller General of the United States shall
			 initiate an assessment of the Federal Aviation Administration’s medical
			 certification process and the associated medical standards and forms.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8E3BF6FB78D242AD94DAE1C70C41B461"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">The Comptroller General shall submit a
			 report to Congress based on the assessment required under paragraph (1) that
			 examines—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id2963d414c79b493fa647d7b3e199c7c2"><enum>(A)</enum><text display-inline="yes-display-inline">revisions to the medical application form
			 that would provide greater clarity and guidance to applicants;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5a40e6e51ee946c48ca99e31652e3bbd"><enum>(B)</enum><text display-inline="yes-display-inline">the alignment of medical qualification
			 policies with present-day qualified medical judgment and practices, as applied
			 to an individual’s medically relevant circumstances; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8016cd5cedcf400794b9098285cd9dfb"><enum>(C)</enum><text display-inline="yes-display-inline">steps that could be taken to promote the
			 public’s understanding of the medical requirements that determine an airman’s
			 medical certificate eligibility.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id85d9fe28d1294210a0d1e38c54c333d6"><enum>(b)</enum><header display-inline="yes-display-inline">Goals of the Federal Aviation
			 Administration’s medical certification process</header><text display-inline="yes-display-inline">The goals of the Federal Aviation
			 Administration’s medical certification process are—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id7f1a6f3536354b76849fec65d1782bf8"><enum>(1)</enum><text display-inline="yes-display-inline">to provide questions in the medical
			 application form that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ida4a16c72f2414468acecc0560c2292b4"><enum>(A)</enum><text display-inline="yes-display-inline">are appropriate without being overly
			 broad;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf584709e02744b688b14264e260920cc"><enum>(B)</enum><text display-inline="yes-display-inline">are subject to a minimum amount of
			 misinterpretation and mistaken responses;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf3cabc5487604469824342f4aaa5dfde"><enum>(C)</enum><text display-inline="yes-display-inline">allow for consistent treatment and
			 responses during the medical application process; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id24acc174d9774b1ba4fd2b5647ba642e"><enum>(D)</enum><text display-inline="yes-display-inline">avoid unnecessary allegations that an
			 individual has intentionally falsified answers on the form;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide5be9db465f747028460a1a056bc17f2"><enum>(2)</enum><text display-inline="yes-display-inline">to provide questions that elicit
			 information that is relevant to making a determination of an individual’s
			 medical qualifications within the standards identified in the Administrator’s
			 regulations;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5c896ca968b6470ba404d18c951b77dc"><enum>(3)</enum><text display-inline="yes-display-inline">to give medical standards greater meaning
			 by ensuring the information requested aligns with present-day medical judgment
			 and practices; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idace30d8ce31942a3ab705d481d42b14e"><enum>(4)</enum><text display-inline="yes-display-inline">to ensure that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="id6B9AEFFFA58240F79CA567B312A158AD"><enum>(A)</enum><text display-inline="yes-display-inline">the application of such medical standards
			 provides an appropriate and fair evaluation of an individual’s qualifications;
			 and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id93CC4B96E3C546458B0057E78BC9DB6B"><enum>(B)</enum><text display-inline="yes-display-inline">the individual understands the basis for
			 determining medical qualifications.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9887125040704d2595c26e068406d9e6"><enum>(c)</enum><header display-inline="yes-display-inline">Advice from private sector
			 groups</header><text display-inline="yes-display-inline">The Administrator
			 shall establish a panel, which shall be comprised of representatives of
			 relevant nonprofit and not-for-profit general aviation pilot groups, aviation
			 medical examiners, and other qualified medical experts, to advise the
			 Administrator in carrying out the goals of the assessment required under this
			 section.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id042c7c17a4e5401a954414704fdb554b"><enum>(d)</enum><header display-inline="yes-display-inline">Federal Aviation Administration
			 response</header><text display-inline="yes-display-inline">Not later than 1
			 year after the issuance of the report by the Comptroller General pursuant to
			 subsection (a)(2), the Administrator shall take appropriate actions to respond
			 to such report.</text>
