		  property located in Anchorage, Alaska, from the United States to the Alaska

		<section commented="no" display-inline="no-display-inline" id="H587AD7F140F44819914DD40686D27471" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Alaska Native Tribal Health Consortium
			 Land Transfer Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HDECF52C6763C4C44BDA2BA5132185D2E" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Conveyance of property</header>
			<subsection commented="no" display-inline="no-display-inline" id="H535F5CEC069B4A6C87E9AF9B363232B2"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HB46172659F2743AE92A5E5464286E4D8"><enum>(1)</enum><header display-inline="yes-display-inline">ANTHC</header><text display-inline="yes-display-inline">The term <term>ANTHC</term> means the
			 Alaska Native Tribal Health Consortium.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0E2161621D0D4C52A2365A849262FB1E"><enum>(2)</enum><header display-inline="yes-display-inline">Building</header><text>The term
			 <term>building</term> means the Alaska Native Medical Center, as in existence
			 on the date of enactment of this Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD6E38244CA8A4BEDAB80C0430373881F"><enum>(3)</enum><header display-inline="yes-display-inline">Property</header><text display-inline="yes-display-inline">The term <term>property</term> means the
			 property described in subsection (d).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE75AFCAEFBE246D3A545C09319AFBEF3"><enum>(4)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of Health and Human Services.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H84C7FD500E72439E86AB51297B334996"><enum>(b)</enum><header display-inline="yes-display-inline">Conveyance</header><text display-inline="yes-display-inline">As soon as practicable after the date of
			 enactment of this Act, but not later than 30 days after that date, the
			 Secretary shall convey to ANTHC all right, title, and interest of the United
			 States in and to the property for use in connection with health and related
			 programs.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H35701FF8BBF741A180C7CD2A88C36FB2"><enum>(c)</enum><header display-inline="yes-display-inline">Conditions</header><text display-inline="yes-display-inline">The conveyance of the property under this
			 Act—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id36F70023A8364F14923948DB5576C594"><enum>(1)</enum><text display-inline="yes-display-inline">shall be made by warranty deed;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9BE39E3FA06A4AE0BC89EB5F40592B70"><enum>(2)</enum><text display-inline="yes-display-inline">shall not require any consideration from
			 ANTHC for the property;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id574D11468C9D413687994D879EF79A1C"><enum>(3)</enum><text display-inline="yes-display-inline">shall not impose any obligation, term, or
			 condition on ANTHC; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFCCDC004CF4F40DD85FF9FC9FD9EB1D0"><enum>(4)</enum><text display-inline="yes-display-inline">shall not allow for any reversionary
			 interest of the United States in the property.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H298CB17644244E7493317A9D972DBB96"><enum>(d)</enum><header display-inline="yes-display-inline">Description of property</header><text display-inline="yes-display-inline">Subject to subsections (e) and (f), the
			 property (including all improvements thereon and appurtenances thereto) to be
			 conveyed under this Act is the Federal land located in Anchorage, Alaska,
			 consisting of the approximately 1.69 acres that commences at the southeast
			 corner of Tract B–2, Tudor Center Subdivision (recorded in the Anchorage
			 Recording District of the State of Alaska as Plat #87–47), thence 34.64 feet,
			 on a curve to the left with radius of 695.00 feet, and a long chord bearing
			 S88°38′27″W, 34.64 feet in length, along and coincident with the south boundary
			 of Tract B–2, thence S87°12′46″W, 109.83 feet, along and coincident with the
			 south boundary of Tract B–2, thence N5°35′5″W, 382.21 feet, thence N83°56′39″E,
			 256.58 feet to and intersecting the East boundary of Tract B–2, thence
			 S7°40′00″W, 402.80 feet along and coincident with the east boundary of Tract
			 B–2, to the point of commencement.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HD43D6FD2AAEE4F15B80826FBA04FD409"><enum>(e)</enum><header display-inline="yes-display-inline">Survey</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id871B3E959026403D9091F241F3582094"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The exact acreage and
			 legal description of the property to be conveyed under this Act shall be
			 determined by a survey that is satisfactory to the Secretary.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1FC46BC6F72D4988B607F5E5D21EBCAB"><enum>(2)</enum><header>Cost</header><text display-inline="yes-display-inline">The full cost of the survey shall paid by
			 ANTHC.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id100A87C320FE45EC9BCD9F2C2E137EE5"><enum>(3)</enum><header>Final
			 location</header><text display-inline="yes-display-inline">The final boundaries
			 of the property are contingent on a field verification of the building location
			 in reference to the recorded plat.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8A138555DFE549988FD8AE796F04ECCB"><enum>(f)</enum><header>Restrictions</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id9D501A34AFFD468288DA478A959F9A3F"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The N5°35′5″W
			 boundary of the property abutting the building shall be maintained at a minimum
			 of 20 feet from the building face.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE43CF8F41BB84BE8AD697D105C0E18B1"><enum>(2)</enum><header>Existing
			 easements</header><text display-inline="yes-display-inline">The easements in
			 existence on the date of enactment of this Act along the S7°40′00″W boundary of
			 the property shall be maintained.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8D5CF73CAB2545EC8D655CD47FEAD07E"><enum>(g)</enum><header display-inline="yes-display-inline">Environmental liability</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HFFA0666118F146D28FD5C33E97F0797A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of
			 Federal law, ANTHC shall not be liable for any soil, surface water,
			 groundwater, or other contamination resulting from the disposal, release, or
			 presence of any environmental contamination, including any oil or petroleum
			 product, any hazardous substance, hazardous material, hazardous waste,
			 pollutant, toxic substance, solid waste, or any other environmental
			 contamination or hazard as defined in any Federal or State law, on the property
			 as of the date of the conveyance.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA00ABC5CCFC84F16A38501A82318C1F2"><enum>(2)</enum><header display-inline="yes-display-inline">Easement</header><text display-inline="yes-display-inline">The Secretary shall be accorded any
			 easement or access to the property as may be reasonably necessary to satisfy
			 any retained obligation or liability of the Secretary.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H069A4FF435A744AE869E02E3DB831F33"><enum>(3)</enum><header display-inline="yes-display-inline">Notice of hazardous substance activity and
			 warranty</header><text display-inline="yes-display-inline">In carrying out this
			 Act, the Secretary shall comply with subparagraphs (A) and (B) of section
			 120(h)(3) of the Comprehensive Environmental Response, Compensation, and
			 Liability Act of 1980 (42 U.S.C. 9620(h)(3)).</text>
				</paragraph></subsection></section></legis-body>
