		<section id="H3DD2CAECF34E4FD1AC51D3913CAEBD10" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Buffalo Bayou National Heritage Area
			 Act</short-title></quote>.</text>
		</section><section id="H3CC1BA9B66804921A3ACCB494BFD1997"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HD1F709B9E6C34EAEA28E181D7096408D"><enum>(1)</enum><header>Heritage
			 area</header><text>The term <term>Heritage Area</term> means the Buffalo Bayou
			 National Heritage Area, established in this Act.</text>
			</paragraph><paragraph id="H382736B88F174435891C9CBAAFA93024"><enum>(2)</enum><header>Management
			 entity</header><text>The term <term>management entity</term> means the
			 management entity for the Heritage Area designated by this Act.</text>
			</paragraph><paragraph id="H9C63273B9C034C5C8CDDDB89D05FECFD"><enum>(3)</enum><header>Management
			 plan</header><text>The term <term>management plan</term> means the management
			 plan for the Heritage Area required under this Act.</text>
			</paragraph><paragraph id="H365C7A47512543FB8CF520CD8A7AB8E6"><enum>(4)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>Buffalo Bayou National
			 Heritage Area Proposed Boundary</quote>, numbered T11/101,592, and dated March
			 2010.</text>
			</paragraph><paragraph id="HC1598DB14B824B5198C1E215B14E9461"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H72A92F0A835343EAA521C9474D0E9AA0"><enum>(6)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Texas.</text>
			</paragraph></section><section id="H9D28BA42E98E49BCBFBC79FE474818AB"><enum>3.</enum><header>Buffalo Bayou
			 National Heritage Area</header>
			<subsection id="H6E1AFC3D7356436CA9D509ACE3B8E8DA"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the State the Buffalo Bayou National Heritage Area.</text>
			</subsection><subsection id="H18315B95A3FC4D2FB10221B59FCDB10F"><enum>(b)</enum><header>Boundaries</header><text>The
			 Heritage Area shall consist of areas included in the map in Harris County,
			 Texas.</text>
			</subsection><subsection id="H0D7BBD348AFF49F3B8F5D54CCFF0AD36"><enum>(c)</enum><header>Map</header><text>A
			 map of the Heritage Area shall be—</text>
				<paragraph id="HC64E9012F5F84E77B28CD51811789C4D"><enum>(1)</enum><text>included in the
			 management plan; and</text>
				</paragraph><paragraph id="H623C1837D4624DA299B5E3DDDA8A9219"><enum>(2)</enum><text>on file and
			 available for public inspection in the appropriate offices of the National Park
			 Service.</text>
				</paragraph></subsection><subsection id="H7EB0BDAD78C54AD5ACAEBE64191F5ABD"><enum>(d)</enum><header>Management
			 entity</header><text>The management entity for the Heritage Area shall be the
			 Buffalo Bayou National Heritage Area Corporation.</text>
			</subsection></section><section id="H10D5941B800740568314FD812F804409"><enum>4.</enum><header>Administration</header>
			<subsection id="H94C25FA6D68F4492A1F3A9232DD1AEFF"><enum>(a)</enum><header>Authorities</header><text>For
			 purposes of carrying out the management plan, the Secretary, acting through the
			 management entity, may use amounts made available under this Act to—</text>
				<paragraph id="H9DC9CC53F4194ECB8C8F91A6CC7DA7A9"><enum>(1)</enum><text>make grants to the
			 State or a political subdivision of the State, nonprofit organizations, and
			 other persons;</text>
				</paragraph><paragraph id="HC857480D480F4A1C8EFE6E308E4AB225"><enum>(2)</enum><text>enter into
			 cooperative agreements with, or provide technical assistance to, the State or a
			 political subdivision of the State, nonprofit organizations, and other
			 interested parties;</text>
				</paragraph><paragraph id="HAC6E80B06CD0428B9BAD186C297A4A02"><enum>(3)</enum><text>hire and
			 compensate staff, which shall include individuals with expertise in natural,
			 cultural, and historical resources protection, and heritage programming;</text>
				</paragraph><paragraph id="HF0ED7EF0DCB14E4CBD4CC218C1F754FF"><enum>(4)</enum><text>obtain money or
			 services from any source including any that are provided under any other
			 Federal law or program;</text>
				</paragraph><paragraph id="HF125C02193004081A6FC1CCC0460382A"><enum>(5)</enum><text>contract for goods
			 or services; and</text>
				</paragraph><paragraph id="H25DCEC66E49D46C8A576236654DB714F"><enum>(6)</enum><text>undertake to be a
			 catalyst for any other activity that furthers the Heritage Area and is
			 consistent with the approved management plan.</text>
				</paragraph></subsection><subsection id="H3500006B45D54319B274E8F153AAA2E9"><enum>(b)</enum><header>Duties</header><text>The
			 management entity shall—</text>
				<paragraph id="H50763CCFABA14390BE77A70F1C094CDB"><enum>(1)</enum><text>in accordance with
			 section 5, prepare and submit a management plan for the Heritage Area to the
			 Secretary;</text>
				</paragraph><paragraph id="HCD4691BE11794B15A751F1FCA07260D1"><enum>(2)</enum><text>assist units of
			 local government, regional planning organizations, and nonprofit organizations
			 in carrying out the approved management plan by—</text>
					<subparagraph id="HFAB627854FBB4E69ABE3D3EAEAB336A0"><enum>(A)</enum><text>carrying out
			 programs and projects that recognize, protect, and enhance important resource
			 values in the Heritage Area;</text>
					</subparagraph><subparagraph id="H3DC9477D3CA2494AA2A930D8429B0271"><enum>(B)</enum><text>establishing and
			 maintaining interpretive exhibits and programs in the Heritage Area;</text>
					</subparagraph><subparagraph id="H98A199DA6BA645178FE925B7F6CA1385"><enum>(C)</enum><text>developing
			 recreational and educational opportunities in the Heritage Area;</text>
					</subparagraph><subparagraph id="H16F5A348CC664FCCB6002E112002DD75"><enum>(D)</enum><text>increasing public
			 awareness of, and appreciation for, natural, historical, scenic, and cultural
			 resources of the Heritage Area;</text>
					</subparagraph><subparagraph id="HA295451E4FEB4327804C027994953AAE"><enum>(E)</enum><text>protecting and
			 restoring historic sites and buildings in the Heritage Area that are consistent
			 with Heritage Area themes;</text>
					</subparagraph><subparagraph id="H7C703FCBD8124C91BFF8C469C1428A60"><enum>(F)</enum><text>ensuring that
			 clear, consistent, and appropriate signs identifying points of public access,
			 and sites of interest are posted throughout the Heritage Area; and</text>
					</subparagraph><subparagraph id="HAFA9AF92C9A949B3A73C6C90656DC7D7"><enum>(G)</enum><text>promoting a wide
			 range of partnerships among governments, organizations, and individuals to
			 further the Heritage Area;</text>
					</subparagraph></paragraph><paragraph id="H9A1F2F1E84B841AA8F0385756CF5EE66"><enum>(3)</enum><text>consider the
			 interests of diverse units of government, businesses, organizations, and
			 individuals in the Heritage Area in the preparation and implementation of the
			 management plan;</text>
				</paragraph><paragraph id="HC13962B5F54347C79B911A6F4B85A3E7"><enum>(4)</enum><text>conduct meetings
			 open to the public at least semiannually regarding the development and
			 implementation of the management plan;</text>
				</paragraph><paragraph id="HA436FD8AC736426AA79750A3B1F943F0"><enum>(5)</enum><text>for any year that
			 Federal funds have been received under this Act—</text>
					<subparagraph id="H48B6FCA600534C99B38E2477D48466AE"><enum>(A)</enum><text>submit an annual
			 report to the Secretary that describes the activities, expenses, and income of
			 the management entity (including grants to any other entities during the year
			 that the report is made);</text>
					</subparagraph><subparagraph id="H87A33EFA853C486CA60FBD347AF93B94"><enum>(B)</enum><text>make available to
			 the Secretary for audit all records relating to the expenditure of the funds
			 and any matching funds; and</text>
					</subparagraph><subparagraph id="HAD12848A2841422583FFC116399006B5"><enum>(C)</enum><text>require, with
			 respect to all agreements authorizing expenditure of Federal funds by other
			 organizations, that the organizations receiving the funds make available to the
			 Secretary for audit all records concerning the expenditure of the funds;
			 and</text>
					</subparagraph></paragraph><paragraph id="HF649438B323D42248C720B55E5EAB9E5"><enum>(6)</enum><text>encourage by
			 appropriate means economic viability that is consistent with the Heritage
			 Area.</text>
				</paragraph></subsection><subsection id="HCDEC3D7AB43149CBA0960B2C42DB9DCB"><enum>(c)</enum><header>Prohibition on
			 the acquisition of real property</header><text>The management entity shall not
			 use Federal funds made available under this Act to acquire real property or any
			 interest in real property.</text>
			</subsection><subsection id="H4A7A7D258F184FEC847CD825DA0987F6"><enum>(d)</enum><header>Cost-Sharing
			 requirement</header><text display-inline="yes-display-inline">The Federal share
			 of the cost of any activity carried out using any assistance made available
			 under this Act shall be 50 percent.</text>
			</subsection></section><section id="HB744DFF7A99D423AA713A08EA9A559E0"><enum>5.</enum><header>Management
			 plan</header>
			<subsection id="HCD22DC08FF3B486584332A68E6D89FB0"><enum>(a)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment of
			 this Act, the management entity shall submit to the Secretary for approval a
			 proposed management plan for the Heritage Area.</text>
			</subsection><subsection id="H2C05FC44E83D418C92101AFCB98316B2"><enum>(b)</enum><header>Requirements</header><text>The
			 management plan shall—</text>
				<paragraph id="H80B2FC3613DA4756891CC112C07F5806"><enum>(1)</enum><text>incorporate an
			 integrated and cooperative approach for the protection, enhancement, and
			 interpretation of the natural, cultural, historic, scenic, and recreational
			 resources of the Heritage Area;</text>
				</paragraph><paragraph id="H1B8F12D85DC64ACEAED31F53CF96960C"><enum>(2)</enum><text>take into
			 consideration State and local plans;</text>
				</paragraph><paragraph id="H32235AAB366A448CA3A4D242A14CE1F7"><enum>(3)</enum><text>include—</text>
					<subparagraph id="HC81EFBB6EA3344F29312D6863057D8F8"><enum>(A)</enum><text>an inventory
			 of—</text>
						<clause id="H4A3CC427B432482BBB72559F00B494FB"><enum>(i)</enum><text>the
			 resources located in the core area described in section 4(b); and</text>
						</clause><clause id="H4CAADB7CDCEE4485862CFB1D0C7B46D3"><enum>(ii)</enum><text>any
			 other property in the core area that—</text>
							<subclause id="HB32EC815DD714C62B47306BB85DEDA89"><enum>(I)</enum><text>is related to the
			 themes of the Heritage Area; and</text>
							</subclause><subclause id="H1D5926206DE74F84AB610427A910C18F"><enum>(II)</enum><text>should be
			 preserved, restored, managed, or maintained because of the significance of the
			 property;</text>
							</subclause></clause></subparagraph><subparagraph id="HE22AA29676C3421E8F637B790BEE5F74"><enum>(B)</enum><text>comprehensive
			 policies, strategies, and recommendations for conservation, funding,
			 management, and development of the Heritage Area;</text>
					</subparagraph><subparagraph id="HF1EF000097FC4B54AB1F1C1A96E62D5A"><enum>(C)</enum><text>a description of
			 actions that governments, private organizations, and individuals have agreed to
			 take to protect the natural, historical, and cultural resources of the Heritage
			 Area;</text>
					</subparagraph><subparagraph id="H1BC43AFCC47B4602B387E3627A57ECE1"><enum>(D)</enum><text>a program of
			 implementation for the management plan by the management entity that includes a
			 description of actions to facilitate ongoing collaboration among partners
			 to—</text>
						<clause id="H2573E175EEF14F0D8371976B65CA42AD"><enum>(i)</enum><text>promote plans for
			 resource protection, restoration, and construction; and</text>
						</clause><clause id="H1288E028FC5B46D2AD14825963DF9BBF"><enum>(ii)</enum><text>specific
			 commitments for implementation that have been made by the management entity or
			 any government, organization, or individual for the first 5 years of
			 operation;</text>
						</clause></subparagraph><subparagraph id="H24E787D347E04CE5847516C029FCC38C"><enum>(E)</enum><text>the identification
			 of sources of funding for carrying out the management plan;</text>
					</subparagraph><subparagraph id="HAA7EB57EAD9541628414600497E5CCA3"><enum>(F)</enum><text>analysis and
			 recommendations for means by which local, State, and Federal programs,
			 including the role of the National Park Service in the Heritage Area, may best
			 be coordinated to carry out this Act; and</text>
					</subparagraph><subparagraph id="H07F629F1D27949108F2DEA6D4842931A"><enum>(G)</enum><text>an interpretive
			 plan for the Heritage Area; and</text>
					</subparagraph></paragraph><paragraph id="H612408769CB446888ABF4051A4861CA0"><enum>(4)</enum><text>recommend policies
			 and strategies for resource management that consider and detail the application
			 of appropriate land and water management techniques, including the development
			 of intergovernmental and interagency cooperative agreements to protect the
			 natural, historical, cultural, educational, scenic, and recreational resources
			 of the Heritage Area.</text>
				</paragraph></subsection><subsection id="HE81A1E91FB7C4C699B1864055665414E"><enum>(c)</enum><header>Deadline</header><text>If
			 a proposed management plan is not submitted to the Secretary by the date that
			 is 3 years after the date of enactment of this Act, the management entity shall
			 be ineligible to receive additional funding under this Act until the date that
			 the Secretary receives and approves the management plan.</text>
			</subsection><subsection id="H0A89BC4747924E36A2001C5CDE3EC0F6"><enum>(d)</enum><header>Approval or
			 disapproval of management plan</header>
				<paragraph id="H3A98DB23315D4D8DBB17863A66E66F98"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of receipt of the
			 management plan under subsection (a), the Secretary, in consultation with the
			 State, shall approve or disapprove the management plan.</text>
				</paragraph><paragraph id="H3C9B25E5CFF448D59BDFA7D5549ADDB1"><enum>(2)</enum><header>Criteria for
			 approval</header><text>In determining whether to approve the management plan,
			 the Secretary shall consider whether—</text>
					<subparagraph id="H7AAE868FA9F74106A37EEC7AE6098893"><enum>(A)</enum><text>the management
			 entity is representative of the diverse interests of the Heritage Area,
			 including governments, natural and historic resource protection organizations,
			 educational institutions, businesses, and recreational organizations;</text>
					</subparagraph><subparagraph id="H95635C46B9414E81AFE3EE721D4FD43F"><enum>(B)</enum><text>the management
			 entity has afforded adequate opportunity, including public hearings, for public
			 and governmental involvement in the preparation of the management plan;
			 and</text>
					</subparagraph><subparagraph id="H6451ECD5AF434E0F92DF7C0B34AF8F3B"><enum>(C)</enum><text>the resource
			 protection and interpretation strategies contained in the management plan, if
			 implemented, would adequately protect the natural, historical, and cultural
			 resources of the Heritage Area.</text>
					</subparagraph></paragraph><paragraph id="H222A8644293742AE85E31CBD02DA1262"><enum>(3)</enum><header>Action following
			 disapproval</header><text>If the Secretary disapproves the management plan
			 under paragraph (1), the Secretary shall—</text>
					<subparagraph id="H42FAD0F8E67C4C0091A16C35832458CF"><enum>(A)</enum><text>advise the
			 management entity in writing of the reasons for the disapproval;</text>
					</subparagraph><subparagraph id="H66F60E20E6924A808834E69665261E4B"><enum>(B)</enum><text>make
			 recommendations for revisions to the management plan; and</text>
					</subparagraph><subparagraph id="HCC87994BEF8C4807971E8BC63DAD2CC7"><enum>(C)</enum><text>not later than 180
			 days after the receipt of any proposed revision of the management plan from the
			 management entity, approve or disapprove the proposed revision.</text>
					</subparagraph></paragraph><paragraph id="H183D8F74EB814C0697446BAFA8FB2FFC"><enum>(4)</enum><header>Amendments</header>
					<subparagraph id="H795F957774904D65BD1FF570EC2E7B67"><enum>(A)</enum><header>In
			 general</header><text>The Secretary shall approve or disapprove each amendment
			 to the management plan that the Secretary determines makes a substantial change
			 to the management plan.</text>
					</subparagraph><subparagraph id="H52B1BADDC7D44035806E05AC1C7896F3"><enum>(B)</enum><header>Use of
			 funds</header><text>The management entity shall not use Federal funds
			 authorized by this Act to carry out any amendments to the management plan until
			 the Secretary has approved the amendments.</text>
					</subparagraph></paragraph></subsection></section><section id="H3BFEE054C3AB47E9B04B20E3B45227CC"><enum>6.</enum><header>Relationship to
			 other Federal agencies</header>
			<subsection id="HE818C92751734CD2A5A353F6ECBC0131"><enum>(a)</enum><header>In
			 general</header><text>Nothing in this Act affects the authority of a Federal
			 agency to provide technical or financial assistance under any other law.</text>
			</subsection><subsection id="HD44BF9FC7BE54BEA921AE19CCE6D296F"><enum>(b)</enum><header>Consultation and
			 coordination</header><text>The head of any Federal agency planning to conduct
			 activities that may have an impact on the Heritage Area is encouraged to
			 consult and coordinate the activities with the Secretary and the management
			 entity to the maximum extent practicable.</text>
			</subsection><subsection id="H7E663A6F801048EA983EF7CC0E188965"><enum>(c)</enum><header>Other Federal
			 agencies</header><text display-inline="yes-display-inline">Nothing in this
			 Act—</text>
				<paragraph id="H93579C7E69BA4D3D89518747096C8BD2"><enum>(1)</enum><text>modifies, alters,
			 or amends any law or regulation authorizing a Federal agency to manage Federal
			 land under the jurisdiction of the Federal agency;</text>
				</paragraph><paragraph id="H4FC9A333CA4B43B196D55905839401FD"><enum>(2)</enum><text>limits the
			 discretion of a Federal land manager to implement an approved land use plan
			 within the boundaries of the Heritage Area; or</text>
				</paragraph><paragraph id="H97C980ED2A6F43BBBF798B0F49983162"><enum>(3)</enum><text>modifies, alters,
			 or amends any authorized use of Federal land under the jurisdiction of a
			 Federal agency.</text>
				</paragraph></subsection></section><section id="HAF47D52F11D94B4D8D8F2F3FB098FFBD"><enum>7.</enum><header>Private property
			 protection</header><text display-inline="no-display-inline">Nothing in this
			 Act—</text>
			<paragraph id="HDB585665AD504955AE0130016D53BBB7"><enum>(1)</enum><text>abridges the
			 rights of any property owner (whether public or private), including the right
			 to refrain from participating in any plan, project, program, or activity
			 conducted within the Heritage Area;</text>
			</paragraph><paragraph id="HC59CFC565F2D45BB8182A7365FC020D7"><enum>(2)</enum><text>requires any
			 property owner to permit public access (including access by Federal, State, or
			 local agencies) to the property of the property owner, or to modify public
			 access or use of property of the property owner under any other Federal, State,
			 or local law;</text>
			</paragraph><paragraph id="H68CCB6ECDB6540308966698D10204729"><enum>(3)</enum><text>alters any duly
			 adopted land use regulation, approved land use plan, or other regulatory
			 authority of any Federal, State or local agency, or conveys any land use or
			 other regulatory authority to the management entity;</text>
			</paragraph><paragraph id="H46E7762E4324428A923E0B8AD748BDE5"><enum>(4)</enum><text>authorizes or
			 implies the reservation or appropriation of water or water rights;</text>
			</paragraph><paragraph id="HA55C545EA0534FE4B802E000C1C052E8"><enum>(5)</enum><text>diminishes the
			 authority of the State to manage fish and wildlife, including the regulation of
			 fishing and hunting within the Heritage Area; or</text>
			</paragraph><paragraph id="H939F3B7B5441441C84903752E5D04E82"><enum>(6)</enum><text>creates any
			 liability, or affects any liability under any other law, of any private
			 property owner with respect to any person injured on the private
			 property.</text>
			</paragraph></section><section id="H134DF8EDA56E47D28B9C223E42B1B493"><enum>8.</enum><header>Water
			 rights</header>
			<subsection id="H129757F5508A461AABCDF2F7D1029444"><enum>(a)</enum><header>Statement of
			 policy</header><text>Nothing in this Act is meant to modify the Rio Grande
			 Natural Area Act.</text>
			</subsection><subsection id="HF90A5B2DF75B4D788238FFCA960B5B1F"><enum>(b)</enum><header>Applicability</header><text>Nothing
			 in this Act—</text>
				<paragraph id="H1B835AB30A2840CCAB4A6C87D8D54860"><enum>(1)</enum><text>amends, modifies,
			 or is in conflict with the Act of May 31, 1939 (53 Stat. 785, chapter
			 155);</text>
				</paragraph><paragraph id="H242E3D12071E47FD9CD8741408D48325"><enum>(2)</enum><text>authorizes the
			 regulation of private land in the Heritage Area;</text>
				</paragraph><paragraph id="HBA9E6FE9DFCD4AF686F94FB418D7A3FA"><enum>(3)</enum><text>authorizes the
			 imposition of any mandatory streamflow requirements;</text>
				</paragraph><paragraph id="H3A2F948985964D37A5E629BEC01DCF5C"><enum>(4)</enum><text>creates an express
			 or implied Federal reserved water right;</text>
				</paragraph><paragraph id="H133CDD45C1DA4142A01F98820258ECBD"><enum>(5)</enum><text>imposes any
			 Federal water quality standard within or upstream of the Heritage Area that is
			 more restrictive than would be applicable had the Heritage Area not been
			 established; or</text>
				</paragraph><paragraph id="H3162DDB225474796ABB4057D37425D62"><enum>(6)</enum><text>prevents the State
			 of Texas from acquiring an instream flow through the Heritage Area under the
			 terms, conditions, and limitations of State law to assist in protecting the
			 natural environment to the extent and for the purposes authorized by State
			 law.</text>
				</paragraph></subsection></section><section id="H8B0FBD02B9EC4026B74C35B002D7CC99"><enum>9.</enum><header>Evaluation
			 Report</header>
			<subsection id="H80ED9667326F4D08B0665E41C8674D7F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 3
			 years before the date on which authority for Federal funding terminates for the
			 Heritage Area, the Secretary shall—</text>
				<paragraph id="H174C20BB295E468E9F733634A1682AD2"><enum>(1)</enum><text>conduct an
			 evaluation of the accomplishments of the Heritage Area; and</text>
				</paragraph><paragraph id="H13FFC6E1F1574D34B7E2AD55D160B7E5"><enum>(2)</enum><text>prepare a report
			 in accordance with subsection (c).</text>
				</paragraph></subsection><subsection id="HCBD7BEA809534D44A31126B8D17A803C"><enum>(b)</enum><header>Evaluation</header><text>An
			 evaluation conducted under subsection (a)(1) shall—</text>
				<paragraph id="HA7BA23F74F374C158825198783952F68"><enum>(1)</enum><text>assess the
			 progress of the management entity with respect to—</text>
					<subparagraph id="HB5894005F45F4E26AAFF209A3F962B33"><enum>(A)</enum><text>accomplishing the
			 purposes of this Act for the Heritage Area; and</text>
					</subparagraph><subparagraph id="H3BF0423FECA14C6F937C11FD593A7CF6"><enum>(B)</enum><text>achieving the
			 goals and objectives of the approved management plan for the Heritage
			 Area;</text>
					</subparagraph></paragraph><paragraph id="H244E50442D1A4A2F91BFB1F780801688"><enum>(2)</enum><text>analyze the
			 Federal, State, local, and private investments in the Heritage Area to
			 determine the leverage and impact of the investments; and</text>
				</paragraph><paragraph id="H04870C6E0B4044F8B590950F87E34846"><enum>(3)</enum><text>review the
			 management structure, partnership relationships, and funding of the Heritage
			 Area for purposes of identifying the critical components for sustainability of
			 the Heritage Area.</text>
				</paragraph></subsection><subsection id="HC628ED18788E4D8793C9CD6660562EEB"><enum>(c)</enum><header>Report</header>
				<paragraph id="HD41E347E21704829955687829ABBB8BE"><enum>(1)</enum><header>In
			 general</header><text>Based on the evaluation conducted under subsection
			 (a)(1), the Secretary shall prepare a report that includes recommendations for
			 the future role of the National Park Service, if any, with respect to the
			 Heritage Area.</text>
				</paragraph><paragraph id="H23C3083C611F4097A78928BC2280329D"><enum>(2)</enum><header>Required
			 analysis</header><text>If the report prepared under paragraph (1) recommends
			 that Federal funding for the Heritage Area be reauthorized, the report shall
			 include an analysis of—</text>
					<subparagraph id="HCAFAB9250A74455FBC08F26CAFC6AA0F"><enum>(A)</enum><text>ways in which
			 Federal funding for the Heritage Area may be reduced or eliminated; and</text>
					</subparagraph><subparagraph id="H6AF7185E0FDB425785B6AC182E23046D"><enum>(B)</enum><text>the appropriate
			 time period necessary to achieve the recommended reduction or
			 elimination.</text>
					</subparagraph></paragraph><paragraph id="H52D20510592F4257B17BE70344089EC9"><enum>(3)</enum><header>Submission to
			 congress</header><text>On completion of the report, the Secretary shall submit
			 the report to—</text>
					<subparagraph id="H1D3C6E37F7EC4723BFC8319314511364"><enum>(A)</enum><text>the Committee on
			 Energy and Natural Resources of the Senate; and</text>
					</subparagraph><subparagraph id="HCE079202A3A64C1C91C14C9E8967AEED"><enum>(B)</enum><text>the Committee on
			 Natural Resources of the House of Representatives.</text>
					</subparagraph></paragraph></subsection></section><section id="H559AEA7B794D4196AFF09C54ACC7DDC1"><enum>10.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to carry out this Act $10,000,000, of which not
			 more than $1,000,000 may be made available for any fiscal year.</text>
		</section><section id="HC183F6AFC2C24FE9842BB319394A4014"><enum>11.</enum><header>Termination of
			 authority</header><text display-inline="no-display-inline">The authority of the
			 Secretary to provide assistance under this Act terminates on the date that is
			 15 years after the date that funds are first made available to carry out this
			 Act.</text>
