				appropriation bills and defense appropriation bill</header><text>Appropriation
				bills shall be enacted as follows:</text>
						<paragraph id="id498C90E322A2454FB34E6D12DE9B7139"><enum>(1)</enum><header>Odd-numbered
				years</header><text>In odd-numbered years Congress shall consider pursuant to
				the budget process in this title and enact—</text>
							<subparagraph id="idC4961C9003674B9F8EA0EE1F30A6DF4D"><enum>(A)</enum><text>an annual defense
				appropriation bill; and</text>
							</subparagraph><subparagraph id="id9112A753D4394B0FA47ED4E42F8B6675"><enum>(B)</enum><text>biennial
				appropriation bills for—</text>
								<clause id="id0F954F33DCB74333B4E235534280D7CB"><enum>(i)</enum><text>Agriculture;</text>
								</clause><clause id="idC7F2C127E7784B6CACDB023780725E8C"><enum>(ii)</enum><text>Transportation,
				HUD;</text>

				Environment;</text>

				years</header><text>In even-numbered years Congress shall consider pursuant to
				the budget process in this title and enact—</text>

				Branch; and</text>

		</section><section id="IDE0D9A2FA1AD046DA85DD2038885D3C70"><enum>3.</enum><header>Amendments to
			 the Congressional Budget and Impoundment Control Act of 1974</header>
			<subsection id="ID0DBD14227D344FD2862C89A6182AB8C9"><enum>(a)</enum><header>Definitions</header><text>Section
			 3 of such Act (2 U.S.C. 622) is further amended by adding at the end the
			 following new paragraph:</text>

					<paragraph id="ID51994361C5E04F49B2AA43BA97726209"><enum>(11)</enum><text>The term
				<term>biennium</term> means the period of 2 consecutive fiscal years beginning

			</subsection><subsection id="IDA33A6A5A22AA48088E0563666FAEEAD1"><enum>(b)</enum><header>Committee
			 Allocations</header><text>Section 302 of such Act (2 U.S.C. 633) is
			 amended—</text>
				<paragraph id="IDD85C8DF0B7D141C79ADB64550A8D335C"><enum>(1)</enum><text>in subsection
			 (a)(1), by—</text>
					<subparagraph id="ID7648D5001D7343448392E006EEDD8F12"><enum>(A)</enum><text>inserting after
			 <quote>for the first fiscal year of the resolution,</quote> the following:
			 <quote>and for appropriations for each fiscal year in the biennium and for the
			 first fiscal year of the resolution for defense,</quote>;</text>
					</subparagraph><subparagraph id="IDBE965599C04C4DB7A28DE7A8056307B5"><enum>(B)</enum><text>striking
			 <quote>for that period of fiscal years</quote> and inserting <quote>for all
			 fiscal years covered by the resolution</quote>; and</text>
					</subparagraph><subparagraph id="ID9DF71C57889C47D2BB11DDB19D164EA9"><enum>(C)</enum><text>inserting after
			 <quote>for the fiscal year of that resolution</quote> the following: <quote>for
			 defense and for each fiscal year in the biennium</quote>;</text>
					</subparagraph></paragraph><paragraph id="ID62437995AA104575B43A5931F691CF64"><enum>(2)</enum><text>in subsection
			 (b), by inserting after <quote>budget year</quote> the following: <quote>for
			 defense and the biennium</quote>; and</text>
				</paragraph><paragraph id="ID6380A3A9CF944E248080FA662BFAF763"><enum>(3)</enum><text>in subsection
			 (f)(2)(A), by—</text>
					<subparagraph id="IDEC88A50B65C44FB5BD80B80D3137BBC7"><enum>(A)</enum><text>inserting after
			 <quote>the first fiscal year</quote> and inserting <quote>or each fiscal year
			 of the biennium</quote>; and</text>

			 1101 of title 31, United States Code, is amended by adding at the end thereof
			 the following new paragraph:</text>

			 fiscal year for which the budget is submitted and the 4 fiscal years after that
			 year</quote> and inserting <quote>each fiscal year in the biennium for which
			 the budget is submitted and in the succeeding 4 fiscal years</quote>.</text>

				</paragraph></subsection><subsection id="ID7191F6EB893645FFA5990956B7BBB8A5"><enum>(e)</enum><header>Capital
			 Investment Analysis</header><text>Section 1105(e)(1) of title 31, United States
			 Code, is amended by striking <quote>ensuing fiscal year</quote> and inserting
			 <quote>biennium to which such budget relates</quote>.</text>
			</subsection></section><section id="IDAB66C305360942DE87DA490399D09ED0"><enum>5.</enum><header>Two-year
			 appropriations; title and style of appropriations Acts</header><text display-inline="no-display-inline">Section 105 of title 1, United States Code,
			 is amended to read as follows:</text>

				<section id="ID607D8EF4CC5143A4AF47C1B4260D43D8"><enum>105.</enum><header>Title and
				style of appropriations Acts</header>
					<subsection id="ID1CE101CFCD024229979E7A521B47AC1C"><enum>(a)</enum><header>In
				General</header>
						<paragraph id="idAAC3B9E3FD0F4CA4B861C7FB85E7E4C8"><enum>(1)</enum><header>Nondefense</header><text>Except
				as provided in paragraph (2), the style and title of all Acts making
				appropriations for the support of the Government shall be as follows: <quote>An
				Act making appropriations (here insert the object) for each fiscal year in the
				biennium of fiscal years (here insert the fiscal years of the
				biennium).</quote>.</text>
						</paragraph><paragraph id="idC6F783ABE2964ACD92DEE390640149F7"><enum>(2)</enum><header>Defense</header><text>The
				style and title of Acts making appropriations for the support of defense shall
				be as follows: <quote>An Act making appropriations for defense for fiscal year
				(here insert the fiscal year).</quote>.</text>
						</paragraph><paragraph id="ID63D95CBF4ACA4BCB9507DFDE85AB5254"><enum>(3)</enum><header>Amounts</header><text>All
				Acts making regular appropriations for the support of the Government shall
				specify the amount of appropriations provided for each fiscal year in such
				period.</text>
						</paragraph></subsection><subsection id="IDE8099B01DA7A408EA97E7A970756250F"><enum>(b)</enum><header>Definitions</header><text>In
				this section—</text>
						<paragraph id="id4E1E696723104710BB4A41F1B2A06ED7"><enum>(1)</enum><text>the term
				<term>biennium</term> has the same meaning as in section 3(11) of the
				Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 622(11));
				and</text>
						</paragraph><paragraph id="id4270B42256DF4FA79E9C43626E26E20C"><enum>(2)</enum><text>Acts described in
				subsection (a)(1) shall be considered as provided in section 300(b) of the
				Congressional Budget Act of 1974 (2 U.S.C.
				631(b)).</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID168DC8C2FD2043BDBFF443D8A089043C"><enum>6.</enum><header>Multiyear
			 authorizations</header>
			<subsection id="IDB888467037754127A27498706037BD24"><enum>(a)</enum><header>In
			 General</header><text>Title III of the Congressional Budget Act of 1974 is
			 amended by adding at the end the following new section:</text>
				<quoted-block id="IDC6D1B0A9FD1143C0AE4C896D6F287150" style="traditional"><section id="ID4B3D52E83112459A9A17219B5727ED52"><enum>316.</enum><header>Authorizations of
		  appropriations</header><subsection commented="no" display-inline="yes-display-inline" id="ID34B608C34F954DD3AEB42F27623C9CCD"><enum>(a)</enum><header>Point of
				Order</header><text>It shall not be in order in the House of Representatives or
				the Senate to consider—</text>
							<paragraph id="IDE90A2C91FC6E4519AF8600E72B4EDAA0"><enum>(1)</enum><text>any bill, joint
				resolution, amendment, motion, or conference report that authorizes
				appropriations for a period of less than 2 fiscal years, unless the program,
				project, or activity for which the appropriations are authorized will require
				no further appropriations and will be completed or terminated after the
				appropriations have been expended; and</text>
							</paragraph><paragraph id="IDB0A4C80BA0D149099DEA36A5B1AF872F"><enum>(2)</enum><text>in any
				odd-numbered year, any authorization or revenue bill or joint resolution until
				Congress completes action on the biennial budget resolution, all regular
				biennial appropriations bills, and all reconciliation bills.</text>
							</paragraph></subsection><subsection id="ID1AA6297C2F084978879BD10B46E50875"><enum>(b)</enum><header>Applicability</header><text>In
				the Senate, subsection (a) shall not apply to—</text>
							<paragraph id="id31179BC21984432C920884C619A17C90"><enum>(1)</enum><text>defense;</text>
							</paragraph><paragraph id="ID3C2CAC35D3D04CD280CBEE2C5570B1FD"><enum>(2)</enum><text>any measure that
				is privileged for consideration pursuant to a rule or statute;</text>
							</paragraph><paragraph id="ID544359A2F7864106BDB1832EA1C16AFF"><enum>(3)</enum><text>any matter
				considered in Executive Session; or</text>
							</paragraph><paragraph id="ID29E07297A7CF4808A6954C094CCC2FDC"><enum>(4)</enum><text>an appropriations
				measure or reconciliation
				bill.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID3674C737088A4B81B37F67B7A0F0FADA"><enum>(b)</enum><header>Amendment to
			 Table of Contents</header><text>The table of contents set forth in section 1(b)
			 of the Congressional Budget and Impoundment Control Act of 1974 is amended by
			 adding after the item relating to section 315 the following new item:</text>

			</subsection></section><section id="idADCEEF3B60A44FD2A9718E89C3B7EE7C"><enum>7.</enum><header>Congressional
			 oversight</header>
			<subsection id="idC1D33BA9A3FC4DFCB5B763B1B9C75B7F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In each year that the
			 activities of an agency are not required to be funded pursuant to section
			 300(b) of the Congressional Budget Act of 1974, the committee of the House and
			 the Senate with legislative jurisdiction over that agency shall hold a joint
			 oversight hearing with the corresponding subcommittee of the Committee on
			 Appropriations of their respective House with jurisdiction over the
			 agency.</text>
			</subsection><subsection id="id54933ECF03EB461988851FE0AA928F79"><enum>(b)</enum><header>Hearing</header><text>The
			 hearing required by subsection (a) shall review—</text>
				<paragraph id="id7563915B59BC484B8F8BF5F6A2FECFB8"><enum>(1)</enum><text>the mission of
			 the agency;</text>
				</paragraph><paragraph id="idEE67EE22019E46EF88D0C32261985934"><enum>(2)</enum><text>the impact of
			 biennial budgeting on agency efficiency;</text>
				</paragraph><paragraph id="id220B0152B7AA4C358963079097D0835A"><enum>(3)</enum><text>the cost savings
			 associated with biennial budgeting;</text>
				</paragraph><paragraph id="id6F308019F3A64B1D9312B61E53BC1F6A"><enum>(4)</enum><text>new programs
			 created in the off year of the agency budget; and</text>
				</paragraph><paragraph id="idE1B52BC5793649AE8104E85651D2E8A1"><enum>(5)</enum><text>programs that
			 were terminated in the off year of the agency budget.</text>
				</paragraph></subsection></section><section id="id9D0C80CDC149430EA267C870926982D0"><enum>8.</enum><header>Report on
			 two-year fiscal period</header><text display-inline="no-display-inline">Not
			 later than 180 days after the date of enactment of this Act, the Director of
			 OMB shall—</text>
			<paragraph id="IDBA3838F6DE754E9DA930D8E05EE849EB"><enum>(1)</enum><text>determine the
			 impact and feasibility of changing the definition of a fiscal year and the
			 budget process based on that definition to a 2-year fiscal period with a
			 biennial budget process based on the 2-year period; and</text>
			</paragraph><paragraph id="ID24ED72E2347340589D411E39EEFEE15D"><enum>(2)</enum><text>report the
			 findings of the study to the Committees on the Budget of the House of
			 Representatives and the Senate.</text>
			</paragraph></section><section id="ID057FB9BA30F04AA9A53645AC1A6F3E23"><enum>9.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">Except as provided in
			 section 7, this Act and the amendments made by this Act shall take effect on
			 January 1, 2013, and shall apply to budget resolutions and appropriations for
			 the biennium beginning with fiscal year 2014.</text>
