		<official-title>To amend the Land and Water Conservation Fund Act of 1965
		  to provide consistent and reliable authority for, and for the funding of, the
		  land and water conservation fund to maximize the effectiveness of the fund for
		  future generations, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Land and Water Conservation
			 Authorization and Funding Act of 2011</short-title></quote>.</text>
		</section><section id="IDfa708a93ad7e4b72b24007db7fd7a242"><enum>2.</enum><header>Permanent
			 authorization; full funding</header>
			<subsection id="id1065E794C9C64392AC0C101CBC7923E1"><enum>(a)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of the amendments made by
			 subsection (b) are—</text>
				<paragraph id="idE6C12E5BDAB54072A68574946F2CB1EB"><enum>(1)</enum><text display-inline="yes-display-inline">to provide consistent and reliable
			 authority for, and for the funding of, the land and water conservation fund
			 established under section 2 of the <act-name parsable-cite="LWCFA">Land and
			 Water Conservation Fund Act of 1965 (16 U.S.C. 460l</act-name>–5); and</text>
				</paragraph><paragraph id="idC2885051066B49229B31E01D41B4200D"><enum>(2)</enum><text display-inline="yes-display-inline">to maximize the effectiveness of the fund
			 for future generations.</text>
				</paragraph></subsection><subsection id="IDb55c70da7298414fbafafdff82fdfe87"><enum>(b)</enum><header>Amendments</header>
				<paragraph id="ID94e76500074f4b9dae79beb7f63c5da7"><enum>(1)</enum><header>Permanent
			 authorization</header><text>Section 2 of the <act-name parsable-cite="LWCFA">Land and Water Conservation Fund Act of 1965 (16 U.S.C.
			 460l</act-name>–5) is amended—</text>
					<subparagraph id="id35415CBE8B2047CCB7B9BBFFA6BB3CC3"><enum>(A)</enum><text>in the matter
			 preceding subsection (a), by striking <quote>During the period ending September
			 30, 2015, there</quote> and inserting <quote>There</quote>; and</text>
					</subparagraph><subparagraph id="id934DCAD601DD449692FE257E61F126AA"><enum>(B)</enum><text>in subsection
			 (c)(1), by striking <quote>through September 30, 2015</quote>.</text>
					</subparagraph></paragraph><paragraph id="IDa885962a44d8438b8f23cd5957e5937f"><enum>(2)</enum><header>Full
			 funding</header><text>Section 3 of the <act-name parsable-cite="LWCFA">Land and
			 Water Conservation Fund Act of 1965</act-name> (16 U.S.C. 460l–6) is amended to
			 read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="id4CAB69FF5F4C40179A832726B0BD7A60" style="OLC">
						<section id="id8A8848E549F84431B9F66D1C043E044C"><enum>3.</enum><header>Availability of
				funds</header><text display-inline="no-display-inline">Monies covered into the
				fund under section 2 shall be available for expenditure to carry out the
				purposes of this Act, without further
				appropriation.</text>
						</section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idDC2FFAC8EF954C85B73183906B637C28"><enum>(c)</enum><header>Public
			 access</header><text>Section 7 of the Land and Water Conservation Fund Act of
			 1965 (16 U.S.C. 460l–9) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id3826F375597F41D38FE71BB817BD2F5C" style="OLC">
					<subsection id="id2331551FD36D4ECC8D76C8547017EA21"><enum>(d)</enum><header>Public
				access</header><text>Not less than 1.5 percent of the annual authorized funding
				amount shall be made available each year for projects that secure recreational
				public access to existing Federal public land for hunting, fishing, and other
				recreational
				purposes.</text>
