		<official-title>To provide for the exchange of land located in the Lowell
		  National Historical Park, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Lowell National Historical Park
			 Land Exchange Act of 2011 </short-title></quote>.</text>
		</section><section id="idFDF85875C35B4D5C81756B3F4EBA7CF0"><enum>2.</enum><header>Land exchange;
			 loans</header>
			<subsection id="id3755EFF6BA1F4884965B0C1D402AA0CD"><enum>(a)</enum><header>Land
			 exchange</header><text display-inline="yes-display-inline">Section 202 of
			 Public Law 95–290 (16 U.S.C. 410cc–22) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id3CECF6F6CE734F55A41B7A88E63DEDD2" style="OLC">
					<subsection id="id2129CDC5CC34477C87F3EB74E4859C22"><enum>(d)</enum><header>Land
				exchange</header>
						<paragraph id="IDad1b896fcf6d4c05a1940dcc7d3e18ab"><enum>(1)</enum><header>In
				general</header><text>The Secretary may exchange any Federal land or interest
				in Federal land within the boundaries of the park for any non-Federal land or
				interest in non-Federal land owned by the State of Massachusetts, the city of
				Lowell, or the University of Massachusetts Building Authority.</text>
						</paragraph><paragraph id="IDa872ec3a0c2f44ddba806afaede873b5"><enum>(2)</enum><header>Conditions</header><text>Except
				as provided in paragraph (3), any exchange under this subsection shall be
				subject to—</text>
							<subparagraph id="idEA6940546510406A9EB1811C04AB896F"><enum>(A)</enum><text>the laws
				(including regulations) and policies applicable to exchanges of land
				administered by the National Park Service; and</text>
							</subparagraph><subparagraph id="id1616F45A37D74EC89B9F82303A0A342E"><enum>(B)</enum><text>any other terms
				and conditions that the Secretary determines to be necessary.</text>
							</subparagraph></paragraph><paragraph id="IDde8ccf31a8414bdd90c5cbb5ba606d25"><enum>(3)</enum><header>Cash
				equalization</header>
							<subparagraph id="id569AC610EACE49E39521BD626870E734"><enum>(A)</enum><header>In
				general</header><text>If facilities or infrastructure required for the
				management and operation of the park are located on the Federal land to be
				exchanged and the value of the Federal land and non-Federal land is not of
				equal value, the value shall be equalized by making a cash equalization payment
				to the Secretary.</text>
							</subparagraph><subparagraph id="id56EAC12F19204AA1AA200CBBED2BAFD0"><enum>(B)</enum><header>Cash
				equalization payments</header><text>Any cash equalization payments received by
				the Secretary under subparagraph (A) shall be—</text>
								<clause id="id73DCD7D65B6D4F17B12FB9244BC3633D"><enum>(i)</enum><text>credited to a
				special account established in the Treasury; and</text>
								</clause><clause id="idEFFA09DCF5B5465C8EEA01E9E75EB5FF"><enum>(ii)</enum><text>made available,
				without further appropriation, for the purpose of replacing the facilities and
				infrastructure located on the Federal land.</text>
								</clause></subparagraph><subparagraph id="id3C98CD0BB399430C854A9A83A57320CC"><enum>(C)</enum><header>Limitation</header><text>The
				Secretary shall not be required to equalize the value of the Federal land and
				non-Federal land exchanged under this subsection if the non-Federal land
				exceeds the value of the Federal
				land.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDadb73d99b9ed4bae8598046629064625"><enum>(b)</enum><header>Loans to Lowell
			 Development and Financial Corporation</header><text>Section 303(a)(1) of Public
			 Law 95–290 (16 U.S.C. 410cc–33) is amended by striking <quote>thirty-five
			 years</quote> and inserting <quote>60 years</quote>.</text>
			</subsection></section><section id="ID5f661ecd98b84c1da647c58381ce5100"><enum>3.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out the
			 amendments made by section 2.</text>
