		<section changed="deleted" committee-id="SSJU00" id="S1" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Extension of the term of the
			 incumbent Director of the Federal Bureau of Investigation</header><text display-inline="no-display-inline">Section 1101 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (28 U.S.C. 532 note) is amended by adding at the
			 end the following:</text>

				<subsection id="idC77CECA39DFD403AA048772FDF5BFC49"><enum>(c)</enum><text>With respect to
				the individual who is the incumbent in the office of the Director of the
				Federal Bureau of Investigation on the date of enactment of this
				subsection—</text>
					<paragraph id="id3751F3CDC255438CB2258D3EDDFAC58C"><enum>(1)</enum><text display-inline="yes-display-inline">subsection (b) shall be applied—</text>
						<subparagraph id="id11A93759D46A47C69DF0131D74C98115"><enum>(A)</enum><text display-inline="yes-display-inline">in the first sentence, by substituting
				<quote>12 years</quote> for <quote>ten years</quote>; and</text>
						</subparagraph><subparagraph id="idA716B9EA5BB14057ACA766D4E1704BB2"><enum>(B)</enum><text display-inline="yes-display-inline">in the second sentence, by substituting
				<quote>12-year term</quote> for <quote>10-year</quote> term; and</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id467BB3F992774F8CB9F71E04380A7D36"><enum>(2)</enum><text>the third sentence
				of subsection (b) shall not
				apply.</text>

		<section changed="added" committee-id="SSJU00" id="id13D1C712696D4B8999E0E24F53562288" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID1b7a1891366b46a58c1f298b5be55224"><enum>(1)</enum><text>on May 12, 2011, the
			 President requested that Congress extend the term of Robert S. Mueller III as
			 Director of the Federal Bureau of Investigation by 2 years, citing the critical
			 need for continuity and stability at the Federal Bureau of Investigation in the
			 face of ongoing threats to the United States and leadership transitions at the
			 Federal agencies charged with protecting national security;</text>
			</paragraph><paragraph id="ID56772beb215b4dc79d1d200118462ac6"><enum>(2)</enum><text>in light of the May 1,
			 2011, successful operation against Osama bin Laden, the continuing threat to
			 national security, and the approaching 10th anniversary of the attacks of
			 September 11, 2001, the President’s request for a limited, 1-time exception to
			 the term limit of the Director of the Federal Bureau of Investigation, in these
			 exceptional circumstances, is appropriate; and</text>
			</paragraph><paragraph id="IDad0e98fb9a3d4efcb781439337d642e6"><enum>(3)</enum><text>this Act is intended to
			 provide a 1-time exception to the 10-year statutory limit on the term of the
			 Director of the Federal Bureau of Investigation in light of the President’s
			 request and existing exceptional circumstances, and is not intended to create a
			 precedent.</text>
			</paragraph></section><section changed="added" committee-id="SSJU00" id="ID0c52497faca245eda2e25d4b0a5bc890" reported-display-style="italic"><enum>2.</enum><header>Extension of the term of
			 the incumbent Director of the Federal Bureau of Investigation</header>
			<subsection id="idF0B9F2F2F94C43F89281046C58F00562"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">At the request of the
			 President, the incumbent in the office of the Director of the Federal Bureau of
			 Investigation on the date of the enactment of this Act may continue in office
			 until August 3, 2013, in accordance with the amendment made by subsection
			 (b).</text>
			</subsection><subsection id="id179EE53981A942368ED9B5F8E073A11F"><enum>(b)</enum><header>Extension of the
			 term</header><text display-inline="yes-display-inline">Section 1101 of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (28 U.S.C. 532 note) is
			 amended by adding at the end the following:</text>

				Bureau of Investigation on the date of enactment of this subsection, subsection
				(b) shall be applied—</text>
						<paragraph id="ID04205b586c0f4125bcb0c50c6af80eac"><enum>(1)</enum><text>in the first sentence, by
				substituting <quote>12 years</quote> for <quote>ten years</quote>; and</text>
						</paragraph><paragraph id="ID68b0d5335eef4ed2854e2af292287d0a"><enum>(2)</enum><text>in the second sentence,
				by substituting <quote>12-year term</quote> for <quote>ten-year
				term</quote>.</text>
