		<official-title>To amend the National Agricultural Research, Extension
		  and Teaching Policy Act of 1977 to establish a grant program to promote efforts
		  to develop, implement, and sustain veterinary services, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Veterinary Services Investment
			 Act</short-title></quote>.</text>
		</section><section id="IDd767fc22373b49a4aa3d8f6e0e69efca"><enum>2.</enum><header>Veterinary
			 services grant program</header><text display-inline="no-display-inline">The
			 National Agricultural Research, Extension, and Teaching Policy Act of 1977 is
			 amended by inserting after section 1415A (7 U.S.C. 3151a) the following:</text>
			<quoted-block display-inline="no-display-inline" id="id36CD2774FC4D483DAF50C6FC3DF094F6" style="OLC">
				<section id="IDbb34fa7171794637abf807050372aac2"><enum>1415B.</enum><header>Veterinary
				services grant program</header>
					<subsection id="ID7f3fe1d7678047f488e5191d94ad1af5"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
						<paragraph id="ID321658d8502a401a88c2b8948c0dce36"><enum>(1)</enum><header>Qualified
				entity</header><text>The term <term>qualified entity</term> means—</text>
							<subparagraph id="IDf9982f50a551444a8946f8d3db861c76"><enum>(A)</enum><text>a for-profit or
				nonprofit entity located in the United States that operates a veterinary clinic
				providing veterinary services—</text>
								<clause id="ID10d1f1c0e74d4045aa5e15c31a24d041"><enum>(i)</enum><text>in a rural area,
				as defined in section 343(a) of the Consolidated Farm and Rural Development Act
				(7 U.S.C. 1991(a)); and</text>
								</clause><clause id="ID15398009aabf45d5845b5be0de59abc0"><enum>(ii)</enum><text>in response to a
				veterinarian shortage situation;</text>
								</clause></subparagraph><subparagraph id="IDb235e68f6774435c84f4e36ba9afe259"><enum>(B)</enum><text>a State,
				national, allied, or regional veterinary organization or specialty board
				recognized by the American Veterinary Medical Association;</text>
							</subparagraph><subparagraph id="IDb4db74f59fa4494a807c744dbb45b0a9"><enum>(C)</enum><text>a college or
				school of veterinary medicine accredited by the American Veterinary Medical
				Association;</text>
							</subparagraph><subparagraph id="ID7aec96d0d5f54f1791946d3aece21da5"><enum>(D)</enum><text>a university
				research foundation or veterinary medical foundation;</text>
							</subparagraph><subparagraph id="IDc2f66258071048eca69f3a124724bac2"><enum>(E)</enum><text>a department of
				veterinary science or department of comparative medicine accredited by the
				Department of Education;</text>
							</subparagraph><subparagraph id="ID2da191e4b9cb40e3bc1347a9a99d0e22"><enum>(F)</enum><text>a State
				agricultural experiment station; and</text>
							</subparagraph><subparagraph id="ID53570a054bd2478f9c8f8400cae60635"><enum>(G)</enum><text>a State, local,
				or tribal government agency.</text>
							</subparagraph></paragraph><paragraph id="IDe205ede74711469aa91f0c45bf36bbbd"><enum>(2)</enum><header>Veterinarian
				shortage situation</header><text>The term <term>veterinarian shortage
				situation</term> means a veterinarian shortage situation determined by the
				Secretary under section 1415A(b).</text>
						</paragraph></subsection><subsection id="IDa621c2a312b7427fb78e80c1ed67a19a"><enum>(b)</enum><header>Establishment
				of program</header>
						<paragraph id="ID4c827a3085714cfca237b1f36530717a"><enum>(1)</enum><header>Competitive
				grants</header><text>The Secretary shall carry out a program to make
				competitive grants to qualified entities that carry out programs or activities
				described in paragraph (2) for the purpose of developing, implementing, and
				sustaining veterinary services.</text>
						</paragraph><paragraph id="id9A861BAB308D4C8995901592CE4AD4BA"><enum>(2)</enum><header>Eligibility
				requirements</header><text>To be eligible to receive a grant described
				paragraph (1), a qualified entity shall carry out programs or activities that
				the Secretary determines will—</text>
							<subparagraph id="ID21d3ac5140544e4b93c098030868e4ea"><enum>(A)</enum><text>substantially
				relieve veterinarian shortage situations;</text>
							</subparagraph><subparagraph id="ID9a9e30748870480caa5d2e7ac3c95f96"><enum>(B)</enum><text>support or
				facilitate private veterinary practices engaged in public health activities;
				or</text>
							</subparagraph><subparagraph id="IDad8c57170adb424a950e8ad6818eb341"><enum>(C)</enum><text>support or
				facilitate the practices of veterinarians who are participating in or have
				successfully completed a service requirement under section 1415A(a)(2).</text>
							</subparagraph></paragraph></subsection><subsection id="ID3c3aeab07d764e449bf501fe973fc234"><enum>(c)</enum><header>Award processes
				and preferences</header>
						<paragraph id="IDca24c0ea45f84e6d9f1274fffcd1558e"><enum>(1)</enum><header>Application,
				evaluation, and input processes</header><text>In administering the grant
				program under this section, the Secretary shall—</text>
							<subparagraph id="idCBE194F0877A4210801080A77E5D5146"><enum>(A)</enum><text>use an
				appropriate application and evaluation process, as determined by the Secretary;
				and</text>
							</subparagraph><subparagraph id="id2CD303E0884240B699EBF421FC1D277D"><enum>(B)</enum><text>seek the input of
				interested persons.</text>
							</subparagraph></paragraph><paragraph id="IDff85e6663dc447b8921c0213957b9e9f"><enum>(2)</enum><header>Grant
				preferences</header><text>In selecting recipients of grants to be used for any
				of the purposes described in paragraphs (2) through (6) of subsection (d), the
				Secretary shall give a preference to qualified entities that provide
				documentation of coordination with other qualified entities, with respect to
				any such purpose.</text>
						</paragraph><paragraph id="IDb935bc70e0714b2fa520896d2a2948f8"><enum>(3)</enum><header>Additional
				preferences</header><text>In awarding grants under this section, the Secretary
				may develop additional preferences by taking into account the amount of funds
				available for grants and the purposes for which the grant funds will be
				used.</text>
						</paragraph><paragraph id="ID95611d115184433ea39ac5a8d663edc2"><enum>(4)</enum><header>Applicability
				of other provisions</header><text>Sections 1413B, 1462(a), 1469(a)(3), 1469(c),
				and 1470 apply to the administration of the grant program under this
				section.</text>
						</paragraph></subsection><subsection id="IDdac512379ea84f7cb41fe24f84a7ce8c"><enum>(d)</enum><header>Use of grants
				To relieve veterinarian shortage situations and support veterinary
				services</header><text>A qualified entity may use funds provided by grants
				under this section to relieve veterinarian shortage situations and support
				veterinary services for the following purposes:</text>
						<paragraph id="ID0466d3e3a63c49988ebab33376c5abda"><enum>(1)</enum><text>To assist
				veterinarians with establishing or expanding practices for the purpose
				of—</text>
							<subparagraph id="id81086D66CD9E4F67A39E88661B01CA0F"><enum>(A)</enum><text>equipping
				veterinary offices;</text>
							</subparagraph><subparagraph id="idBC2E271934FE45F99BCA3EF46420C21D"><enum>(B)</enum><text>sharing in the
				reasonable overhead costs of the practices, as determined by the Secretary;
				or</text>
							</subparagraph><subparagraph id="id4D93310630564BB4B734EA840725355E"><enum>(C)</enum><text>establishing
				mobile veterinary facilities in which a portion of the facilities will address
				education or extension needs.</text>
							</subparagraph></paragraph><paragraph id="ID6d0155b076974c2a94d25ca526db0abc"><enum>(2)</enum><text>To promote
				recruitment (including for programs in secondary schools), placement, and
				retention of veterinarians, veterinary technicians, students of veterinary
				medicine, and students of veterinary technology.</text>
						</paragraph><paragraph id="IDaf97613eb55b4591ba0978bec38108f9"><enum>(3)</enum><text>To allow
				veterinary students, veterinary interns, externs, fellows, and residents, and
				veterinary technician students to cover expenses (other than the types of
				expenses described in 1415A(c)(5)) to attend training programs in food safety
				or food animal medicine.</text>
						</paragraph><paragraph id="IDb994dfdf472446ce8de33ae1768644ec"><enum>(4)</enum><text>To establish or
				expand accredited veterinary education programs (including faculty recruitment
				and retention), veterinary residency and fellowship programs, or veterinary
				internship and externship programs carried out in coordination with accredited
				colleges of veterinary medicine.</text>
						</paragraph><paragraph id="ID4c977af0f95d49c19aade20b62dfe0bd"><enum>(5)</enum><text>To assess
				veterinarian shortage situations and the preparation of applications submitted
				to the Secretary for designation as a veterinarian shortage situation under
				section 1415A(b).</text>
						</paragraph><paragraph id="ID45ca103063b044ebb1e188a9134f3028"><enum>(6)</enum><text>To provide
				continuing education and extension, including veterinary telemedicine and other
				distance-based education, for veterinarians, veterinary technicians, and other
				health professionals needed to strengthen veterinary programs and enhance food
				safety.</text>
						</paragraph></subsection><subsection id="ID4ef84ca143724ecdafd5ac2abfecc782"><enum>(e)</enum><header>Special
				requirements for certain grants</header>
						<paragraph id="IDc6be5d789204475882aa34651802fcbf"><enum>(1)</enum><header>Terms of
				service requirements</header>
							<subparagraph id="idE36C297E97DA45099561197074E42D7A"><enum>(A)</enum><header>In
				general</header><text>Grants provided under this section for the purpose
				specified in subsection (d)(1) shall be subject to an agreement between the
				Secretary and the grant recipient that includes a required term of service for
				the recipient, as established by the Secretary.</text>
							</subparagraph><subparagraph id="idC184B156678A47BC812AFECBCC9C1F1F"><enum>(B)</enum><header>Considerations</header><text>In
				establishing a term of service under subparagraph (A), the Secretary shall
				consider only—</text>
								<clause id="ID86aa4920a9d047dca716ff430acf77c3"><enum>(i)</enum><text>the amount of the
				grant awarded; and</text>
								</clause><clause id="ID11b2e7f5487e487a8d341ccabf6e3ded"><enum>(ii)</enum><text>the specific
				purpose of the grant.</text>
								</clause></subparagraph></paragraph><paragraph id="ID06d43384622844b88eac37ec6b095f55"><enum>(2)</enum><header>Breach
				remedies</header>
							<subparagraph id="id7533BCFC07974CF1BAF557E9B3E348A8"><enum>(A)</enum><header>In
				general</header><text>An agreement under paragraph (1) shall provide remedies
				for any breach of the agreement by the grant recipient, including repayment or
				partial repayment of the grant funds, with interest.</text>
							</subparagraph><subparagraph id="idA7FFDDDCD22E4070A8799307E06D392D"><enum>(B)</enum><header>Waiver</header><text>The
				Secretary may grant a wavier of the repayment obligation for breach of contract
				if the Secretary determines that the grant recipient demonstrates extreme
				hardship or extreme need.</text>
							</subparagraph><subparagraph id="ID23fdee9ad413468e8dcb3607d66fc9d6"><enum>(C)</enum><header>Treatment of
				amounts recovered</header><text>Funds recovered under this paragraph
				shall—</text>
								<clause id="id692688AFF2094374BF2031FBF4E46610"><enum>(i)</enum><text>be credited to
				the account available to carry out this section; and</text>
								</clause><clause id="id078CF1C70D1841C5A5379A4B43B191B2"><enum>(ii)</enum><text>remain available
				until expended.</text>
								</clause></subparagraph></paragraph></subsection><subsection id="IDefbb6be337094ae09f7640de9e18a691"><enum>(f)</enum><header>Cost-Sharing
				requirements</header>
						<paragraph id="IDf049710cd55949b4915f2fe63e9f87be"><enum>(1)</enum><header>Recipient
				share</header><text>Subject to paragraph (2), to be eligible to receive a grant
				under this section, a qualified entity shall provide matching non-Federal
				funds, either in cash or in-kind support, in an amount equal to not less than
				25 percent of the Federal funds provided by the grant.</text>
						</paragraph><paragraph id="IDbd0962c558924eed8807fbeaa708d1d1"><enum>(2)</enum><header>Waiver</header><text>The
				Secretary may establish, by regulation, conditions under which the cost-sharing
				requirements of paragraph (1) may be reduced or waived.</text>
						</paragraph></subsection><subsection id="IDc895f10a5cce49109bf7713e80953fb0"><enum>(g)</enum><header>Prohibition on
				use of grant funds for construction</header><text>Funds made available for
				grants under this section may not be used—</text>
						<paragraph id="ID31d2dff7b4094d8e86e751807276b088"><enum>(1)</enum><text>to construct a
				new building or facility; or</text>
						</paragraph><paragraph id="ID41957460c48b4a478db1daa91a7c9be8"><enum>(2)</enum><text>to acquire,
				expand, remodel, or alter an existing building or facility, including site
				grading and improvement and architect fees.</text>
						</paragraph></subsection><subsection id="ID4444d241002d4d0e9a4347d865b1e3a6"><enum>(h)</enum><header>Regulations</header><text>Not
				later than 1 year after the date of enactment of this section, the Secretary
				shall promulgate regulations to carry out this section.</text>
					</subsection><subsection id="ID82c171c560bb4206878d18a4bb2e402b"><enum>(i)</enum><header>Authorization
				of appropriations</header><text>There is authorized to be appropriated to the
				Secretary to carry out this section $10,000,000 for fiscal year 2012 and each
				fiscal year thereafter, to remain available until
				expended.</text>
