		<section id="id202F73534689457C8744F4F995FBA209" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Emergency Judicial Relief Act of
			 2011</short-title></quote>.</text>
		</section><section id="S1"><enum>2.</enum><header>Federal district
			 judgeships</header>
			<subsection id="ID8B94AF235C6041858288DAC35725142D"><enum>(a)</enum><header>Additional
			 permanent district judgeship</header><text>The President shall appoint, by and
			 with the advice and consent of the Senate—</text>
				<paragraph id="id24EF3F8026A94983B3640976C1AD1FBD"><enum>(1)</enum><text>2 additional
			 district judges for the district of Arizona;</text>
				</paragraph><paragraph id="idCBFD81FC13F844B68C8EF9D09858F68B"><enum>(2)</enum><text>4 additional
			 district judges for the eastern district of California;</text>
				</paragraph><paragraph id="id79360373E41C4C7F873CF828F2252058"><enum>(3)</enum><text>1 additional
			 district judge for the district of Minnesota;</text>
				</paragraph><paragraph id="idE63D8688975045F784357C6EB217FA3C"><enum>(4)</enum><text>1 additional
			 district judge for the southern district of Texas; and</text>
				</paragraph><paragraph id="id05422069E3464D65979535A231DF1BF1"><enum>(5)</enum><text>2 additional
			 district judges for the western district of Texas.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9752621D83F84A23B0EE0BB380168BB8"><enum>(b)</enum><header>Conversion of
			 temporary judgeships</header><text>The existing judgeships for the district of
			 Arizona and the central district of California authorized by section 312(c) of
			 the 21st Century Department of Justice Appropriations Authorization Act (28
			 U.S.C. 133 note; Public Law 107–273; 116 Stat. 1788), as of the effective date
			 of this Act, shall be authorized under section 133 of title 28, United States
			 Code, and the incumbents in those offices shall hold the office under section
			 133 of title 28, United States Code, as amended by this Act.</text>
			</subsection><subsection id="id12EE0AD3B2A74F8F99E223E5D362FAB8"><enum>(c)</enum><header>Technical and
			 conforming amendments</header><text>The table contained in section 133(a) of
			 title 28, United States Code, is amended—</text>

			 item relating to the district of Arizona and inserting the following:</text>

			</subsection><subsection changed="added" id="IDc9e14c6b343e41f7a000e4f798ff71c7" reported-display-style="italic"><enum>(d)</enum><header>Increase in filing
			 fees</header>
				<paragraph id="id3194C7FFF0614ECA8E4C4E35976C3F35"><enum>(1)</enum><header>In
			 general</header><text>Section 1914(a) of title 28, United States Code, is
			 amended by striking <quote>$350</quote> and inserting
			 <quote>$360</quote>.</text>
				</paragraph><paragraph id="IDfa82149e808740789627bbe33105c4b3"><enum>(2)</enum><header>Expenditure
			 limitation</header><text>Incremental amounts collected by reason of the
			 enactment of this subsection shall be deposited in a special fund in the
			 Treasury to be established after the date of enactment of this Act. Such
			 amounts shall be available for the purposes specified in section 1931(a) of
			 title 28, United States Code, but only to the extent specifically appropriated
			 by an Act of Congress enacted after the date of enactment of this Act.</text>
				</paragraph></subsection></section><section changed="added" id="H9697E1F7FA4D411C8600A46D39D6352B" reported-display-style="italic"><enum>3.</enum><header>Whistleblower
			 protection</header>
			<subsection id="H85FFFE08E8D545A9BD1D40E6DEC0429F"><enum>(a)</enum><header>In
			 General</header><text>No officer, employee, agent, contractor, or subcontractor
			 in the judicial branch may discharge, demote, threaten, suspend, harass or in
			 any other manner discriminate against an employee in the terms and conditions
			 of employment because of any lawful act done by the employee to provide
			 information, cause information to be provided, or otherwise assist in an
			 investigation regarding any possible violation of Federal law or regulation, or
			 misconduct, by a judge, justice, or any other employee in the judicial branch,
			 which may assist in the investigation of the possible violation or
			 misconduct.</text>
			</subsection><subsection id="H9F83FA6D6181497BB876E2E1252D0024"><enum>(b)</enum><header>Civil
			 Action</header><text>An employee injured by a violation of subsection (a) may,
			 in a civil action, obtain appropriate relief.</text>
