			<paragraph id="ID21f9535abd7945b6958187a98d1a213d"><enum>(1)</enum><header>Alternative
			 fuel</header><text>The term <term>alternative fuel</term> has the meaning given
			 the term in section 30B(e)(4) of the Internal Revenue Code of 1986.</text>
			</paragraph><paragraph id="IDf2efafceb6744a42bd834d33c8577888"><enum>(2)</enum><header>Alternative fuel
			 vehicle</header><text>The term <term>alternative fuel vehicle</term>
			 means—</text>
				<subparagraph id="IDac900ae858814ddf9293ac06391d131e"><enum>(A)</enum><text>a new qualified
			 alternative fuel motor vehicle (as defined in section 30B(e)(4) of the Internal
			 Revenue Code of 1986);</text>
				</subparagraph><subparagraph id="ID3ddeb8d8ae9c4e9187d23a1aa3f023d6"><enum>(B)</enum><text>a mixed-fuel
			 vehicle (as defined in section 30B(e)(5)(B) of that Code);</text>
				</subparagraph><subparagraph id="ID6e8a2c2d8d924575b1608521e19944fd"><enum>(C)</enum><text>a new qualified
			 plug-in electric drive motor vehicle (as defined in section 30D(d) of that
			 Code); or</text>
				</subparagraph><subparagraph id="IDf1c5afd4f9404abc90062fd4125ad310"><enum>(D)</enum><text>a nonroad vehicle
			 manufactured to primarily use an alternative fuel.</text>
				</subparagraph></paragraph><paragraph id="IDf3c44a42511d4e409bbd0457daba73ff"><enum>(3)</enum><header>Community
			 college</header><text>The term <term>community college</term> has the meaning
			 given the term <term>junior or community college</term> in section 312 of the
			 Higher Education Act of 1965 (20 U.S.C. 1058).</text>
			</paragraph><paragraph id="ID2d3bf411c2e14e0b9727edc69daf4a53"><enum>(4)</enum><header>Department</header><text>The
			 term <term>Department</term> means the Department of Energy.</text>
			</paragraph><paragraph id="ID2d9a7b6dbf68440e83eebc40057a0b0c"><enum>(5)</enum><header>Nonroad
			 vehicle</header>
				<subparagraph id="idA81B1AC0CB104FFF9775BCF80D791EC6"><enum>(A)</enum><header>In
			 general</header><text>The term <term>nonroad vehicle</term> means a vehicle
			 that is not licensed for onroad use.</text>
				</subparagraph><subparagraph id="idB408D926FE614F66892440B83B780A3F"><enum>(B)</enum><header>Inclusions</header><text>The
			 term <term>nonroad vehicle</term> includes a vehicle described in subparagraph
			 (A) that is used principally—</text>
					<clause id="idA57FD841104F4EAC9127A2FCF53D5067"><enum>(i)</enum><text>for industrial,
			 farming, or commercial use;</text>
					</clause><clause id="idBFB7F2B74AB24A599ABF764E2391F6B4"><enum>(ii)</enum><text>for rail
			 transportation;</text>
					</clause><clause id="id400BD2ACDF6A42919C5C7C3C13B25325"><enum>(iii)</enum><text>at an airport;
			 or</text>
					</clause><clause id="id5BB1CF32FFE04AAF84889B26A39C8192"><enum>(iv)</enum><text>for marine
			 purposes.</text>
					</clause></subparagraph></paragraph><paragraph id="ID1745aadc16934aedbdd45a94e272a90d"><enum>(6)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
			</paragraph></section><title changed="deleted" committee-id="SSEG00" id="idE3818A6AD89E4F0E8C9F26F2F64D2769" reported-display-style="strikethrough"><enum>I</enum><header>Alternative fuel
			 vehicle deployment and infrastructure development</header>
			<section id="IDc5cc4d1a1aaa4aad9171442162b80fe9"><enum>101.</enum><header>Loan guarantees
			 for alternative fuel infrastructure</header>
				<subsection id="IDa2a7d751e63e40b3af5f33156e91bb68"><enum>(a)</enum><header>In
			 general</header><text>Section 1703(a) of the Energy Policy Act of 2005 (42
			 U.S.C. 16513(a)) is amended—</text>
					<paragraph id="ID00f956597afb49f794486a4272c5d4be"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>and</quote> after the semicolon at the end;</text>
					</paragraph><paragraph id="IDfdea517405fb44789d652222148c6e4f"><enum>(2)</enum><text>by redesignating
			 paragraph (2) as paragraph (3); and</text>
					</paragraph><paragraph id="IDd3c7d16beaf04040a66c482e923bf9c2"><enum>(3)</enum><text>by inserting after
			 paragraph (1) the following:</text>
						<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="idACC331B446204966B733A466E4F9DAE9" reported-display-style="strikethrough" style="OLC">

					</paragraph></subsection><subsection id="ID2ca6bca6b18f4d3286e2a6a9cca6598d"><enum>(b)</enum><header>Categories</header><text>Section
			 1703(b) of the Energy Policy Act of 2005 (42 U.S.C. 16513(b)) is amended by
			 adding at the following:</text>

						<paragraph id="ID09eef3834d75418a822b179389e78ec5"><enum>(11)</enum><text>The production
				and distribution of—</text>
							<subparagraph id="ID0e6743bbc0634811b1d621ae221c9aa0"><enum>(A)</enum><text>alternative fuel
				(as defined in section 30B(e)(4) of the Internal Revenue Code of 1986);
				or</text>
							</subparagraph><subparagraph id="IDc71716576ec34ee3980d838ff74e9f98"><enum>(B)</enum><text>advanced biofuel
				(as defined in section 211(o)(1) of the Clean Air Act (42 U.S.C.

							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="ID235ca22689b54c5483dbc36665ea7a47"><enum>102.</enum><header>Advanced
			 technology vehicles manufacturing incentive program</header><text display-inline="no-display-inline">Section 136 of the Energy Independence and
			 Security Act of 2007 (42 U.S.C. 17013) is amended—</text>
				<paragraph id="ID23a28535fa064921bab8b59b356a1c9a"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="ID38187354bd144fd5a08511da7c070db4"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
						<clause id="IDf99391c83fb94d8abbf256e5a8081bac"><enum>(i)</enum><text>by redesignating
			 subparagraphs (A) through (C) as clauses (i) through (iii), respectively, and
			 indenting appropriately;</text>
						</clause><clause id="ID97bbba0e71074ed8987fc892144b8aee"><enum>(ii)</enum><text>in the matter
			 preceding clause (i) (as redesignated by clause (i)), by striking <quote>means
			 an ultra efficient vehicle or a light duty vehicle that meets—</quote> and
			 inserting “means—</text>
							<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="id76CA0710A4D94DB783997C0DB82038FA" reported-display-style="strikethrough" style="OLC">
								<subparagraph id="ID5ac26e47a2c84ea0bca44f102e7234c3"><enum>(A)</enum><text>an ultra efficient
				vehicle or a light duty vehicle that
				meets—</text>
								</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause><clause id="IDb18ef3ea0e52497fb0c8b127e412ade5"><enum>(iii)</enum><text>in clause (iii)
			 (as redesignated by clause (i)), by striking the period at the end and
			 inserting a semicolon; and</text>
						</clause><clause id="ID81ba3938fb684ff79ce9e60f5e98a983"><enum>(iv)</enum><text>by adding at the
			 end the following:</text>
							<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="id1A633DC73D89413FB4A19863D0B592DC" reported-display-style="strikethrough" style="OLC">
								<subparagraph id="ID76591b8039be4f0e8cf811db19560ee3"><enum>(B)</enum><text>a vehicle (such as
				a medium-duty or heavy-duty work truck, bus, or rail transit vehicle)
				that—</text>
									<clause id="IDbc80659dec6444e28074c251a848effe"><enum>(i)</enum><text>is used on a
				public street, road, highway, or transitway;</text>
									</clause><clause id="ID7eabf0b85df14a5cbcf80fc70275c064"><enum>(ii)</enum><text>meets each
				applicable emission standard that is established as of the date of the
				application; and</text>
									</clause><clause id="ID490895cf61cb461ca2b2dfd6c823edc2"><enum>(iii)</enum><text>will reduce
				consumption of conventional motor fuel by 25 percent or more, as compared to
				existing surface transportation technologies that perform a similar function,
				unless the Secretary determines that—</text>
										<subclause id="IDb718e79cb4434287b0ee7dc9c591ef13"><enum>(I)</enum><text>the percentage is
				not achievable for a vehicle type or class; and</text>
										</subclause><subclause id="IDef8ccf18d7474dfd945c77a792669a7f"><enum>(II)</enum><text>an alternative
				percentage for that vehicle type or class will result in substantial reductions
				in motor fuel consumption within the United States; and</text>
										</subclause></clause></subparagraph><subparagraph id="IDf7b88a615ad9494596ce010f3fbed991"><enum>(C)</enum><text>an alternative
				fuel vehicle (as defined in section 2 of the <short-title>Alternative Fuel Vehicles Competitiveness and Energy
				Security Act of 2011</short-title>) that—</text>
									<clause id="ID14fd792fd663498baffcccab96ae3af7"><enum>(i)</enum><text>meets each
				applicable emission standard that is established as of the date of the
				application; and</text>
									</clause><clause id="ID24de4a3bad9a4f7f9fc486c8c7e6ab50"><enum>(ii)</enum><text>will reduce
				consumption of conventional fuel by 25 percent or more, as compared to existing
				surface transportation technologies that perform a similar function, unless the
				Secretary determines that—</text>
										<subclause id="ID6f12a8c9d63c47d3b3cf860fd17aafe3"><enum>(I)</enum><text>the percentage is
				not achievable for a vehicle type or class; and</text>
										</subclause><subclause id="ID6987a6b182bf4b838287a7ae788df92b"><enum>(II)</enum><text>an alternative
				percentage for that vehicle type or class will result in substantial reductions
				in conventional fuel consumption within the United
				States.</text>
										</subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="IDef88a7348e4b49cb81ab9ad7525bee53"><enum>(B)</enum><text>in paragraph
			 (3)(B)—</text>
						<clause id="ID35b4f35b1e024e7abcb2f53bd58b3a49"><enum>(i)</enum><text>by striking
			 <quote>equipment and</quote> and inserting <quote>equipment,</quote>;
			 and</text>
						</clause><clause id="ID746aa9e728434778981bb24e8dd0a53a"><enum>(ii)</enum><text>by inserting
			 <quote>, and manufacturing process equipment</quote> after
			 <quote>suppliers</quote>; and</text>
						</clause></subparagraph><subparagraph id="ID264c0733615840bdae53b9dcca8ce94e"><enum>(C)</enum><text>by striking
			 paragraph (4) and inserting the following:</text>
						<quoted-block changed="deleted" committee-id="SSEG00" display-inline="no-display-inline" id="idB1C7C5B006A04A178752AB646476BDBE" reported-display-style="strikethrough" style="OLC">
							<paragraph id="IDfdf2aead0eac453f8726c1efbb585426"><enum>(4)</enum><header>Qualifying
				components</header><text>The term <term>qualifying components</term> means
				components, systems, or groups of subsystems that the Secretary
				determines—</text>
								<subparagraph id="ID5ec4f670ce53413e979b2fa32d4edcbc"><enum>(A)</enum><text>to be designed to
				improve fuel economy or the substitution of conventional fuel with—</text>
									<clause id="ID59bd87fe83f94291ae72d0abf3e7f45b"><enum>(i)</enum><text>alternative fuel
				(as defined in section 30B(e)(4) of the Internal Revenue Code of 1986);
				or</text>
									</clause><clause id="ID33fab6c73ad64c6c93a7c7ae0fa2d4e7"><enum>(ii)</enum><text>advanced biofuel
				(as defined in section 211(o)(1) of the Clean Air Act (42 U.S.C. 7545(o)(1)));
				or</text>
									</clause></subparagraph><subparagraph id="ID7acd375c42604bd1b2bad9371a412f4d"><enum>(B)</enum><text>to contribute
				measurably to the overall improved fuel use of an advanced technology vehicle,
				including idle reduction
				technologies.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="IDdd5e5dd1a7324c5889a52bdfa99b99fc"><enum>(2)</enum><text>in subsection (b),
			 in the matter preceding paragraph (1), by striking <quote>to automobile</quote>
			 and inserting <quote>to advanced technology vehicle</quote>;</text>
				</paragraph><paragraph id="ID58c20ad8e12345859b21e074d65f6f3d"><enum>(3)</enum><text>in subsection
			 (d)(1), in the first sentence, by striking <quote>a total of not more than
			 $25,000,000,000 in</quote>;</text>
				</paragraph><paragraph id="ID6d06b76595a84ce7aa45952bb1005ac3"><enum>(4)</enum><text>in subsection
			 (h)—</text>
					<subparagraph id="IDa9f4a495bcdb428ea2b9950ae44f9f35"><enum>(A)</enum><text>in the subsection
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">Automobile</header-in-text></quote> and inserting
			 <quote><header-in-text level="subsection" style="OLC">Advanced Technology
			 Vehicle</header-in-text></quote>; and</text>
					</subparagraph><subparagraph id="ID2d0d4fb5527c420d89ef0e613a0e56da"><enum>(B)</enum><text>in paragraph
			 (1)(B), by striking <quote>automobiles</quote> each place it appears and
			 inserting <quote>advanced technology vehicles</quote>; and</text>
					</subparagraph></paragraph><paragraph id="ID2c87e4d1714f4372b28888419c25b148"><enum>(5)</enum><text>in subsection (i),
			 by striking <quote>2012</quote> and inserting <quote>2016</quote>.</text>
				</paragraph></section><section id="ID62f7c555a3a0467eb551b127bee13979"><enum>103.</enum><header>Conventional
			 fuel replacement calculation and assessment</header>
				<subsection id="ID6566d12d86bf4a19a05503244aed49a5"><enum>(a)</enum><header>Methodology</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Secretary
			 shall, by rule, develop a methodology for calculating the equivalent volumes of
			 conventional fuel displaced by use of each alternative fuel to assess the
			 effectiveness of alternative fuel and alternative fuel vehicles in reducing oil
			 imports.</text>
				</subsection><subsection id="ID777bb74705e04dc8853636114f887d29"><enum>(b)</enum><header>National
			 assessment</header><text>Not later than 3 years after the date of enactment of
			 this Act, the Secretary shall—</text>
					<paragraph id="IDb4b94b8cc5ab46d5848086e4e71c032d"><enum>(1)</enum><text>conduct a national
			 assessment (using the methodology developed under subsection (a)) of the
			 effectiveness of alternative fuel and alternative fuel vehicles in reducing oil
			 imports into the United States, including as assessment of—</text>
						<subparagraph id="ID812d0692f5764955bcbc0eba610bc43c"><enum>(A)</enum><text>market penetration
			 of alternative fuel and alternative fuel vehicles in the United States;</text>
						</subparagraph><subparagraph id="ID437cd6f03b8a415fab1ebecd3512943d"><enum>(B)</enum><text>successes and
			 barriers to deployment identified by the programs established under this Act;
			 and</text>
						</subparagraph><subparagraph id="ID1366e3feb685499d9fe26f7e6a0167ad"><enum>(C)</enum><text>the maximum
			 feasible deployment of alternative fuel and alternative fuel vehicles by 2020
			 and 2030; and</text>
						</subparagraph></paragraph><paragraph id="ID27f278a6753247a280196465dd24c252"><enum>(2)</enum><text>report to Congress
			 the results of the assessment.</text>
					</paragraph></subsection></section><section id="ID71d23238a98a406c9b519c42a24e1919"><enum>104.</enum><header>Technical
			 assistance and coordination</header>
				<subsection id="ID8e46cb3d7e214f27b4fbbc64d10e5d53"><enum>(a)</enum><header>Technical
			 assistance to State, local, and tribal governments</header>
					<paragraph id="ID51577f8a2ef546c09a0e8d6d158b011e"><enum>(1)</enum><header>In
			 general</header><text>In carrying out this title, the Secretary shall provide,
			 at the request of the Governor, mayor, county executive, public utility
			 commissioner, or other appropriate official or designee, technical assistance
			 to State, local, and tribal governments or to a public-private partnership
			 described in paragraph (2) to assist with the deployment of alternative fuel
			 and alternative fuel vehicles and infrastructure.</text>
					</paragraph><paragraph id="IDa0188ad4cf144259b844ea862037a4fa"><enum>(2)</enum><header>Public-private
			 partnership</header><text>Technical assistance under this section may be
			 awarded to a public-private partnership, comprised of State, local or tribal
			 governments and nongovernmental entities, including—</text>
						<subparagraph id="ID1b86274e9321431ba8060183a8e17d1e"><enum>(A)</enum><text>electric or
			 natural gas utilities or other alternative fuel distributors;</text>
						</subparagraph><subparagraph id="ID43602e757d874079977718c85f274cf4"><enum>(B)</enum><text>vehicle
			 manufacturers;</text>
						</subparagraph><subparagraph id="ID275f2415414846e9aa94460069c00e9a"><enum>(C)</enum><text>alternative fuel
			 vehicle or alternative fuel technology providers;</text>
						</subparagraph><subparagraph id="ID7868a98cf4344e44b0e03a2e1a734e4e"><enum>(D)</enum><text>vehicle fleet
			 owners;</text>
						</subparagraph><subparagraph id="ID347fe225156c44479a649a3714548c38"><enum>(E)</enum><text>transportation and
			 freight service providers; or</text>
						</subparagraph><subparagraph id="IDcb767d0a265b4cf98c60ec8c0d8b7323"><enum>(F)</enum><text>other appropriate
			 non-Federal entities, as determined by the Secretary.</text>
						</subparagraph></paragraph><paragraph id="ID280eded81585450db91f176cf7632d5f"><enum>(3)</enum><header>Assistance</header><text>The
			 technical assistance described in paragraph (1) may include—</text>
						<subparagraph id="IDbe905e5ed7474e26be6e8e8994209d98"><enum>(A)</enum><text>coordination in
			 the selection, location, and timing of alternative fuel recharging and
			 refueling equipment and distribution infrastructure, including the
			 identification of transportation corridors and specific alternative fuels that
			 would be made available;</text>
						</subparagraph><subparagraph id="IDa4d4581edad544d9a10df00efbae0b92"><enum>(B)</enum><text>development of
			 protocols and communication standards that facilitate vehicle refueling and
			 recharging into electric, natural gas, and other alternative fuel distribution
			 systems;</text>
						</subparagraph><subparagraph id="IDa32329eff1c94950ad1ac750bddf668a"><enum>(C)</enum><text>development of
			 codes and standards for the installation of alternative fuel distribution and
			 recharging and refueling equipment;</text>
						</subparagraph><subparagraph id="IDd348d189bb5b4f25a6b3c9f0fe64d135"><enum>(D)</enum><text>education and
			 outreach for the deployment of alternative fuel and alternative fuel vehicles;
			 and</text>
						</subparagraph><subparagraph id="IDbe08f95dbb714313ad226638d2019221"><enum>(E)</enum><text>utility rate
			 design and integration of alternative fuel vehicles into electric and natural
			 gas utility distribution systems.</text>
						</subparagraph></paragraph></subsection><subsection id="ID05ea2fec90764eea9219cc1e6fe38513"><enum>(b)</enum><header>Cost
			 Sharing</header><text>Cost sharing for assistance awarded under this section
			 shall be consistent with section 988 of the Energy Policy Act of 2005 (42
			 U.S.C. 16352).</text>
				</subsection><subsection id="ID5d3228903b0c438f9a1e1d59d536e89a"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $50,000,000 for each of fiscal years 2012 through 2016.</text>
				</subsection></section><section id="ID58b9d7b7a7db40ea9f3e7eefe60888a0"><enum>105.</enum><header>Workforce
			 training</header>
				<subsection id="IDbd2717bb18554dd28f88f48acd6e6975"><enum>(a)</enum><header>Workforce
			 training</header>
					<paragraph id="IDaeae3b6bad4343a396e70e2c22a348ff"><enum>(1)</enum><header>In
			 general</header><text>The Secretary, in consultation with the Secretary of
			 Labor, shall award grants to community colleges, other institutions of higher
			 education, and other qualified training and education institutions for the
			 establishment or expansion of programs to provide training and education for
			 vocational workforce development for—</text>
						<subparagraph id="id24C78A4743C14717B2C7A9199B97C4C5"><enum>(A)</enum><text>the manufacture
			 and maintenance of alternative fuel vehicles; and</text>
						</subparagraph><subparagraph id="id7FE1EA4266BE488C829D587AD0BD356A"><enum>(B)</enum><text>the manufacture
			 and installation and inspection of alternative fuel recharging, refueling, and
			 distribution infrastructure.</text>
						</subparagraph></paragraph><paragraph id="IDadfe1ba20bfb409c9788d596d661c018"><enum>(2)</enum><header>Purpose</header><text>Training
			 funded under this subsection shall be intended to ensure that the workforce has
			 the necessary skills needed to manufacture, install, and maintain alternative
			 fuel infrastructure and alternative fuel vehicles.</text>
					</paragraph><paragraph id="ID9ffce280b1e54aadaa966f6b7a976a86"><enum>(3)</enum><header>Scope</header><text>Training
			 funded under this subsection shall include training for—</text>
						<subparagraph id="ID19c5293e8ac947ce9e2139adc1d70938"><enum>(A)</enum><text>electricians,
			 plumbers, pipefitters, and other trades and contractors who will be installing
			 alternative fuel recharging, refueling, and distribution infrastructure;</text>
						</subparagraph><subparagraph id="ID1cfa5448e0b5404784602af55408a1f1"><enum>(B)</enum><text>building code
			 inspection officials;</text>
						</subparagraph><subparagraph id="id59785E57DDFD4C28A10358CFFB82C1BE"><enum>(C)</enum><text>vehicle, engine,
			 and powertrain dealers and mechanics; and</text>
						</subparagraph><subparagraph id="ID8e89664e6e1f42a7ada8ce42c55616cd"><enum>(D)</enum><text>others positions
			 as the Secretary determines necessary to successfully deploy alternative fuels
			 and vehicles.</text>
						</subparagraph></paragraph></subsection><subsection id="ID7ad34fae02084ccbabe3c13696989d4f"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this section $50,000,000 for each of
			 fiscal years 2012 through 2016.</text>
				</subsection></section><section commented="no" id="idE10267813B42447C924C3D875FEACE78"><enum>106.</enum><header>Reduction of
			 engine idling and conventional fuel consumption</header>
				<subsection commented="no" id="idFCCA60B8324D4E12AA52DBC19039EFFC"><enum>(a)</enum><header>Definition of
			 idle reduction technology</header><text display-inline="yes-display-inline">Section 756(a)(5) of the Energy Policy Act
			 of 2005 (42 U.S.C. 16104(a)(5)) is amended—</text>
					<paragraph commented="no" id="id158B80970639433A979517DED4539766"><enum>(1)</enum><text>in subparagraph
			 (A), by striking <quote>and</quote> after the semicolon at the end;</text>
					</paragraph><paragraph commented="no" id="id7A07C6AEBDE941F59CD3DBB692868370"><enum>(2)</enum><text>in subparagraph
			 (B), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>

			 amended in clauses (i) and (ii) by striking <quote>fiscal year 2008</quote>
			 each place it appears and inserting <quote>each of fiscal years 2008 through
			 2016</quote>.</text>
				</subsection></section><section id="IDf37b9a8b28054f6f8b2abea41fad81e4"><enum>107.</enum><header>Electric and
			 natural gas utility and oil pipeline participation</header>
				<subsection id="ID95eca7adde4246c395a3949da15b4a7d"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall identify barriers and remedies in
			 existing electric and natural gas and oil pipeline transmission and
			 distribution systems to the distribution of alternative fuels and the
			 deployment of alternative fuel recharging and refueling capability, at
			 economically competitive costs of alternative fuel for consumers,
			 including—</text>
					<paragraph id="ID40472d2a91f14ab98631fd94b49dcc6f"><enum>(1)</enum><text>model regulatory
			 rate design and billing for recharging and refueling alternative fuel
			 vehicles;</text>
					</paragraph><paragraph id="ID1a0c539e55144784aab4e400a577c54f"><enum>(2)</enum><text>electric grid load
			 management and applications that will allow batteries in plug-in electric drive
			 vehicles to be used for grid storage, ancillary services provision, and backup
			 power;</text>
					</paragraph><paragraph id="IDed6f2a412e2c4280a1114f24a7775eba"><enum>(3)</enum><text>integration of
			 plug-in electric drive vehicles with smart grid technology, including protocols
			 and standards, necessary equipment, and information technology systems;</text>
					</paragraph><paragraph id="IDd816a6520a9543e2b892c50b88106262"><enum>(4)</enum><text>technical and
			 economic barriers to transshipment of biofuels by oil pipelines; and</text>
					</paragraph><paragraph id="IDe09fe438211240529621ba3a9d3310c7"><enum>(5)</enum><text>any other barriers
			 to installing sufficient and appropriate alternative fuel recharging and
			 refueling infrastructure.</text>
					</paragraph></subsection><subsection id="IDc6a06b170c184498ae14da2385b9f78c"><enum>(b)</enum><header>Consultation</header><text>The
			 Secretary shall carry out this section in consultation with—</text>
					<paragraph id="ID6f64831e414c454d8fd5cf1ef8f8a87c"><enum>(1)</enum><text>the Federal Energy
			 Regulatory Commission;</text>
					</paragraph><paragraph id="ID47d35e9dd1da421983864fa533c723fd"><enum>(2)</enum><text>State public
			 utility commissions;</text>
					</paragraph><paragraph id="ID48e10099eeae4527a2255b82abee62ef"><enum>(3)</enum><text>State consumer
			 advocates;</text>
					</paragraph><paragraph id="IDb33a4ab5c1d04b8db98874aae159c3b1"><enum>(4)</enum><text>electric and
			 natural gas utility and transmission owners and operators;</text>
					</paragraph><paragraph id="IDf7b0a6013b984666a6b0a211e2d667df"><enum>(5)</enum><text>oil pipeline
			 owners and operators; and</text>
					</paragraph><paragraph id="IDd272ff04b7344270a92afa2ab762782d"><enum>(6)</enum><text>other affected
			 entities.</text>
					</paragraph></subsection><subsection id="ID77fa9fb827d1434b83fcfed767ac54aa"><enum>(c)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Secretary shall
			 submit to Congress a report describing actions taken to carry out this
			 section.</text>

					<paragraph id="IDbf63d44214a2465ea1090352047e7c68"><enum>(1)</enum><header>In
			 general</header><text>The Secretary, in consultation with the Secretary of
			 Defense, the Secretary of Commerce, and the Secretary of Transportation, shall
			 support research, development, and demonstration of alternative fuel vehicles
			 and charging and refueling technology, including support for the manufacture
			 and deployment of those vehicles and technologies, that will—</text>
						<subparagraph id="ID0bb97ea0af9349158e66874ae685ed30"><enum>(A)</enum><text>allow the United
			 States to meet or exceed the petroleum import reduction goals of this
			 Act;</text>
						</subparagraph><subparagraph id="IDa110c26c44c0451cb2a055cd73222199"><enum>(B)</enum><text>develop
			 technologies that minimize life-cycle energy use in the production and
			 distribution of alternative fuels; and</text>
						</subparagraph><subparagraph id="IDedbcc57218974225a6406ca954de70fd"><enum>(C)</enum><text>maintain United
			 States technological leadership in alternative vehicle technology.</text>
						</subparagraph></paragraph><paragraph id="ID58a7ac4535ef4a11acda515ed7af8411"><enum>(2)</enum><header>Use of
			 funds</header><text>The program may include funding for—</text>
						<subparagraph id="IDa3c030057b714d35b7b2f2aa87dc1f92"><enum>(A)</enum><text>the development of
			 alternative fuel vehicle technologies, including new technologies for on-board
			 alternative fuel and energy storage and drive train components for vehicles;
			 and</text>
						</subparagraph><subparagraph id="IDcd5cfc2da5534fc59f434de9aa1dda1d"><enum>(B)</enum><text>production and
			 distribution technologies and systems for alternative fuels, including—</text>
							<clause id="idE487EB64F30B40BFB69DF935577605FC"><enum>(i)</enum><text>grid connectivity
			 technology for electric vehicles;</text>
							</clause><clause id="id082FCC6E82DC4FA6B145E86003F659D6"><enum>(ii)</enum><text>recycling
			 technology and practicable uses of catalysts;</text>
							</clause><clause id="id9F9BE951CACB4DC0AFF59E08EBBE03B1"><enum>(iii)</enum><text>vehicle
			 batteries; and</text>
							</clause><clause id="id2B274E1552154776A0B200BD5B773CC0"><enum>(iv)</enum><text>other components
			 after the useful life in a vehicle or alternative fuel production
			 facility.</text>
							</clause></subparagraph></paragraph></subsection><subsection id="ID1c99626d3f524b249fa3a7542c63fcd9"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $100,000,000 for each of fiscal years 2012 through
			 2016.</text>

			 the United States each year from countries that are not signatories to North
			 American Free Trade Agreement during an average 90-day period during the most
			 recent calendar year for which data are available</quote>.</text>
				</subsection><subsection commented="no" id="ID95403603e7ac4feba9eefb9361cb70c5"><enum>(b)</enum><header>Filling
			 strategic petroleum reserve to capacity</header><text>Section 301(e) of the
			 Energy Policy Act of 2005 (42 U.S.C. 6240 note; Public Law 109–58) is amended
			 by striking paragraph (1).</text>

			 clause (i) (as redesignated by clause (i)), by striking <quote>means an ultra
			 efficient vehicle or a light duty vehicle that meets—</quote> and inserting
			 “means—</text>

				street, road, highway, or transitway;</text>
								</clause><clause id="id0e790454-56ac-4aaf-89cd-d98b6e4d1e4e"><enum>(ii)</enum><text>meets each applicable
				emission standard that is established as of the date of the application;
				and</text>
								</clause><clause id="id7a61ea43-8dc6-48de-b7ac-7f76ad000544"><enum>(iii)</enum><text>will reduce consumption
				of conventional motor fuel by 25 percent or more, as compared to existing
				surface transportation technologies that perform a similar function, unless the
				Secretary determines that—</text>
									<subclause id="id84971481-681b-4345-ae6d-c5b9dd37e74c"><enum>(I)</enum><text>the percentage is not
				achievable for a vehicle type or class; and</text>
									</subclause><subclause id="id3da60471-f400-422f-b81b-a12d663cc5f9"><enum>(II)</enum><text>an alternative
				percentage for that vehicle type or class will result in substantial reductions
				in motor fuel consumption within the United
				States.</text>
									</subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</clause></subparagraph><subparagraph id="id2d8e17dc-8d83-4f56-8306-0e93ff2bc161"><enum>(B)</enum><text>in paragraph
			 (3)(B)—</text>
					<clause id="idc8233263-032c-4162-9588-279a086639ba"><enum>(i)</enum><text>by striking
			 <quote>equipment and</quote> and inserting <quote>equipment,</quote>;
			 and</text>
					</clause><clause id="idab1ffe4f-bce1-4d6f-b15a-c8f09f9413b8"><enum>(ii)</enum><text>by inserting <quote>,
			 and manufacturing process equipment</quote> after <quote>suppliers</quote>;
			 and</text>
					</clause></subparagraph><subparagraph id="idcb10f010-76cf-4eac-9b76-13bad2d8f6bc"><enum>(C)</enum><text>by striking paragraph (4)
			 and inserting the following:</text>

				components</header><text>The term <term>qualifying components</term> means
				components, systems, or groups of subsystems that the Secretary
				determines—</text>
							<subparagraph id="id9305a9f0-b352-44cf-b938-11e1a79d9108"><enum>(A)</enum><text>to be designed to improve
				fuel economy or otherwise substantially reduce consumption of conventional
				motor fuel; or</text>
							</subparagraph><subparagraph id="idfeea0abc-2205-4272-a867-878f22bfec02"><enum>(B)</enum><text>to contribute measurably
				to the overall improved fuel use of an advanced technology vehicle, including
				idle reduction
				technologies.</text>
							</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="idf3f7ee1c-7c6b-42df-bfeb-649b00ff672b"><enum>(2)</enum><text>in subsection (b), in the
			 matter preceding paragraph (1), by striking <quote>to automobile</quote> and
			 inserting <quote>to advanced technology vehicle</quote>;</text>
			</paragraph><paragraph id="id848f8995-c92d-41da-8230-b481b30d929c"><enum>(3)</enum><text>in subsection (d)(1), in
			 the first sentence, by striking <quote>a total of not more than $25,000,000,000
			 in</quote>;</text>

				</subparagraph></paragraph><paragraph id="id86a8e83b-c0a4-491d-b526-9ee8c34cc019"><enum>(5)</enum><text>in subsection (i), by
			 striking <quote>2012</quote> and inserting <quote>2016</quote>.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="id68b49a56-03db-49a1-985f-b6e79374df9d" reported-display-style="italic"><enum>5.</enum><header>Conventional fuel
			 replacement calculation and assessment</header>
			<subsection id="idfc1764ed-c17e-4b64-974b-cf28027ee203"><enum>(a)</enum><header>Methodology</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Secretary
			 shall, by rule, develop a methodology for calculating the equivalent volumes of
			 conventional fuel displaced by use of each alternative fuel to assess the
			 effectiveness of alternative fuel and alternative fueled vehicles in reducing
			 oil imports.</text>
			</subsection><subsection id="id3e2f0252-cf91-4a1a-9021-86021772c877"><enum>(b)</enum><header>National
			 assessment</header><text>Not later than 3 years after the date of enactment of
			 this Act, the Secretary shall—</text>
				<paragraph id="id39fad2b5-3015-4189-bb82-c0ad3705294c"><enum>(1)</enum><text>conduct a national
			 assessment (using the methodology developed under subsection (a)) of the
			 effectiveness of alternative fuel and alternative fueled vehicles in reducing
			 oil imports into the United States, including as assessment of—</text>
					<subparagraph id="id09a88a8d-b249-46a0-8af3-60c4b6a20f61"><enum>(A)</enum><text>market penetration of
			 alternative fuel and alternative fueled vehicles in the United States;</text>
					</subparagraph><subparagraph id="ide116dd20-0e52-429f-8aa1-90c8188d5694"><enum>(B)</enum><text>successes and barriers to
			 deployment identified by the programs established under this Act; and</text>
					</subparagraph><subparagraph id="idbb3beaef-15ec-4730-887e-748c567ac92a"><enum>(C)</enum><text>the maximum feasible
			 deployment of alternative fuel and alternative fueled vehicles by 2020 and
			 2030; and</text>
					</subparagraph></paragraph><paragraph id="ideb70fb17-9222-4a4d-866e-bce7cd0edbf0"><enum>(2)</enum><text>report to Congress the
			 results of the assessment.</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="id10b5d9fd-b5e6-4870-951c-c37ba7c75c81" reported-display-style="italic"><enum>6.</enum><header>Technical assistance and
			 coordination</header>
			<subsection id="id45f77181-7e07-41bd-948d-336b22f5c916"><enum>(a)</enum><header>Technical assistance to
			 State, local, and tribal governments</header>
				<paragraph id="id0bc2a9a6-404d-46c7-946a-847f4dc54264"><enum>(1)</enum><header>In
			 general</header><text>In carrying out this title, the Secretary shall provide,
			 at the request of the Governor, mayor, county executive, public utility
			 commissioner, or other appropriate official or designee, technical assistance
			 to State, local, and tribal governments or to a public-private partnership
			 described in paragraph (2) to assist with the deployment of alternative fuel
			 and alternative fueled vehicles and infrastructure.</text>
				</paragraph><paragraph id="id39dfb1be-07c7-4bfe-9aa1-34abc70b72dc"><enum>(2)</enum><header>Public-private
			 partnership</header><text>Technical assistance under this section may be
			 awarded to a public-private partnership, comprised of State, local or tribal
			 governments and nongovernmental entities, including—</text>
					<subparagraph id="id3a871a62-b959-45ad-9bb0-a17cb3c4d14e"><enum>(A)</enum><text>electric or natural gas
			 utilities or other alternative fuel distributors;</text>
					</subparagraph><subparagraph id="idd518072b-df7a-4f7e-9179-3355695cd239"><enum>(B)</enum><text>vehicle
			 manufacturers;</text>
					</subparagraph><subparagraph id="id1645f377-d575-490d-8bca-173313fb91c4"><enum>(C)</enum><text>alternative fueled
			 vehicle or alternative fuel technology providers;</text>
					</subparagraph><subparagraph id="id7c196ad5-664a-4a4d-9c61-0cd2ae71cc5b"><enum>(D)</enum><text>vehicle fleet
			 owners;</text>
					</subparagraph><subparagraph id="id9e9d23f4-e7cf-4888-ac8d-438245800bb3"><enum>(E)</enum><text>transportation and
			 freight service providers; or</text>
					</subparagraph><subparagraph id="id96e1df60-d5c8-40e5-ac6c-1f0313c16b37"><enum>(F)</enum><text>other appropriate
			 non-Federal entities, as determined by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="idf27be5e0-145e-467c-95a2-a8a5f24afb85"><enum>(3)</enum><header>Assistance</header><text>The
			 technical assistance described in paragraph (1) may include—</text>
					<subparagraph id="id8f896dea-25b5-4d4e-8b4b-2cb82602179e"><enum>(A)</enum><text>coordination in the
			 selection, location, and timing of alternative fuel recharging and refueling
			 equipment and distribution infrastructure, including the identification of
			 transportation corridors and specific alternative fuels that would be made
			 available;</text>
					</subparagraph><subparagraph id="idc79007d6-f9de-4644-9706-371b938b7267"><enum>(B)</enum><text>development of protocols
			 and communication standards that facilitate vehicle refueling and recharging
			 into electric, natural gas, and other alternative fuel distribution
			 systems;</text>
					</subparagraph><subparagraph id="iddd3f9fb2-17c0-4139-bdd0-e59e6c1edf20"><enum>(C)</enum><text>development of codes and
			 standards for the installation of alternative fuel distribution and recharging
			 and refueling equipment;</text>
					</subparagraph><subparagraph id="id395db0c7-47c9-49dd-bb9f-b63d58bcd866"><enum>(D)</enum><text>education and outreach
			 for the deployment of alternative fuel and alternative fueled vehicles;
			 and</text>
					</subparagraph><subparagraph id="ide0e3ff59-6bff-435f-8bcf-d3e68bc03726"><enum>(E)</enum><text>utility rate design and
			 integration of alternative fueled vehicles into electric and natural gas
			 utility distribution systems.</text>
					</subparagraph></paragraph></subsection><subsection id="id4947addf-9372-4dc1-8dcb-d229b9e71a25"><enum>(b)</enum><header>Cost
			 Sharing</header><text>Cost sharing for assistance awarded under this section
			 shall be consistent with section 988 of the Energy Policy Act of 2005 (42
			 U.S.C. 16352).</text>
			</subsection><subsection id="ID8a704f2a3b0545eaaf1541d3b8ca07bf"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $50,000,000 for each of fiscal years 2012 through 2016.</text>
			</subsection></section><section changed="added" committee-id="SSEG00" id="id810ffbb1-b2b8-4800-a2c1-e5786060a89a" reported-display-style="italic"><enum>7.</enum><header>Workforce
			 training</header>
			<subsection commented="no" id="id4bb6620c-48d4-48ba-9463-b22bc04f223a"><enum>(a)</enum><header>In
			 general</header><text>The Secretary, in consultation with the Secretary of
			 Labor, shall award grants to community colleges, other institutions of higher
			 education, and other qualified training and education institutions for the
			 establishment or expansion of programs to provide training and education for
			 vocational workforce development for—</text>
				<paragraph commented="no" id="id0680cf70-c09f-4b8c-9274-d6c603984dc6"><enum>(1)</enum><text>the manufacture and
			 maintenance of alternative fueled vehicles; and</text>
				</paragraph><paragraph commented="no" id="id81fe30f7-2879-44ae-8e5a-90a0c88dd5a2"><enum>(2)</enum><text>the manufacture,
			 installation, support, and inspection of alternative fuel recharging,
			 refueling, and distribution infrastructure.</text>
				</paragraph></subsection><subsection commented="no" id="idb9933ef1-f0a6-4cfc-9ded-2ac5acdedb90"><enum>(b)</enum><header>Purpose</header><text>Training
			 funded under this section shall be intended to ensure that the workforce has
			 the necessary skills needed to manufacture, install, and maintain alternative
			 fuel infrastructure and alternative fueled vehicles.</text>
			</subsection><subsection commented="no" id="id046003a7-1b80-45c0-8566-a11a9c0a9175"><enum>(c)</enum><header>Scope</header><text>Training
			 funded under this section shall include training for—</text>
				<paragraph commented="no" id="id350a2403-b3aa-498d-a5ae-c47fbede49ba"><enum>(1)</enum><text>electricians, plumbers,
			 pipefitters, and other trades and contractors who will be installing,
			 maintaining, or providing safety support for alternative fuel recharging,
			 refueling, and distribution infrastructure;</text>
				</paragraph><paragraph commented="no" id="id68b9a852-ab05-4856-b162-e6d3a714e14c"><enum>(2)</enum><text>building code inspection
			 officials;</text>
				</paragraph><paragraph commented="no" id="id2dc69b0e-9914-4c18-89f4-607e8a274527"><enum>(3)</enum><text>vehicle, engine, and
			 powertrain dealers and mechanics; and</text>
				</paragraph><paragraph commented="no" id="id27f3e348-fb90-4e6e-add6-f9f0fe8fbd1f"><enum>(4)</enum><text>others positions as the
			 Secretary determines necessary to successfully deploy alternative fuels and
			 vehicles.</text>
				</paragraph></subsection><subsection id="ID75e9648cfd2046a7b6013ea1f61842d2"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $50,000,000 for each of fiscal years 2012 through 2016.</text>

			 idling and conventional fuel consumption</header>
			<subsection commented="no" id="id1ecfa884-ccbb-4cdf-b11a-6922d9c70187"><enum>(a)</enum><header>Definition of idle
			 reduction technology</header><text display-inline="yes-display-inline">Section
			 756(a)(5) of the Energy Policy Act of 2005 (42 U.S.C. 16104(a)(5)) is
			 amended—</text>
				<paragraph commented="no" id="id0f1fdb5e-0245-4d36-8fc6-d8840da4f4ae"><enum>(1)</enum><text>in subparagraph (A), by
			 striking <quote>and</quote> after the semicolon at the end;</text>
				</paragraph><paragraph commented="no" id="id74fd840c-8116-4336-8a0b-e62fd63f081a"><enum>(2)</enum><text>in subparagraph (B), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>

				</paragraph></subsection><subsection commented="no" id="iddfe577c5-00bb-481e-a556-17dcbdb157ee"><enum>(b)</enum><header>Funding</header><text>Section
			 756(b)(4)(B) of the Energy Policy Act of 2005 (42 U.S.C. 16104(b)(4)(B)) is
			 amended in clauses (i) and (ii) by striking <quote>fiscal year 2008</quote>
			 each place it appears and inserting <quote>each of fiscal years 2008 through
			 2016</quote>.</text>
			</subsection></section><section changed="added" committee-id="SSEG00" id="idc09248cd-64e4-49c1-b436-77abcd2eb204" reported-display-style="italic"><enum>9.</enum><header>Electric, hydrogen, and
			 natural gas utility and oil pipeline participation</header>
			<subsection id="idf104953e-ca44-41c6-adfa-ba4335d4fee9"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall identify barriers and remedies in
			 existing electric and natural gas and oil pipeline transmission and
			 distribution systems to the distribution of alternative fuels and the
			 deployment of alternative fuel recharging and refueling capability, at
			 economically competitive costs of alternative fuel for consumers,
			 including—</text>
				<paragraph id="id9c5cf4af-cb58-4f9a-b3ac-2c082cdbb68b"><enum>(1)</enum><text>model regulatory rate
			 design and billing for recharging and refueling alternative fueled
			 vehicles;</text>
				</paragraph><paragraph id="idb9dabbd6-e7de-4fff-81ef-ef1df69e5aaf"><enum>(2)</enum><text>electric grid load
			 management and applications that will allow batteries in plug-in electric drive
			 vehicles to be used for grid storage, ancillary services provision, and backup
			 power;</text>
				</paragraph><paragraph id="id07f28ed6-0c64-4a19-aec9-3ea20bc078b6"><enum>(3)</enum><text>integration of plug-in
			 electric drive vehicles with smart grid technology, including protocols and
			 standards, necessary equipment, and information technology systems;</text>
				</paragraph><paragraph id="idbfb1aeed-2379-47d5-93c8-4adaf5542a0c"><enum>(4)</enum><text>technical and economic
			 barriers to transshipment of biofuels by oil pipelines, or distribution of
			 hydrogen; and</text>
				</paragraph><paragraph id="idfb982051-fd1a-43bb-9917-7b5a100aa0d9"><enum>(5)</enum><text>any other barriers to
			 installing sufficient and appropriate alternative fuel recharging and refueling
			 infrastructure.</text>
				</paragraph></subsection><subsection id="idcc0a5702-6e83-428e-895f-c6ebb9a344b8"><enum>(b)</enum><header>Consultation</header><text>The
			 Secretary shall carry out this section in consultation with—</text>
				<paragraph id="id80ddacc8-d933-45d2-b96d-3813136a49bc"><enum>(1)</enum><text>the Federal Energy
			 Regulatory Commission;</text>
				</paragraph><paragraph id="idff507343-5067-47e2-9368-a81b8c355877"><enum>(2)</enum><text>State public utility
			 commissions;</text>
				</paragraph><paragraph id="id3ca12a66-e2cf-409d-9446-453ac354be35"><enum>(3)</enum><text>State consumer
			 advocates;</text>
				</paragraph><paragraph id="id292001d3-f661-4b01-8b57-8552b4e51b79"><enum>(4)</enum><text>electric and natural gas
			 utility and transmission owners and operators;</text>
				</paragraph><paragraph id="id0ce92e1f-ac8e-439f-8cba-2f11f8170536"><enum>(5)</enum><text>oil pipeline owners and
			 operators;</text>
				</paragraph><paragraph id="id65301A6D9EA940C1A0F6D88A047E85A8"><enum>(6)</enum><text>hydrogen suppliers;
			 and</text>
				</paragraph><paragraph id="id73d659f9-de82-4c24-9b01-02ef19259e2f"><enum>(7)</enum><text>other affected
			 entities.</text>
				</paragraph></subsection><subsection id="idb477860e-1e1d-49aa-b309-2d92eedacec7"><enum>(c)</enum><header>Report</header><text>Not
			 later than 2 years after the date of enactment of this Act, the Secretary shall
			 submit to Congress a report describing actions taken to carry out this
			 section.</text>
