<legis-type>RESOLUTION</legis-type> 
<official-title display="yes">Amending the Rules of the House of Representatives to establish the Committee on the Elimination of Nonessential Federal Programs.</official-title> 
</form>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="H0A0E200D1DEA49218F655FDD6B60FE0D"><text>That—</text> 
<subsection display-inline="no-display-inline" id="HA48E0E4ED1E945238E8EB663634EF3A9"><enum>(a)</enum><text>Clause 1 of rule X of the Rules of the House of Representatives is amended by redesignating paragraphs (f) through (t) as paragraphs (g) through (u) and by inserting after paragraph (e) the following new paragraph:</text> 
<quoted-block style="OLC" id="HD8F99C33FCCA4DD7A23A4D5012DDAA7E" display-inline="no-display-inline"> 
<rules-paragraph id="H611C69617AF5432C8522DAF2C70472F8" display-inline="no-display-inline"><enum>(f)</enum><text display-inline="yes-display-inline">Elimination of Nonessential Federal Programs.</text> 
<rules-subparagraph id="HED97566A05FA49849032D0B512553ED2"><enum>(1)</enum><text display-inline="yes-display-inline">Modification or elimination of underperforming or nonessential Federal programs.</text></rules-subparagraph> 
<rules-subparagraph id="HA4122B0CE1014CAC9C88BEC024E20A65"><enum>(2)</enum><text>Identification of Federal programs and activities that duplicate or compete with activities available from the private sector.</text></rules-subparagraph></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H89DE3E5B128D42038A78FBEB3C674C98"><enum>(b)</enum><text>Clause 4 of rule X of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="H43AB3CCD5951426F95300B255F200261" display-inline="no-display-inline"> 
<rules-paragraph id="H28E6686952C24E278EBAE2AB4385DA1B" indent="up1"><enum>(g)</enum><text display-inline="yes-display-inline">The Committee on the Elimination of Nonessential Federal Programs shall—</text> 
<rules-subparagraph id="H68D9DDF59E9F48EE80F0F8063CDBBC91"><enum>(1)</enum> 
<rules-subdivision id="H6BEEE0AA569A4321A65538EA485F656E" display-inline="yes-display-inline"><enum>(A)</enum><text>research, review, and study Federal programs that are underperforming or nonessential; and</text></rules-subdivision> 
<rules-subdivision id="H38EB3F4FB29B41CC80F317CBD1775B84" indent="up1"><enum>(B)</enum><text>determine which Federal programs should be modified or eliminated;</text></rules-subdivision></rules-subparagraph> 
<rules-subparagraph id="H5FEEAE4B66464D698E2FB64571D035B6"><enum>(2)</enum><text>develop recommendations to the House for action designed to modify or eliminate underperforming or nonessential Federal programs; and</text></rules-subparagraph> 
<rules-subparagraph id="HD22AF1061E734F83AAC1F4B49D5ECFEA"><enum>(3)</enum><text>submit to the House—</text> 
<rules-subdivision id="H0E074380658E4D15A3BABCEE063ADC31"><enum>(A)</enum><text>at least once a year, reports including—</text> 
<rules-item id="HFEDDE2973C11439DA42E462FFD460E88"><enum>(i)</enum><text>a detailed statement of the findings and conclusions of the Committee; and</text></rules-item> 
<rules-item id="H1C489F69FE6C4D65A9F122D5DDE39355"><enum>(ii)</enum><text>a list of underperforming or nonessential Federal programs; and</text></rules-item></rules-subdivision> 
<rules-subdivision id="H0A4526BBC56F4302816F4F92DCFFD9D7"><enum>(B)</enum><text display-inline="yes-display-inline">legislation to eliminate the programs described in section subdivision (ii) and rescissions based on the findings of the report described in subdivision (i).</text></rules-subdivision></rules-subparagraph></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H77EBE6B1920848799E10E7B7753976F1"><enum>(c)</enum><text>Clause 5(a) of rule X of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text> 
<quoted-block style="OLC" id="H69052F91A5AF40D48F1845D3FA9204D9" display-inline="no-display-inline"> 
<rules-subparagraph id="HA8B93B62244C45C1AAAE4CB1EA2E916F" indent="up2"><enum>(4)</enum> 
<rules-subdivision id="HA334E4D1D3E1474B8FA59AFB7BCE28A7" display-inline="yes-display-inline"><enum>(A)</enum><text>The Committee on the Elimination of Nonessential Federal Programs shall be composed of members as follows:</text> 
<rules-item id="HB443ACDDEE2C43ACA2E6F35CC1F2B1C6" indent="up1"><enum>(i)</enum><text>Four members from the Committee on Appropriations.</text></rules-item> 
<rules-item id="H16564EBE6E4E4F3A94857EEBE9BA5BDF" indent="up1"><enum>(ii)</enum><text>Four members from the Committee on the Budget.</text></rules-item> 
<rules-item id="H096F4BDC5A1146B680FA8E4E690EDEA5" indent="up1"><enum>(iii)</enum><text>Four members from the Committee on Oversight and Government Reform.</text></rules-item> 
<rules-item id="H6AECA244702944B2AD05E2B2FCDE7A97" indent="up1"><enum>(iv)</enum><text>Four members from the Committee on Ways and Means.</text></rules-item> 
<rules-item id="H6140A0673DD74697B1C3EE71DCCFEC94" indent="up1"><enum>(v)</enum><text>One member who does not serve on any of committees described in items (i) through (iv), who shall be appointed by the Speaker and designated by the Speaker as the Chair of the Committee.</text></rules-item> 
<rules-item id="H26B35288CE204C25A45467E9594CA22E" indent="up1"><enum>(vi)</enum><text>One member who does not serve on any of committees described in items (i) through (iv), who shall be appointed by the Speaker and designated by the Speaker as the Vice Chair of the Committee.</text></rules-item></rules-subdivision> 
<rules-subdivision id="H681404B5CFD54C688E75A9E3DC6D38AB" indent="up1"><enum>(B)</enum><text>A member of the Committee may not serve on the committee during more than three Congresses in a period of five successive Congresses (disregarding for this purpose any service for less than a full session in a Congress).</text></rules-subdivision> 
<rules-subdivision id="HCD9807FF46AD4A518E0EFFCDB5066A94" indent="up1"><enum>(C)</enum><text>The Chair and Vice Chair of the Committee shall not be from the same political party.</text></rules-subdivision></rules-subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H473B0A3482814DCFBD02BF7226470543"><enum>(d)</enum><text>Rule X of the Rules of the House of Representatives is amended by adding at the end the following new clause:</text>

<rules-clause id="HE6EC6A068FD448608D3BBEA939076B87"> 
<rules-clause-header>Expedited procedures for legislation reported by the Committee on the Elimination of Nonessential Federal Programs</rules-clause-header><enum>12.</enum><text display-inline="yes-display-inline">With respect to any bill or resolution reported by the Committee on the Elimination of Nonessential Federal Programs, the following shall apply:</text> 
<paragraph id="H515B696C4E53487CAF940E4E07104D82"><enum>(a)</enum><text>After the expiration of the 7-day period (excluding any day on which the House is not in session) that begins on the date the Committee reports the bill or resolution, it is in order to move to proceed to the consideration of the bill or resolution. The motion is highly privileged and is not debatable, an amendment to the motion is not in order, and it is not in order to move to reconsider the vote by which the motion is agreed to or disagreed to.</text></paragraph> 
<paragraph id="HC91E85837E774227A04DDE7A83654AEB"><enum>(b)</enum><text>Debate on the bill or resolution shall be limited to not more than 10 hours, which shall be divided equally between those favoring and those opposing the bill or resolution. A motion to further limit debate is not debatable.</text></paragraph> 
<paragraph id="H4BD603A1A05E450FBB674DA2F65B9A1F"><enum>(c)</enum><text>An amendment to, or motion to recommit, the bill or resolution is not in order, and it is not in order to move to reconsider the vote by which the bill or resolution is agreed to or disagreed to.</text></paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
