		<section display-inline="no-display-inline" id="HCF7B8BA4FF0C4E7B8AC37AA035469C74" section-type="section-one"><enum>1.</enum><header>Establishment of Summer
			 Internship Program</header>
			<subsection id="H186E8E2AD85641059B203D24D41FE6E7"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is hereby established the House of
			 Representatives Summer Internship Program (hereafter referred to as the
			 <quote>Program</quote>), under which eligible students who are selected to
			 serve as Interns under the Program shall assist Members of the House during the
			 summer internship period with legislative duties, including preparing the House
			 chamber for session, answering phones in the Member cloakrooms, and delivering
			 correspondence and packages.</text>
			</subsection><subsection id="HC8DEB6A3EE4E4093B2E74AF52E679D6C"><enum>(b)</enum><header>Period of
			 service</header><text>The summer internship period for a year shall begin on
			 Monday of the third week of June and shall end on Friday of the first week of
			 August.</text>
			</subsection><subsection id="H4DA1DB63377D44209CC5D016EC6C3697"><enum>(c)</enum><header>No compensation
			 or housing provided</header><text>Interns under the Program shall serve without
			 pay and shall not be provided with housing.</text>
			</subsection><subsection id="H2A79C9C107BC49FBB0222B416F2EB01E"><enum>(d)</enum><header>Attendance in
			 weekly class</header><text>Each Intern under the Program shall attend a weekly
			 one-hour class sponsored by the Clerk on executive branch, judicial branch, or
			 legislative branch policies and procedures.</text>
			</subsection><subsection id="H970C3679E6F3491CA9311CD1E7B45F58"><enum>(e)</enum><header>Administration
			 by Clerk</header><text>The Clerk of the House of Representatives shall
			 administer the Program.</text>
			</subsection></section><section id="H8DE32AC2F9894B09861F635A6C50EC15"><enum>2.</enum><header>Selection of
			 interns</header>
			<subsection id="H10393DCA2F70476E906AA37D637EA686"><enum>(a)</enum><header>Eligibility of
			 students</header><text display-inline="yes-display-inline">For purposes of this
			 resolution, an individual is an eligible student if the individual meets each
			 of the following requirements:</text>
				<paragraph id="H8A4A863BDEB94A43837F3436C4644CC1"><enum>(1)</enum><text>The individual
			 will be at least 18 years of age as of the first day of the summer internship
			 period.</text>
				</paragraph><paragraph id="H3273022B98934509A012DA62297AD6A1"><enum>(2)</enum><text>The individual is
			 a citizen of the United States, a national of the United States (as defined in
			 section 101(a)(22) of the Immigration and Nationality Act), or an individual
			 lawfully admitted for permanent residence (as defined in section 101(a)(20) of
			 such Act).</text>
				</paragraph><paragraph id="HE14865975BEC405C9628ECE318B6858D"><enum>(3)</enum><text>The individual is
			 enrolled in an educational program for which an institution of higher education
			 (as defined in section 101 of the Higher Education Act of 1965) awards a
			 bachelor’s degree or an equivalent degree, or will be enrolled in such a
			 program as of the first academic year that begins after the completion of the
			 summer internship period.</text>
				</paragraph><paragraph id="H00ECFBDBBE644271BC13CC6BFF7A75FC"><enum>(4)</enum><text display-inline="yes-display-inline">The individual maintained a grade point
			 average of at least 3.0 in core academic subjects over the previous 2 academic
			 years.</text>
				</paragraph><paragraph id="H7D5E622214D041B9858663061B57EAFB"><enum>(5)</enum><text>The individual has
			 not served previously as an Intern under the Program or as a Page under the
			 House of Representatives Page Program.</text>
				</paragraph><paragraph id="H30805BB02CE149E7AB54BB4ECF3A8EB2"><enum>(6)</enum><text display-inline="yes-display-inline">The individual submits to a Member of the
			 House an application to serve as an Intern under the Program during the summer
			 internship period that includes such information as the Clerk may
			 require.</text>
				</paragraph></subsection><subsection id="H98DFD076CCA2403FBB95B7A9B82D7E08"><enum>(b)</enum><header>Selection of
			 interns from eligible students</header>
				<paragraph id="H45D57C6792CD41D88CBD45BBBC1F6A6E"><enum>(1)</enum><header>Forwarding of
			 applications by Members</header><text display-inline="yes-display-inline">Any
			 Member of the House who receives an application under subsection (a)(6) from an
			 eligible student to serve as an Intern under the Program during the summer
			 internship period may forward the application to the Speaker (in the case of a
			 Member who is associated with the majority party in the House) or the minority
			 leader (in the case of a Member who is associated with the minority party in
			 the House).</text>
				</paragraph><paragraph id="H424B0A78B35E43E381C46AE1E84AC31E"><enum>(2)</enum><header>Selection</header><text>From
			 the applications forwarded under paragraph (1), the Speaker and minority leader
			 (working jointly) shall select not fewer than 70 eligible students to serve as
			 Interns for the period, such that—</text>
					<subparagraph id="H60561B2C60804FAF90A1531D005BA4DB"><enum>(A)</enum><text><fraction>2/3</fraction>
			 of the Interns selected had their applications forwarded by Members associated
			 with the majority party and <fraction>1/3</fraction> of the Interns selected
			 had their applications forwarded by Members associated with the minority party;
			 and</text>
					</subparagraph><subparagraph id="HDB17E7ED0C8C42C08815A69A98F142BE"><enum>(B)</enum><text>not more than 1
			 Intern may have had an application forwarded by the same Member unless there
			 were Members who did not forward any applications from eligible students for
			 the period.</text>
					</subparagraph></paragraph></subsection></section><section id="H71FB615FE94A47629156C86FAE05B417"><enum>3.</enum><header>Summer Internship
			 Program Oversight Board</header>
			<subsection id="HA40F18B70B0C4BE5AB0696DFE9F8C246"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There is hereby
			 established the House of Representatives Summer Internship Program Oversight
			 Board (hereafter referred to as the <quote>Board</quote>), which shall make
			 recommendations to the Clerk regarding the administration of the
			 Program.</text>
			</subsection><subsection id="H87AD1F64F06B47BBB44D269B5F9A598B"><enum>(b)</enum><header>Membership</header><text>The
			 Board shall consist of the following members:</text>
				<paragraph id="H1BE873E3CEDE4091ABD39FCE5CA4D7AC"><enum>(1)</enum><text>Two Members of the
			 House of Representatives appointed by the Speaker of the House of
			 Representatives.</text>
				</paragraph><paragraph id="H270588ECA3C54281A69FF3B46E6D2761"><enum>(2)</enum><text>Two Members of the
			 House of Representatives appointed by the minority leader of the House of
			 Representatives.</text>
				</paragraph><paragraph id="H12846CED52994154B4D438FD92D328A6"><enum>(3)</enum><text>After the Program
			 has been in effect for 2 summer internship periods, 2 individuals who served as
			 Interns under the Program and who are not Members of the House of
			 Representatives, who shall be appointed jointly by the Speaker and minority
			 leader.</text>
				</paragraph><paragraph id="H741FEB5D54D14FE69B0AA97C7CDA4C82"><enum>(4)</enum><text>The Sergeant at
			 Arms of the House of Representatives.</text>
				</paragraph></subsection><subsection id="H1EC85282DC69460EA7B149356AEA49E2"><enum>(c)</enum><header>Term of service;
			 vacancy</header><text>Each member of the Board (other than the Sergeant at Arms
			 and Clerk) shall serve for a term of 2 years and may be reappointed to
			 additional terms. A vacancy in the Board shall be filled in the manner in which
			 the original appointment was made.</text>
			</subsection><subsection id="H8B3598DB38094EE8A4D529F2D9A63D19"><enum>(d)</enum><header>No compensation
			 for service</header><text display-inline="yes-display-inline">Members of the
			 Board shall serve without pay, but each member who is not a Member, officer, or
			 employee of the House shall receive travel expenses, including per diem in lieu
			 of subsistence, in accordance with applicable provisions under subchapter I of
			 chapter 57 of title 5, United States Code.</text>
			</subsection><subsection id="HDEBD40CE60F341058F558A7BFDFAD15A"><enum>(e)</enum><header>Meetings</header><text>The
			 Board shall meet once during a Congress in person in the District of Columbia
			 and shall meet periodically by teleconference or other electronic means.</text>
