		<official-title display="yes">Expressing support for designation of a
		  <quote>Hear My Cry Day</quote> in schools across the United
		  States.</official-title>

	<preamble>
		<whereas><text>Whereas excellence in education is dependent on safe,
			 secure, and peaceful school settings;</text>
		</whereas><whereas><text>Whereas the safety, well-being, and learning environments
			 of students are unnecessarily jeopardized by bullying in schools;</text>
		</whereas><whereas><text>Whereas public schools and school districts are taking a
			 proactive stance against the growing problem of bullying;</text>
		</whereas><whereas><text>Whereas given the opportunity, students can band together
			 in a unified effort to rid their campuses of bullying;</text>
		</whereas><whereas><text>Whereas the mission of public schools is to educate
			 students to become law-abiding citizens and productive members of
			 society;</text>
		</whereas><whereas><text>Whereas schools and classrooms provide ideal settings for
			 students to be educated about the effects of bullying;</text>
		</whereas><whereas><text>Whereas STOP DAY, initiated by Dade County Public Schools
			 to raise awareness and combat violence in schools, has proven successful
			 through peer-to-peer education; and</text>
		</whereas><whereas><text>Whereas the Department of Education is committed to
			 promoting and fostering classrooms in which students are free to reach their
			 full potential: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body id="HBD3A5682088C452595193EF5F2CB6E6B" style="traditional">
		<section display-inline="yes-display-inline" id="HEDF4C776B9FE4242AB3F4024FAA4CC1A" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That the House of Representatives—</text>
			<paragraph id="H1AC50A1B58D541E7966375469EBCA138"><enum>(1)</enum><text display-inline="yes-display-inline">expresses support for a <quote>Hear My Cry
			 Day</quote> in schools across the United States;</text>
			</paragraph><paragraph id="H9855318B57B0435388A1A1E18D026DB0"><enum>(2)</enum><text display-inline="yes-display-inline">encourages every child, in every school, in
			 every district, in every State in the United States to stop and recite a pledge
			 against bullying that will be administered by President Barack Obama and
			 Secretary of Education Arne Duncan at noon on <quote>Hear My Cry Day</quote>;
			 and</text>
			</paragraph><paragraph id="HE98A2B104CAA4419BD2BB2F77475B381"><enum>(3)</enum><text>encourages that
			 the remainder of the school day be devoted to activities and events that
			 further the goal of eliminating bullying from every United States public
			 school.</text>
