title</header><text display-inline="no-display-inline">This title may be cited
as the <quote><short-title>Federal Aviation Research and
Development Reauthorization Act of 2011</short-title></quote>.</text>
</section><section display-inline="no-display-inline" id="H9B48B883C1E54F5AB2A1A01614063031"><enum>1002.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title, the following definitions
apply:</text>

term <term>Administrator</term> means the Administrator of the Federal Aviation
Administration.</text>
</paragraph><paragraph id="H6C6E22A38E9543FFA07DED9AA7D60E95"><enum>(2)</enum><header>FAA</header><text>The
term <term>FAA</term> means the Federal Aviation Administration.</text>

education</header><text display-inline="yes-display-inline">The term
<term>institution of higher education</term> has the same meaning given the
term in section 101(a) of the Higher Education Act of 1965 (20 U.S.C.

plan</header><text>Not later than 6 months after the date of enactment of the
<short-title>Federal Aviation Research and Development
Reauthorization Act of 2011</short-title>, the Administrator shall develop a
plan for the research under paragraph (1) that contains the objectives,
proposed tasks, milestones, and 5-year budgetary profile.</text>
</paragraph><paragraph id="HFFC34B643B8F4287B6873D34967D4E1E"><enum>(3)</enum><header>Review</header><text>The
Administrator shall enter into an arrangement with the National Research
Council to conduct an independent review of the plan developed under paragraph
(2) and shall provide the results of that review to the Committee on Science,
Space, and Technology of the House of Representatives and the Committee on
Commerce, Science, and Transportation of the Senate not later than 18 months
after the date of enactment of the <short-title>Federal
Aviation Research and Development Reauthorization Act of
2011</short-title>.</text>
</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></section><section id="H0A0691C22DBA47FBBD3F44684A899CD0"><enum>1007.</enum><header>Airport cooperative
research program</header><text display-inline="no-display-inline">Section
44511(f) is amended—</text>
<paragraph id="H8BBA02E650D847578D53736F66986E7A"><enum>(1)</enum><text>in paragraph (1) by
striking <quote>establish a 4-year pilot</quote> and inserting <quote>maintain
an</quote>; and</text>

excellence</header>
<subsection id="HA06876B28A974F4D82FF54144524553C"><enum>(a)</enum><header>Government’s share of
costs</header><text>Section 44513(f) is amended to read as follows:</text>

described in this section without additional

report</header><text>Section 44513 is amended by adding at the end the
following:</text>

the House of Representatives and the Committee on Commerce, Science, and
Transportation of the Senate at the time of the President’s budget request a
report that lists—</text>
<paragraph id="H07AB201D0EAE47EB957CC251E7801716"><enum>(1)</enum><text>the research projects
that have been initiated by each center in the preceding year;</text>
</paragraph><paragraph id="HCE41170585B942EFB6BFE6833BCA2A5B"><enum>(2)</enum><text>the amount of funding for
each research project and the funding source;</text>
</paragraph><paragraph id="HF853E3CB6BBB4AEF919BF7EC9DC112E5"><enum>(3)</enum><text>the institutions
participating in each project and their shares of the overall funding for each
research project; and</text>
</paragraph><paragraph id="H7F6ADCDF77E44872972D5EE9F61FBE9B"><enum>(4)</enum><text>the level of cost-sharing
for each research
project.</text>
</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</subsection></section><section display-inline="no-display-inline" id="H712E827CC8E348DCA787C276D8CDA360" section-type="subsequent-section"><enum>1009.</enum><header>Center of
excellence for aviation human resource research</header>
<subsection id="H4DC6024200DB4902B43EEFE13102732D"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Using amounts made available under section
48102(a) of title 49, United States Code, the Administrator may establish a
center of excellence to conduct research on—</text>
<paragraph id="HC7E90AFD889C4ED4B52804B9744ACB43"><enum>(1)</enum><text>human performance in the
air transportation environment, including among air transportation personnel
such as air traffic controllers, pilots, and technicians; and</text>
</paragraph><paragraph id="H348CB807E82241AAB2C0BFD804175D16"><enum>(2)</enum><text>any other aviation human
resource issues pertinent to developing and maintaining a safe and efficient
air transportation system.</text>
</paragraph></subsection><subsection id="H126F4C1A2BC94777936DCBC540FC3243"><enum>(b)</enum><header>Activities</header><text display-inline="yes-display-inline">Activities conducted under this section may
include the following:</text>
<paragraph id="H93D97C408DA743BCB8E6D8D1CD6B88BA"><enum>(1)</enum><text display-inline="yes-display-inline">Research, development, and evaluation of
training programs for air traffic controllers, aviation safety inspectors,
airway transportation safety specialists, and engineers.</text>

of best practices for recruitment into the aviation field for mission critical
positions.</text>
</paragraph><paragraph id="H3C01F5ED6EBE4285A7F4A61793162E16"><enum>(3)</enum><text>Research, in consultation
with other relevant Federal agencies, to develop a baseline of general aviation
employment statistics and an analysis of future needs in the aviation
field.</text>
</paragraph><paragraph id="H68059652093344A59797FE8B1B27505F"><enum>(4)</enum><text>Research and the
development of a comprehensive assessment of the airframe and powerplant
technician certification process and its effect on employment trends.</text>
</paragraph><paragraph id="HA65631ED1F4A41A49FB1547ABB35DD70"><enum>(5)</enum><text>Evaluation of aviation
maintenance technician school environments.</text>
</paragraph><paragraph id="H71904981D7FF4E1D88E3763BD8EF33A2"><enum>(6)</enum><text>Research and an
assessment of the ability to develop training programs to allow for the
transition of recently unemployed and highly skilled mechanics into the
aviation field.</text>
</paragraph></subsection></section><section id="H6537C226E69D4353A8BADC0410BEE6EC"><enum>1010.</enum><header>Interagency research
on aviation and the environment</header>
<subsection id="H206FACD0D0DB429987AD5CD59B7AF52B"><enum>(a)</enum><header>In
general</header><text>Using amounts made available under section 48102(a) of
title 49, United States Code, the Administrator, in coordination with NASA and
after consultation with other relevant agencies, may maintain a research
program to assess the potential effect of aviation on the environment and, if
warranted, to evaluate approaches to address any such effect.</text>
</subsection><subsection id="HDFFBE22A6E1F4D308B6E0A61CFE4F746"><enum>(b)</enum><header>Research plan</header>
<paragraph id="H30B73BB8C04749D3BC8EC315A4033E51"><enum>(1)</enum><header>In
general</header><text>The Administrator, in coordination with NASA and after
consultation with other relevant agencies, shall jointly develop a plan to
carry out the research under subsection (a).</text>
</paragraph><paragraph id="H93C5B084FE9D4751A187F4853E09CF88"><enum>(2)</enum><header>Contents</header><text>Such
plan shall contain an inventory of current interagency research being
undertaken in this area, future research objectives, proposed tasks,
milestones, and a 5-year budgetary profile.</text>
</paragraph><paragraph id="H48E6092951E94B2E852F52CAA0A8C486"><enum>(3)</enum><header>Requirements</header><text>Such
plan—</text>
<subparagraph id="HF529B2BC940346B790B8F0B8BC376E96"><enum>(A)</enum><text>shall be completed not
later than 1 year after the date of enactment of this Act;</text>
</subparagraph><subparagraph id="HBE9355C30D7D49E0AF06D7EDED7CEAFC"><enum>(B)</enum><text>shall be submitted to
Congress for review; and</text>
</subparagraph><subparagraph id="H0DE848D1D1594B33B6375C9BE3A79496"><enum>(C)</enum><text>shall be updated, as
appropriate, every 3 years after the initial submission.</text>
</subparagraph></paragraph></subsection></section><section id="H965D5683A0A74913BB1456DCF67D4FD6"><enum>1011.</enum><header>Aviation fuel
research and development program</header>
<subsection id="H2EE70973152B4965B2C0F89CEB1BBDC2"><enum>(a)</enum><header>In
general</header><text>Using amounts made available under section 48102(a) of
title 49, United States Code, the Administrator, in coordination with the NASA
Administrator, shall continue research and development activities into the
qualification of an unleaded aviation fuel and safe transition to this fuel for
the fleet of piston engine aircraft.</text>
</subsection><subsection id="H91565E48F8AB4C2A9F00243B2C88EF95"><enum>(b)</enum><header>Requirements</header><text>In
carrying out the program under subsection (a), the Administrator shall, at a
minimum—</text>
<paragraph id="H052263D5568C4D7BB6EF2C4288B7AA2C"><enum>(1)</enum><text>not later than 120 days
after the date of enactment of this Act, develop a research and development
plan containing the specific research and development objectives, including
consideration of aviation safety, technical feasibility, and other relevant
factors, and the anticipated timetable for achieving the objectives;</text>
</paragraph><paragraph id="HE5E8E212BBC84C609AE1451432A33CCC"><enum>(2)</enum><text>assess the methods and
processes by which the FAA and industry may expeditiously certify and approve
new aircraft and recertify existing aircraft with respect to unleaded aviation
fuel;</text>
</paragraph><paragraph id="HA21F18D2914A420E9957C90BF03AD516"><enum>(3)</enum><text>assess technologies that
modify existing piston engine aircraft to enable safe operation of the aircraft
using unleaded aviation fuel and determine the resources necessary to certify
those technologies; and</text>
</paragraph><paragraph id="H0E013CA9CC1047F6B7360D9B45B34297"><enum>(4)</enum><text>develop recommendations
for appropriate policies and guidelines to facilitate a transition to unleaded
aviation fuel for piston engine aircraft.</text>
</paragraph></subsection><subsection id="HDB6C01B153B646A185FD44C1429C1B8F"><enum>(c)</enum><header>Collaborations</header><text>In
carrying out the program under subsection (a), the Administrator shall
collaborate with—</text>
<paragraph id="HA2A0ECF511934313B8C0BF5321E1CD34"><enum>(1)</enum><text>industry groups
representing aviation consumers, manufacturers, and fuel producers and
distributors; and</text>
</paragraph><paragraph id="HE34285600B8F41409B223CFB3AF44056"><enum>(2)</enum><text>other appropriate Federal
agencies.</text>
</paragraph></subsection><subsection id="H9D4A009AEB984F168CE2620939C4D377"><enum>(d)</enum><header>Report</header><text>Not
later than 270 days after the date of enactment of this Act, the Administrator
shall provide a report to the Committee on Science, Space, and Technology of
the House of Representatives and the Committee on Commerce, Science, and
Transportation of the Senate on the plan, information obtained, and policies
and guidelines developed pursuant to subsection (b).</text>
</subsection></section><section id="HA9A3BD0C819344FBBE286281AA46C335"><enum>1012.</enum><header>Research program on
alternative jet fuel technology for civil aircraft</header>
<subsection id="HC6A05E014CC049038CEC100C259971EC"><enum>(a)</enum><header>Research
program</header><text>Using amounts made available under section 48102(a) of
title 49, United States Code, the Secretary shall conduct a research program
related to developing and certifying jet fuel from alternative sources (such as
coal, natural gas, biomass, ethanol, butanol, and hydrogen) through grants or
other measures authorized under section 106(l)(6) of such title, including
reimbursable agreements with other Federal agencies.</text>
</subsection><subsection id="H5BF3F525A259445EAFAA3F8F35114AC8"><enum>(b)</enum><header>Participation by
stakeholders</header><text>In conducting the program, the Secretary shall
provide for participation by educational and research institutions and by
industry partners that have existing facilities and experience in the research
and development of technology for alternative jet fuels.</text>
</subsection><subsection id="H0F31F09DC70D406D90C91E73050EF037"><enum>(c)</enum><header>Collaborations</header><text>In
conducting the program, the Secretary may collaborate with existing interagency
programs—</text>
<paragraph id="H305E6BA700E942688F531A8901EAB458"><enum>(1)</enum><text>to further the research
and development of alternative jet fuel technology for civil aircraft,
including feasibility studies; and</text>
</paragraph><paragraph id="H55493E4D658F48998A5DF0ECEF9F14AB"><enum>(2)</enum><text>to exchange information
with the participants in the Commercial Aviation Alternative Fuels
Initiative.</text>
</paragraph></subsection></section><section id="HD91FA52B841344D98CB1577B8D6849C1"><enum>1013.</enum><header>Review of FAA’s
energy- and environment-related research programs</header>
<subsection id="H5C35E669E99A442C94E0E3D392F8C01F"><enum>(a)</enum><header>Review</header><text>Using
amounts made available under section 48102(a) of title 49, United States Code,
the Administrator shall conduct a review of FAA energy-related and
environment-related research programs. The review shall assess whether—</text>
<paragraph id="H10F1CD4922B1423EB68C8BB2597D527B"><enum>(1)</enum><text>the programs have
well-defined, prioritized, and appropriate research objectives;</text>
</paragraph><paragraph id="H029629D397BE493090B41110EFF987FA"><enum>(2)</enum><text>the programs are properly
coordinated with the energy- and environment-related research programs at NASA,
NOAA, and other relevant agencies;</text>
</paragraph><paragraph id="H18D936E608B541B082EB6BE1F860A2BA"><enum>(3)</enum><text>the programs have
allocated appropriate resources to each of the research objectives; and</text>
</paragraph><paragraph id="H9D57294DA15345ABA2BF6223BEBB6A45"><enum>(4)</enum><text>there exist suitable
mechanisms for transitioning the research results into FAA’s operational
technologies and procedures and certification activities.</text>
</paragraph></subsection><subsection id="H72A42531B3C440249D9F36EF695C995E"><enum>(b)</enum><header>Report</header><text>A
report containing the results of such review shall be provided to the Committee
on Science, Space, and Technology of the House of Representatives and the
Committee on Commerce, Science, and Transportation of the Senate not later than
18 months after the date of enactment of this Act.</text>
</subsection></section><section id="H26688638F38E4F8194A2F4FA92A44F28"><enum>1014.</enum><header>Review of FAA’s
aviation safety-related research programs</header>
<subsection id="H6F47E2BF89584605BDEE0D2BAEAB72B4"><enum>(a)</enum><header>Review</header><text>Using
amounts made available under section 48102(a) of title 49, United States Code,
the Administrator shall conduct a review of the FAA’s aviation safety-related
research programs. The review shall assess whether—</text>
<paragraph id="HDB402EF27A91474AA889DA42B05A4757"><enum>(1)</enum><text>the programs have
well-defined, prioritized, and appropriate research objectives;</text>
</paragraph><paragraph id="H71A987A1BE7B4F1C80F01F198550EB6F"><enum>(2)</enum><text>the programs are properly
coordinated with the safety research programs of NASA and other relevant
Federal agencies;</text>
</paragraph><paragraph id="H7668969983344424A050BB56DDCDF2BE"><enum>(3)</enum><text>the programs have
allocated appropriate resources to each of the research objectives;</text>
</paragraph><paragraph display-inline="no-display-inline" id="H7F9D6C500C224EE9BDAB45094431C9C4"><enum>(4)</enum><text display-inline="yes-display-inline">the programs should include a determination
about whether a survey of participants across the air transportation system is
an appropriate way to study safety risks within such system; and</text>
</paragraph><paragraph id="H130AC3904D18485A9F65D38610F84EDC"><enum>(5)</enum><text>there exist suitable
mechanisms for transitioning the research results from the programs into the
FAA’s operational technologies and procedures and certification activities in a
timely manner.</text>
</paragraph></subsection><subsection id="H7A0B56092938431D9C0D4FEF4504F9C6"><enum>(b)</enum><header>Aviation safety-Related
research programs To be assessed</header><text>The FAA aviation safety-related
research programs to be assessed under the review shall include, at a minimum,
the following:</text>
<paragraph id="H9675D0109CD24B1A99DD7C3B9224AACF"><enum>(1)</enum><text>Air traffic
control/technical operations human factors.</text>
</paragraph><paragraph id="H8CBF49F948D84359BA64B5F377ABA57F"><enum>(2)</enum><text>Runway incursion
reduction.</text>
</paragraph><paragraph id="HC5D266B8B5D94B84BA45F1A98EFF73E0"><enum>(3)</enum><text>Flightdeck/maintenance
system integration human factors.</text>
</paragraph><paragraph id="H558788E119A3491BB6472EB7E3FE3368"><enum>(4)</enum><text>Airports technology
research—safety.</text>
</paragraph><paragraph id="H30BD519B1D0F454F8A7DA99386197CC8"><enum>(5)</enum><text>Airport Cooperative
Research Program—safety.</text>
</paragraph><paragraph id="HD532D9D865E94A86881352614B180B3E"><enum>(6)</enum><text>Weather Program.</text>
</paragraph><paragraph id="HCF8310002BA449459723D2E559623B64"><enum>(7)</enum><text>Atmospheric

later than 14 months after the date of enactment of this Act, the Administrator
shall submit to Congress a report on the results of such review.</text>
