		<official-title>To provide for the conveyance of certain public land in
		  Mohave Valley, Mohave County, Arizona, administered by the Bureau of Land
		  Management to the Arizona Game and Fish Commission, for use as a public
		  shooting range.</official-title>

		<section id="H28EF2147B6E24F2ABA24D2E1976E98C5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mohave Valley Land Conveyance Act of
			 2011</short-title></quote>.</text>
		</section><section id="H9E463E0FE2DF440AA9C1E332B7AE0167" section-type="subsequent-section"><enum>2.</enum><header>Findings and
			 Purpose</header>
			<subsection id="H57D4D40F05CE426FBC8116A7C921E678"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">The Congress finds that—</text>
				<paragraph id="H22B539A4D2874C019A6B324A597D9962"><enum>(1)</enum><text display-inline="yes-display-inline">Mohave County, Arizona, has experienced
			 rapid growth in the last few years and traditional locations for target
			 shooting are now too close to populated areas for safety;</text>
				</paragraph><paragraph id="H8BD1C367F6954AA9AE653868233AAC80"><enum>(2)</enum><text display-inline="yes-display-inline">there is a need to designate a centralized
			 public location in Mohave County where target shooters can practice safely;
			 and</text>
				</paragraph><paragraph id="HAE22C16BD8B94856ADFAF83FD52D78CC"><enum>(3)</enum><text display-inline="yes-display-inline">a central facility is also needed for
			 persons training in the use of firearms, such as local law enforcement and
			 security personnel.</text>
				</paragraph></subsection><subsection id="HF1CA682158834EF48D822F902975683A"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of this Act is—</text>
				<paragraph id="HDCDAB344ED574247A00FC772FE0E72EC"><enum>(1)</enum><text display-inline="yes-display-inline">to provide a suitable location for the
			 establishment of a centralized public shooting facility in Mohave; and</text>
				</paragraph><paragraph id="HC14C8FF76F11437388AD57FB5C41F4F4"><enum>(2)</enum><text display-inline="yes-display-inline">to provide the public with—</text>
					<subparagraph id="H29ED7E2D0C4341CAB2D347434851CB6B"><enum>(A)</enum><text display-inline="yes-display-inline">opportunities for education and
			 recreation;</text>
					</subparagraph><subparagraph id="H68A067C494644936953ACA570E1AF32B"><enum>(B)</enum><text display-inline="yes-display-inline">a location for competitive events and
			 marksmanship training; and</text>
					</subparagraph><subparagraph id="H421C603402D54347B785F094AA573387"><enum>(C)</enum><text display-inline="yes-display-inline">a location for local law enforcement
			 officers to practice and improve their marksmanship skills so that they do not
			 have to leave the area to practice such skills.</text>
					</subparagraph></paragraph></subsection></section><section id="H30686622658343E8999E2B77FBEFFE40"><enum>3.</enum><header>Land conveyance,
			 public land in Mohave County, Arizona</header>
			<subsection id="H1E0479568FC44CD792418276B8EA81FF"><enum>(a)</enum><header>Conveyance
			 required</header><text display-inline="yes-display-inline">The Secretary of the
			 Interior (hereafter in this section referred to as the
			 <quote>Secretary</quote>, acting through the Bureau of Land Management, shall
			 convey, without consideration, to the Arizona Game and Fish Commission all
			 right, title, and interest of the United States in and to a parcel of public
			 lands comprising approximately 315 acres in sections 35 and 36 of township 19
			 north, range 21 west, Mohave County, Arizona, for the purpose of permitting the
			 Arizona Game and Fish Commission to use the land as a public shooting
			 range.</text>
			</subsection><subsection id="H5C2C7BBA2031447CB68F89E84E37955A"><enum>(b)</enum><header>Applicable
			 law</header>
				<paragraph id="H2EFCEAE7AE944C4AA9AC585053AAF8F6"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law (including regulations), with respect to the conveyance
			 under subsection (a), the Mohave Valley Shooting Range Environmental
			 Assessment/Plan Amendment Record of Decision dated February 8, 2010, is final
			 and determined to be legally sufficient for the purposes of, but not limited
			 to—</text>
					<subparagraph id="H50FE5B08AED24D95AFD1967C2C93EB46"><enum>(A)</enum><text display-inline="yes-display-inline">the National Environmental Policy Act of
			 1969; and</text>
					</subparagraph><subparagraph id="H6F438B3509EA4C14829F3BE148F0B46E"><enum>(B)</enum><text>the National
			 Historic Preservation Act.</text>
					</subparagraph></paragraph><paragraph id="HB92151C1AA98457B836A006FF7C9C520"><enum>(2)</enum><header>Treatment of
			 record</header><text>The record of decision referred to in paragraph (1) shall
			 not be subject to judicial review by any court of the United States.</text>
				</paragraph></subsection><subsection id="H8B67FFD0B97848AD8F3EE44CE02C3DE8"><enum>(c)</enum><header>Timing
			 requirement</header><text>The Secretary shall make the conveyance under
			 subsection (a) as soon as practicable.</text>
			</subsection><subsection display-inline="no-display-inline" id="HCF9A9ABA274447B68ED90B6A1E84994D"><enum>(d)</enum><header>Description of
			 property</header><text>The exact acreage and legal description of the real
			 property to be conveyed under subsection (a) shall be determined by a survey
			 satisfactory to the Secretary.</text>
			</subsection><subsection id="H65FD7600B8BD49519D82C7C260531BB8"><enum>(e)</enum><header>Administrative
			 costs</header><text display-inline="yes-display-inline">The Secretary shall
			 require that the Arizona Game and Fish Commission pay all survey costs and
			 other administrative costs necessary for the preparation and completion of any
			 patents of and transfer of title to property under subsection (a).</text>
			</subsection><subsection id="H49BFB2BA245A47D78A7D2B570B7D29A1"><enum>(f)</enum><header>Additional terms
			 and conditions</header><text>The Secretary may require such additional terms
			 and conditions in connection with the conveyance under subsections (a) as the
			 Secretary considers appropriate to protect the interests of the United
			 States.</text>
