		<official-title display="yes">To amend title 18, United States Code, to
		  provide a national standard in accordance with which nonresidents of a State
		  may carry concealed firearms in the State.</official-title>

		<section id="H64D3D01D79FD4D448444E0E182F02F7A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Right-to-Carry Reciprocity
			 Act of 2011</short-title></quote>.</text>
		</section><section id="HC665B6C6989549D7B5FF8F91E0787AF4"><enum>2.</enum><header>Reciprocity for
			 the carrying of certain concealed firearms</header>
			<subsection id="H243AD699EE6E4CC68C886861DA8783AD"><enum>(a)</enum><header>In
			 General</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/44">Chapter 44</external-xref> of title 18,
			 United States Code, is amended by inserting after
			 <external-xref legal-doc="usc" parsable-cite="usc/18/926C">section
			 926C</external-xref> the following:</text>
				<quoted-block id="HA9156A392A544A01840B87E4FDBCD447" style="USC">
					<section id="HAF520F7BE73345A38C0C563E0365B9CC"><enum>926D.</enum><header>Reciprocity
				for the carrying of certain concealed firearms</header>
						<subsection id="H72290A2BBEB1468BA21071F3F86E0C9F"><enum>(a)</enum><text display-inline="yes-display-inline">Notwithstanding any provision of the law of
				any State or political subdivision thereof (except as provided in subsection
				(b)), a person who is not prohibited by Federal law from possessing,
				transporting, shipping, or receiving a firearm, and who is carrying a valid
				identification document containing a photograph of the person, and a valid
				license or permit which is issued pursuant to the law of a State and which
				permits the person to carry a concealed firearm, may possess or carry a
				concealed handgun (other than a machinegun or destructive device) that has been
				shipped or transported in interstate or foreign commerce, in any State, other
				than the State of residence of the person, that—</text>
							<paragraph id="HC112209FD96D49208E1FCD519B03297C"><enum>(1)</enum><text>has a statute that
				allows residents of the State to obtain licenses or permits to carry concealed
				firearms; or</text>
							</paragraph><paragraph id="HBD414CC839674A428194A0378A653F37"><enum>(2)</enum><text>does not prohibit
				the carrying of concealed firearms by residents of the State for lawful
				purposes.</text>
							</paragraph></subsection><subsection id="H195A368B842244C3BFA3D163F9A2029E"><enum>(b)</enum><text display-inline="yes-display-inline">The possession or carrying of a concealed
				handgun in a State under this section shall be subject to the same conditions
				and limitations, except as to eligibility to possess or carry, imposed by or
				under Federal or State law or the law of a political subdivision of a State,
				that apply to the possession or carrying of a concealed handgun by residents of
				the State or political subdivision who are licensed by the State or political
				subdivision to do so, or not prohibited by the State from doing so.</text>
						</subsection><subsection id="H5E5B0F6ECCDB45F8824F10D419F0B721"><enum>(c)</enum><text>In subsection (a),
				the term <quote>identification document</quote> means a document made or issued
				by or under the authority of the United States Government, a State, or a
				political subdivision of a State which, when completed with information
				concerning a particular individual, is of a type intended or commonly accepted
				for the purpose of identification of
				individuals.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4D2EC5E9AD0A4BDE84360E2EBFEABE52"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections for such chapter is amended by
			 inserting after the item relating to section 926C the following:</text>

				firearms.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB0D31837FB0A421BAB4B2B389B055B05"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect 90
			 days after the date of the enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H76228808FB4A4DA995F46202E69BC327" section-type="subsequent-section"><enum>3.</enum><header>GAO Audit of the
			 States’ concealed carry permit or licensing requirements for
			 non-residents</header>
			<subsection id="H23CA887B0250473FB0EC334504A20D81"><enum>(a)</enum><text display-inline="yes-display-inline">The Comptroller General of the United
			 States shall conduct an audit of—</text>
				<paragraph id="HC387ABA9DF9C4EE09CE6F61317751B37"><enum>(1)</enum><text>the laws and
			 regulations of each State that authorize the issuance of a valid permit or
			 license to permit a person, other than a resident of such State, to possess or
			 carry a concealed firearm, including a description of the permitting or
			 licensing requirements of each State that issues concealed carry permits or
			 licenses to persons other than a resident of such State;</text>
				</paragraph><paragraph id="HF9A268585983438CB1F7412835AA8FD8"><enum>(2)</enum><text>the number of such
			 valid permits or licenses issued or denied (and the basis for such denials) by
			 each State to persons other than a resident of such State; and</text>
				</paragraph><paragraph id="H86FDB0EF8B024486878DA98657C62DEC"><enum>(3)</enum><text>the effectiveness
			 of such State laws and regulations in protecting the public safety.</text>
				</paragraph></subsection><subsection id="HF453AF921D20495AB9C3E41F6E363D6B"><enum>(b)</enum><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, the Comptroller General shall submit to Congress a
			 report on the findings of the study conducted under subsection (a).</text>
			</subsection></section><section id="HA50A72B7B57E492CA7CDFF5CF86FFF76"><enum>4.</enum><header>GAO study of the
			 ability of State and local law enforcement to verify the validity of
			 out-of-state concealed firearms permits</header>
			<subsection id="H678FC833200342C4A13412284FD62CF8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Comptroller
			 General of the United States shall conduct a study of the ability of State and
			 local law enforcement authorities to verify the validity of licenses or
			 permits, issued by other States, to carry a concealed firearm.</text>
			</subsection><subsection id="HEDF67543A3A943BA974C7CB56D41504B"><enum>(b)</enum><header>Report to the
			 Congress</header><text>Within 1 year after the date of the enactment of this
			 Act, the Comptroller General shall submit to the Committee on the Judiciary of
			 the House of Representatives and the Committee on the Judiciary of the Senate a
			 written report which contains the results of the study required by subsection
			 (a).</text>
