		<section id="HA436BF3DF47743AAAEDF162C4479FAD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>The Consumer Bounty Act</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H381D09F4C8E344D0AAFADA8364EB92BE" section-type="subsequent-section"><enum>2.</enum><header>Amendment to the Toxic
			 Substances Control Act</header><text display-inline="no-display-inline">Section
			 20 of the Toxic Substances Control Act (15 U.S.C. 2619) is amended by adding at
			 the end the following:</text>

				<subsection id="HA48EFE072A4046ADA276C83A2752A1AB"><enum>(e)</enum><header>Consumer
				bounty</header><text display-inline="yes-display-inline">In any civil action
				brought under this section in which the plaintiff or plaintiffs prevail in
				whole or in part, the court shall award the plaintiff or plaintiffs not less
				than $10,000, to be paid by the defendant or defendants against whom the
				plaintiff or plaintiffs prevailed. Multiple plaintiffs shall split the award
				based on the time each plaintiff spent on the case. Multiple defendants are
				jointly and severally liable to the plaintiff or
				plaintiffs.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HDCB3EFE7AA2F4FA48F7A210DC2ADCF65"><enum>3.</enum><header>Amendment to the
			 Surface Mining Control and Reclamation Act of 1977</header><text display-inline="no-display-inline">Section
			 520 of the Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1270)
			 is amended by adding at the end the following:</text>

				court shall award the plaintiff or plaintiffs not less than $10,000, to be paid
				by the defendant or defendants against whom the plaintiff or plaintiffs
				prevailed. Multiple plaintiffs shall split the award based on the time each
				plaintiff spent on the case. Multiple defendants are jointly and severally
				liable to the plaintiff or
				plaintiffs.</text>

		</section><section id="H4A04F30D53CF42828580CF04BBF29FD1"><enum>4.</enum><header>Amendment to the
			 Federal Water Pollution Control Act</header><text display-inline="no-display-inline">Section 505 of the Federal Water Pollution
			 Control Act (33 U.S.C. 1365) is amended by adding at the end the
			 following:</text>

				<subsection id="HCED2857A07734C0180F94232D95809B9"><enum>(i)</enum><text display-inline="yes-display-inline">In any civil action brought under this
				section in which the plaintiff or plaintiffs prevail in whole or in part, the
				court shall award the plaintiff or plaintiffs not less than $10,000, to be paid
				by the defendant or defendants against whom the plaintiff or plaintiffs
				prevailed. Multiple plaintiffs shall split the award based on the time each
				plaintiff spent on the case. Multiple defendants are jointly and severally
				liable to the plaintiff or
				plaintiffs.</text>

		</section><section id="HAD1E32C3A3694B26861109B99D2BDEC7"><enum>5.</enum><header>Amendment to the
			 Safe Drinking Water Act</header><text display-inline="no-display-inline">Section 1449 of the Safe Drinking Water Act
			 (42 U.S.C. 300j–8) is amended by adding at the end the following:</text>

				<subsection id="HACBB43A7B5BC4667BFFE82AA7390AB49"><enum>(f)</enum><text display-inline="yes-display-inline">In any civil action brought under this
				section in which the plaintiff or plaintiffs prevail in whole or in part, the
				court shall award the plaintiff or plaintiffs not less than $10,000, to be paid
				by the defendant or defendants against whom the plaintiff or plaintiffs
				prevailed. Multiple plaintiffs shall split the award based on the time each
				plaintiff spent on the case. Multiple defendants are jointly and severally
				liable to the plaintiff or
				plaintiffs.</text>

		</section><section id="H71915FD091414968B598869D04033685"><enum>6.</enum><header>Amendment to the
			 Marine Protection, Research, and Sanctuaries Act of 1972</header><text display-inline="no-display-inline">Section 105(g) of the Marine Protection,
			 Research, and Sanctuaries Act of 1972 (33 U.S.C. 1415(g)) is amended by adding
			 at the end the following:</text>

				<paragraph id="H70650FDA05EF483483E9E2B9C41FE9B3" indent="up1"><enum>(6)</enum><text display-inline="yes-display-inline">In any civil action brought under this
				subsection in which the plaintiff or plaintiffs prevail in whole or in part,
				the court shall award the plaintiff or plaintiffs not less than $10,000, to be
				paid by the defendant or defendants against whom the plaintiff or plaintiffs
				prevailed. Multiple plaintiffs shall split the award based on the time each

		</section><section id="HD57B15331DE646EABFE58EAE6F0A6FD3"><enum>7.</enum><header>Amendment to the
			 Noise Control Act of 1972</header><text display-inline="no-display-inline">Section 12 of the Noise Control Act of 1972
			 (42 U.S.C. 4911) is amended—</text>
			<paragraph id="HB42F6D338C19474487F193742C54E3F5"><enum>(1)</enum><text>by redesignating
			 subsection (f) as subsection (g); and</text>
			</paragraph><paragraph id="H920A36E0F8FC4C2EA8B325930888A989"><enum>(2)</enum><text>by inserting after
			 subsection (e) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HCF4F10D140D64FE7918CC6816398B704" style="OLC">
					<subsection id="H8FA5DF02AE754BB080DA823D3B1B9852"><enum>(f)</enum><text display-inline="yes-display-inline">In any civil action brought under this

				court shall award the plaintiff or plaintiffs not less than $10,000, to be paid
				by the defendant or defendants against whom the plaintiff or plaintiffs

			 Energy Policy and Conservation Act</header><text display-inline="no-display-inline">Section 335 of the Energy Policy and
			 Conservation Act (42 U.S.C. 6305) is amended by adding at the end the
			 following:</text>

			 Solid Waste Disposal Act</header><text display-inline="no-display-inline">Section 7002 of the Solid Waste Disposal Act
			 (42 U.S.C. 6972) is amended by adding at the end the following:</text>

			 Clean Air Act</header><text display-inline="no-display-inline">Section 304 of
			 the Clean Air Act (42 U.S.C. 7604) is amended by adding at the end the
			 following:</text>

				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H2C4D84752523442F8FE6DBD961D9FE15"><enum>11.</enum><header>Amendment to the
			 Comprehensive Environmental Response, Compensation, and Liability Act of
			 1980</header><text display-inline="no-display-inline">Section 310 of the
			 Comprehensive Environmental Response, Compensation, and Liability Act of 1980
			 (42 U.S.C. 9659) is amended—</text>
			<paragraph id="H093A4FAA755B42CC9AE32EBFB88046E5"><enum>(1)</enum><text>by redesignating
			 subsection (i) as subsection (j); and</text>
			</paragraph><paragraph id="HB3BD00914AEC40A1B1A7E140376F7E90"><enum>(2)</enum><text>by inserting after
			 subsection (h) the following:</text>

			 Powerplant and Industrial Fuel Use Act of 1978</header><text display-inline="no-display-inline">Section 725 of the Powerplant and Industrial
			 Fuel Use Act of 1978 (42 U.S.C. 8435) is amended by adding at the end the
			 following:</text>

			 Emergency Planning and Community Right-To-Know Act of 1986</header><text display-inline="no-display-inline">Section 326(a)(1) of the Emergency Planning
			 and Community Right-To-Know Act of 1986 (42 U.S.C. 11046(a)(1)) is amended by
			 adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HF72A89AD363043469267A6B65E154DE4" style="OLC">
				<subparagraph id="idD5DABDBB1E9F4F91B7E906B3464315E3"><enum>(E)</enum><text display-inline="yes-display-inline">In any civil action brought under this

			 Outer Continental Shelf Lands Act</header><text display-inline="no-display-inline">Section 23(a) of the Outer Continental Shelf
			 Lands Act (43 U.S.C. 1349(a)) is amended by adding at the end the following:</text>
