		  and Facilities Act to authorize the Secretary of the Interior to participate in
		  the design, planning, and construction of the South Sacramento County
		  Agriculture and Habitat Lands Water Recycling Project in Sacramento County,

		<section id="H41EFE144D286425D8489373A2B0879CA" section-type="section-one"><enum>1.</enum><header>Authorization of Sacramento
			 County, California, water reclamation project</header>
			<subsection id="H9A5C238D3FDB42E49AD195020D2F5E31"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Reclamation
			 Wastewater and Groundwater Study and Facilities Act (Title XVI of Public Law
			 102–575; 43 U.S.C. 390h et seq.) is amended by adding at the end the following
			 new section:</text>
				<quoted-block display-inline="no-display-inline" id="H98E2CCD58DBE4F6488959674EA7F5B36" style="OLC">
					<section id="HF57856A81E9143299F2A42720FCEC49D"><enum>1657.</enum><header>Sacramento
				County, California, water reclamation project</header>
						<subsection id="H74895DE7CE204C5F94EF0B85A333D592"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary, in cooperation with the
				Sacramento Regional County Sanitation District, California, is authorized to
				participate in the design, planning, and construction of, and land acquisition
				for, a project to reclaim and reuse wastewater in accordance with subsection
				(b), within Sacramento County, California.</text>
						</subsection><subsection id="H9455D2C970544479B4413F1A7A84A734"><enum>(b)</enum><header>Phased
				project</header><text>The project referred to in subsection (a) shall consist
				of three phases, the first of which shall include the planning, design, and
				construction of water conveyance and related infrastructure to provide recycled
				water to irrigate approximately 4,500 acres of land in southern Sacramento
				County.</text>
						</subsection><subsection id="HCE97A892716E48E195D515983B444DF1"><enum>(c)</enum><header>Cost
				share</header>
							<paragraph id="HC37186BBBEF94D6E889D2722FAAA2B3C"><enum>(1)</enum><header>In
				general</header><text>The Federal share of the costs of the project described
				in subsection (a) shall not exceed 25 percent of the total cost.</text>
							</paragraph><paragraph id="H495F6C394BE84CBB94F9EB66EA90F73D"><enum>(2)</enum><header>Form of
				non-Federal share</header><text display-inline="yes-display-inline">The
				non-Federal share may be in the form of any in-kind services that the Secretary
				determines would contribute substantially toward the completion of the water
				reclamation and reuse project, including—</text>
								<subparagraph id="H1D4AF092CE41442A84BB483CC89D8AB6"><enum>(A)</enum><text display-inline="yes-display-inline">reasonable costs incurred by the Sacramento
				Regional County Sanitation District relating to the planning, design, and
				construction of the water reclamation and reuse project; and</text>
								</subparagraph><subparagraph id="HBE455D6C876848C0AE86805D2FF8E455"><enum>(B)</enum><text display-inline="yes-display-inline">the acquisition costs of land acquired for
				the project that is—</text>
									<clause id="H6CA78751704C4EDCA84C081C3188BEC3"><enum>(i)</enum><text display-inline="yes-display-inline">used for planning, design, and construction
				of the water reclamation and reuse project facilities; and</text>
									</clause><clause id="HE24F0C2A904A44A18FC8C3D8DB407B2B"><enum>(ii)</enum><text display-inline="yes-display-inline">owned by the Sanitation District and
				directly related to the project.</text>
									</clause></subparagraph></paragraph></subsection><subsection id="HA65E80DAB4584A58910E181F54E28795"><enum>(d)</enum><header>Limitation</header><text display-inline="yes-display-inline">The Secretary shall not provide funds for
				the operations and maintenance of the project described in subsection
				(a).</text>
						</subsection><subsection id="HC0C6106000A4405DB253B23C9D447F9B"><enum>(e)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated to carry out this section,
				$30,000,000.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2AF09C7D999349199F7F9F27B9C9BDB3"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections in section 2 of Public Law 102–575 is amended by inserting after the
			 last item relating to title XVI the following:</text>
