		<section id="idfc1ae7a445ad4105a087c90aa631ebd9" section-type="resolved"><text>That the bill from the House of Representatives
		(H.R. 6586) entitled <quote>An Act to extend the application of certain space
		launch liability provisions through 2014. </quote>, do pass with the
		following</text>
		</section><amendment><amendment-instruction blank-lines-after="0"><text>Strike all after
	 the enacting clause and insert the
	 following:</text></amendment-instruction><amendment-block blank-lines-after="1" changed="added" reported-display-style="italic">
				<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
		<quote><short-title>Space Exploration Sustainability
		Act</short-title></quote>.</text>
				</section><section id="id9F417F67FBA84951B3A76DCBB2424A26"><enum>2.</enum><header>Assurance of Core
		Capabilities</header><text display-inline="no-display-inline">Section 203 of
		the National Aeronautics and Space Administration Authorization Act of 2010 (42
		U.S.C. 18313) is amended by adding at the end the following:</text>
					<quoted-block changed="added" display-inline="no-display-inline" id="idEFEE4399B7F146ADBB338770F16777BB" reported-display-style="italic" style="OLC">
						<subsection id="idCA7A97ABBE44453590992AA70A9C19C9"><enum>(c)</enum><header>Sense of Congress
		  Regarding Human Space Flight Capability Assurance</header><text display-inline="yes-display-inline">It is the sense of Congress that the
		  Administrator shall proceed with the utilization of the ISS, technology
		  development, and follow-on transportation systems (including the Space Launch
		  System, multi-purpose crew vehicle, and commercial crew and cargo
		  transportation capabilities) under titles III and IV of this Act in a manner
		  that ensures—</text>
							<paragraph id="id55EB5F35D9C247DB91B477D20B578FF7"><enum>(1)</enum><text display-inline="yes-display-inline">that these capabilities remain inherently
		  complementary and interrelated;</text>
							</paragraph><paragraph id="idB285C1E2A0D24BAF90A048CA079E93FE"><enum>(2)</enum><text display-inline="yes-display-inline">a balance of the development, sustainment,
		  and use of each of these capabilities, which are of critical importance to the
		  viability and sustainability of the U.S. space program; and</text>
							</paragraph><paragraph id="idB52E13B58F2047FD8B6398E288DF14F7"><enum>(3)</enum><text display-inline="yes-display-inline">that resources required to support the
		  timely and sustainable development of these capabilities authorized in either
		  title III or title IV of this Act are not derived from a reduction in resources
		  for the capabilities authorized in the other title.</text>
							</paragraph></subsection><subsection id="id643A558AF37D4D9C8DEB128A4362B159"><enum>(d)</enum><header>Limitation</header><text>Nothing
		  in subsection (c) shall apply to or affect any capability authorized by any
		  other title of this
		  Act</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section id="idBB529CBE17274B2EA04DD12053BBA4A5"><enum>3.</enum><header>Extension of certain
		space launch liability provisions</header><text display-inline="no-display-inline">Section 50915(f) of title 51, United States
		Code, is amended by striking <quote>December 31, 2012</quote> and inserting
		<quote>December 31, 2013</quote>.</text>
				</section><section id="id24EFA3AEC61344C4A183A2CFA6FD8AC2"><enum>4.</enum><header>Exemption from
		INKSNA</header><text display-inline="no-display-inline">Section 7(1)(B) of the
		Iran, North Korea, and Syria Nonproliferation Act (50 U.S.C. 1701 note) is
		amended—</text>
					<paragraph id="idF532DFFE621A4DAF82C22BA441ED71F2"><enum>(1)</enum><text>by striking <quote>, or
		for the purchase of goods or services relating to human space flight, that
		are</quote>; and</text>
					</paragraph><paragraph id="idD01EE8DA176D47C4958F686366957454"><enum>(2)</enum><text>by striking <quote>prior
		to July 1, 2016</quote> and inserting <quote>prior to December 31,
		2020</quote>.</text>
