<section id="H8D448B99271644368547DA6E20FA6FF5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Hurricane Sandy Recovery and Rebuilding Supplemental Appropriations Act, 2013</quote>.</text></section> 
<section id="H252B9814793047A7973FCEB687B1A730"><enum>2.</enum><header>Supplemental appropriations for hurricane recovery</header><text display-inline="no-display-inline">The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for fiscal year 2013:</text><appropriations-major id="H3ADFA2692A454017B625026FBE0E3613"><header>Department of Defense—Civil</header></appropriations-major><appropriations-major id="HADC4D3AE473B44688927EF6D7C68454F"><header>Department of the Army</header></appropriations-major><appropriations-intermediate id="HFEED7EAC66BA400EBE1E2A1715491127"><header>Corps of Engineers—Civil</header></appropriations-intermediate><appropriations-small id="H4E95BFE36C064D1484C2CDAE94F1C617"><header>Flood Control and Coastal Emergencies</header><text display-inline="no-display-inline">For an additional amount for <quote>Flood Control and Coastal Emergencies</quote>, as authorized by section 5 of the Act of August 18, 1941 (33 U.S.C. 701n), for recovery from damage caused by Hurricane Sandy, $45,000,000, to remain available until expended: <italic>Provided</italic>, That such amount is designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small><appropriations-major id="H27DD2E5C9B0A4482A9E8F463D3EAB56D"><header>Independent Agencies</header></appropriations-major><appropriations-intermediate id="HC12D5A2425C2422ABF3F4050F14245F1"><header>Small Business Administration</header></appropriations-intermediate><appropriations-small id="H56058EB7EB2747948A6390D02DC097BB"><header>Disaster Loans Program Account</header><text display-inline="no-display-inline">For an additional amount for <quote>Disaster Loans Program Account</quote> for the cost of direct loans authorized by section 7(b) of the Small Business Act, $255,000,000, to remain available until expended: <italic>Provided</italic>, That such costs, including the cost of modifying such loans, shall be as defined in section 502 of the Congressional Budget Act of 1974: <italic>Provided further</italic>, That such amount is designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small><appropriations-major id="HC57A3E2404464BADA59A91C5929EB831"><header>Department of Homeland Security</header></appropriations-major><appropriations-intermediate id="HAC2F76C31A5749A2BEB58F9578A5034F"><header>Federal Emergency Management Agency</header></appropriations-intermediate><appropriations-small id="HA2CA6C10DB5E4FE69D1107B952652AB4"><header>Disaster Relief Fund</header><text display-inline="no-display-inline">For an additional amount for the <quote>Disaster Relief Fund</quote> for recovery from damage caused by Hurricane Sandy, $6,700,000,000, to remain available until expended: <italic>Provided</italic>, That such amount is designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small><appropriations-small id="H2060190A57C845B3B6D86FAD4438F588"><header>Disaster Assistance Direct Loan Program Account</header><text display-inline="no-display-inline">For an additional amount for the <quote>Disaster Assistance Direct Loan Program Account</quote> for the cost of direct loans as authorized under section 417 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5184), to assist State and local governments affected by Hurricane Sandy, $5,000,000,000: <italic>Provided</italic>, That section 417 of such Act shall be applied by substituting <quote>State or local government</quote> for <quote>local government</quote> each place it appears: <italic>Provided further</italic>, That notwithstanding section 417(b) of such Act, the amount of any such loan may exceed $5,000,000, and may be equal to not more than 50 percent of the annual operating budget of the State or local government in any case in which that State or local government has suffered a loss of 25 percent or more in tax revenues due to Hurricane Sandy: <italic>Provided further</italic>, That the cost of modifying such loans shall be as defined in section 502 of the Congressional Budget Act of 1974 (2 U.S.C. 661a): <italic>Provided further</italic>, That such amount is designated by the Congress as being for disaster relief pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.</text></appropriations-small></section>
