		  for supplemental dental and vision insurance under the Federal Employees Health

		<section id="HDFBD96005ADB4250B9D4DC77D8F2CC62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Dental and Vision Benefits
			 Act of 2012</short-title></quote>.</text>
		</section><section id="HD55A1C0815B845A488AAC9E24059C233" section-type="subsequent-section"><enum>2.</enum><header>Eligibility of
			 veterans for supplemental dental and vision insurance</header>
			<subsection id="HAAB8A0009FDA48EDADBAB5394AADA3D9"><enum>(a)</enum><header>Dental
			 benefits</header>
				<paragraph id="HE32956DF88784CF89EBD6589AEDED470"><enum>(1)</enum><header>In
			 general</header><text>Section 8951 of title 5, United States Code, is
			 amended—</text>
					<subparagraph id="HC1C4A561BCF64956B1E632EF9048D838"><enum>(A)</enum><text>in paragraph
			 (3)—</text>
						<clause id="H900AF62A08424C25948AADB18382D9DB"><enum>(i)</enum><text>by
			 inserting <quote>or a covered veteran described in paragraph (8)</quote> after
			 <quote>paragraph (1) or (2)</quote>; and</text>
						</clause><clause id="HC0D78DB961474409BB79B2B37988FA40"><enum>(ii)</enum><text>by
			 inserting <quote>or the covered veteran</quote> after <quote>the
			 individual</quote>; and</text>
						</clause></subparagraph><subparagraph id="HD892C4D36C1840D8A57A637C3D9B0323"><enum>(B)</enum><text>by adding at the
			 end the following new paragraph:</text>

							<paragraph id="H4090EB4AB26845A182D0607443C145C3"><enum>(8)</enum><text display-inline="yes-display-inline">The term <term>covered veteran</term> means
				a veteran who is enrolled in the health care system established under section
				1705(a) of title
				38.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HBF0A7316B16F492FBBB7718BBDB4BC76"><enum>(2)</enum><header>Premium support
			 for veterans facing hardship</header><text display-inline="yes-display-inline">Section 8958(a) of title 5, United States
			 Code, is amended—</text>
					<subparagraph id="H8B1898F13ADC48F1967C34AC6914A6C2"><enum>(A)</enum><text>by striking
			 <quote>Each eligible</quote> and inserting <quote>(1) Except as provided by
			 paragraph (2), each eligible</quote>; and</text>
					</subparagraph><subparagraph id="H644198CB7B33423B850A8A03903088B6"><enum>(B)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H5CC96AF0A7DA4814BB53B4FCD2E0CABB" style="USC">
							<paragraph id="H6D66215AD9BE4495A1426CBAF5236422" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">If the Secretary of Veterans Affairs
				determines that a covered veteran obtaining supplemental dental coverage under
				this chapter is unable to pay the premiums described in paragraph (1) because
				of financial hardship, such veteran shall not be responsible for any of such
				premiums.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="H706A5F988D72485EA163A1F40631F37C"><enum>(b)</enum><header>Vision
			 benefits</header>
				<paragraph id="H507F0296A2894A20A1E86C6B4B6FB452"><enum>(1)</enum><header>In
			 general</header><text>Section 8981 of title 5, United States Code, is
			 amended—</text>
					<subparagraph id="H65EBB3310D1D4E57AF9E20024DFAE078"><enum>(A)</enum><text>in paragraph
			 (3)—</text>
						<clause id="H138483E96DFC4452AE728155844ED136"><enum>(i)</enum><text>by
			 inserting <quote>or a covered veteran described in paragraph (8)</quote> after
			 <quote>paragraph (1) or (2)</quote>; and</text>
						</clause><clause id="H136EAF1195624022BE25CF0008B1B0AB"><enum>(ii)</enum><text>by
			 inserting <quote>or the covered veteran</quote> after <quote>the
			 individual</quote>; and</text>
						</clause></subparagraph><subparagraph id="HF785F34967684F1DBC8E6CE1EF138FD7"><enum>(B)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HBCBA34F524DE4859A4474A04EAEE8DDC" style="USC">
							<paragraph id="HA4BB715040184A86BE7E112612BA3031"><enum>(8)</enum><text display-inline="yes-display-inline">The term <term>covered veteran</term> means
				a veteran who is enrolled in the health care system established under section
				1705(a) of title
				38.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H58975F4DB6B54836852077CD0287A78B"><enum>(2)</enum><header>Premium support
			 for veterans facing hardship</header><text display-inline="yes-display-inline">Section 8988(a) of title 5, United States
			 Code, is amended—</text>
					<subparagraph id="HEA82D2B6B55A4EE890F142453AFA166F"><enum>(A)</enum><text>by striking
			 <quote>Each eligible</quote> and inserting <quote>(1) Except as provided by
			 paragraph (2), each eligible</quote>; and</text>
					</subparagraph><subparagraph id="HE5EDF79AE2AE432C9466813287588752"><enum>(B)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H57340740FAB5454D8CB2A75643227680" style="USC">
							<paragraph id="H6A931FFEB7BC4DA49E28EC19846AC90A" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">If the Secretary of Veterans Affairs
				determines that a covered veteran obtaining supplemental vision coverage under
				this chapter is unable to pay the premiums described in paragraph (1) because
				of financial hardship, such veteran shall not be responsible for any of such
				premiums.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection commented="no" id="H7A6A5E90599B452FA33080A446DE24A1"><enum>(c)</enum><header>Cooperation</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall
			 cooperate with the Director of the Office of Personnel Management to ensure
			 that a veteran who is enrolled in the health care system established under
			 section 1705(a) of title 38, United States Code, is eligible for the
			 supplemental dental and vision insurance benefits under chapters 89A and 89B of
			 title 5, United States Code.</text>
			</subsection><subsection id="H4AC212589D5F463098807981CB1853B4"><enum>(d)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs may
			 conduct outreach to inform veterans of the supplemental dental and vision
			 insurance provided to veterans under the Federal Employees Health Benefits
			 Program pursuant to chapters 89A and 89B of title 5, United States Code, as
			 amended by this section.</text>
			</subsection><subsection id="H808D67E9E0B94E04B4CB87424B7FA981"><enum>(e)</enum><header>Reports</header><text display-inline="yes-display-inline">Once during each three-year period
			 beginning on the date of the enactment of this Act and ending on the date that
			 is nine years after the date of such enactment, the Secretary of Veterans
			 Affairs shall submit to Congress a report on the implementation of providing
			 veterans with supplemental dental and vision insurance under the Federal
			 Employees Health Benefits Program pursuant to chapters 89A and 89B of title 5,
			 United States Code, as amended by this section.</text>
			</subsection><subsection id="H7B83072C51244BCC9DB9B684ED1B10FD"><enum>(f)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect 180
			 days after the date of the enactment of this Act.</text>
