		  compensation with regard to surveys or mailings.</official-title>

		<section id="H612B6302440D4F59B40D813FA1F6C11C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Survey Savings Accountability
			 Act</short-title></quote>.</text>
		</section><section id="HA093D926C9C64F5698AF678B4DC30ECF"><enum>2.</enum><header>Prohibition on
			 compensation</header><text display-inline="no-display-inline">An executive
			 agency may not provide to an individual compensation that is—</text>
			<subsection id="H5ED365D8D1414FA983C43724266CD900"><enum>(a)</enum><text display-inline="yes-display-inline">included with a survey or mailing to
			 encourage the individual to return the survey or mailing; or</text>
			</subsection><subsection id="H9DA29DC11CB841E998F4C57FC04F0EAA"><enum>(b)</enum><text display-inline="yes-display-inline">in exchange for a response to a survey or
			 mailing.</text>
			</subsection></section><section id="H2C53B6CD1B7B4161B466C54AB1885E3D"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<subsection id="HB091F3D26AD348F8A72FA9A3F83AF6FD"><enum>(a)</enum><header>Executive
			 agency</header><text display-inline="yes-display-inline">The term
			 <quote>executive agency</quote> has the meaning given the term in section 105
			 of title 5, United States Code.</text>
			</subsection><subsection id="H0AE251CEBE1F4BDAA9724068F97FADEE"><enum>(b)</enum><header>Mailing</header><text display-inline="yes-display-inline">The term <quote>mailing</quote> means any
			 newsletter, or other piece of mail with substantially identical content, sent
			 by an executive agency to more than 2 recipients with the intent of—</text>
				<paragraph id="H1C1F47037B294907955E6F417A0FD2AA"><enum>(1)</enum><text>gathering
			 information for use by such executive agency;</text>
				</paragraph><paragraph id="HD9BB3C2DA1904C7DB96074AD11C8A6F8"><enum>(2)</enum><text>informing the
			 public of such executive agency action; or</text>
				</paragraph><paragraph id="H51E97FA2D0C6423C8C2FE496D2AEB48D"><enum>(3)</enum><text>encouraging
			 support for action by such executive agency.</text>
				</paragraph></subsection><subsection id="H6A669F26C0E64C8687D5472D512A3915"><enum>(c)</enum><header>Survey</header><text>The
			 term <quote>survey</quote> means any questionnaire designed to gather
			 information from the public for use by an executive agency.</text>
