		<official-title>To provide payment for patient navigator services under
		  title XIX of the Social Security Act.</official-title>

		<section id="H0FE8CFB0D0A24A6AAC25EF6D13BEC622" section-type="section-one"><enum>1.</enum><header>Medicaid coverage for patient
			 navigator services</header>
			<subsection id="HB56AED43EE894ABEBD9AD090B826A684"><enum>(a)</enum><header>State Plan
			 requirement</header><text display-inline="yes-display-inline">Section 1902(a)
			 of the Social Security Act (42 U.S.C. 1396a(a)) is amended—</text>
				<paragraph id="H180424762A1A476587DA0A9F68D38801"><enum>(1)</enum><text>in paragraph
			 (82)(C), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H995DD4D4DC774F4EA978621F28299EFC"><enum>(2)</enum><text>in paragraph (83),
			 by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H9B9F1F0A90CE47C18CFD15A468F129E1"><enum>(3)</enum><text>by inserting after
			 paragraph (83) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HD3AC16E2AECF4A3B80BB435D9FA0ECE5" style="OLC">
						<paragraph id="H619D812FED404A5899F560EBF1C897CA"><enum>(84)</enum><text display-inline="yes-display-inline">provide that the State shall reimburse an
				eligible entity (as such term is defined in subsection (ll)(1)) for any patient
				navigator service (as such term is defined in subsection (ll)(3)) that
				is—</text>
							<subparagraph id="H2D5E94CC96F34ACD97A9B7E296D9E5B2"><enum>(A)</enum><text>provided to an
				individual who is eligible for medical assistance under the State plan;
				and</text>
							</subparagraph><subparagraph id="H9318EDB7D8824AEC9129925B5E770ABC"><enum>(B)</enum><text>provided by a
				patient navigator (as such term is defined in subsection (ll)(2)) through the
				eligible
				entity.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H852595A3E5EF4408A0235520F46DA301"><enum>(b)</enum><header>Patient
			 navigator services definitions</header><text>Section 1902 of the Social
			 Security Act is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HCA84664AD6514178950C5979A905EFCE" style="OLC">
					<subsection id="H667BC0177C7046DF998B830B074991CA"><enum>(ll)</enum><header>Patient
				navigator services definitions</header><text display-inline="yes-display-inline">For purposes of subsection (a)(84):</text>
						<paragraph id="HB7E8AFFC5B3542EDB2B3B263AE02A81A"><enum>(1)</enum><header>Eligible
				entity</header><text display-inline="yes-display-inline">The term
				<term>eligible entity</term> means an entity that—</text>
							<subparagraph id="HF216FB8414A34B948716EFD5F7B49CAA"><enum>(A)</enum><text>is an eligible
				entity (as such term is defined in section 340A(l)(1) of the Public Health
				Service Act); and</text>
							</subparagraph><subparagraph id="HFE9C9FBBCE164D5F9A42E95F11C176FC"><enum>(B)</enum><text>complies with the
				following requirements of section 340A of the Public Health Service Act:</text>
								<clause commented="no" id="HE1FA26EFA5B340CBB16C9B97A833014B"><enum>(i)</enum><text display-inline="yes-display-inline">Subsection (b) (relating to patient
				navigator duties and community knowledge).</text>
								</clause><clause commented="no" id="H014BE0268E8441408565B66B26ECD636"><enum>(ii)</enum><text>Subsection (c)
				(relating to prohibitions).</text>
								</clause><clause commented="no" id="H1EE1254B52B24EEFA20561F86388C00E"><enum>(iii)</enum><text>Subsection (e)
				(relating to applications).</text>
								</clause><clause id="HD651B3C9C5F4463C9232487543C74654"><enum>(iv)</enum><text>Subsection (j)(3)
				(relating to reports).</text>
								</clause></subparagraph></paragraph><paragraph id="H476E664C18B94F7AB74DF01B07F32777"><enum>(2)</enum><header>Patient
				navigator</header>
							<subparagraph id="H847A47ED86FC41C89CEBE36CC5E67BEE"><enum>(A)</enum><header>In
				general</header><text>The term <term>patient navigator</term> has the meaning
				given such term in section 340A(l)(3) of the Public Health Service Act.</text>
							</subparagraph><subparagraph id="H9FABB728D12E41EA8C1A87DC68B95149"><enum>(B)</enum><header>Consultation</header>
								<clause id="H7764CD4644C141989BDC788E36F364C0"><enum>(i)</enum><header>In
				general</header><text>The Secretary shall consult with the patient navigation
				advisory committee to the extent necessary to further clarify the definition of
				the term <term>patient navigator</term> for purposes of subsection (a)(84),
				including establishing requirements to ensure adequate training for such
				navigators, such as developing a training curriculum.</text>
								</clause><clause id="H54FB488E42E944DA91F6600A46D3D1FB"><enum>(ii)</enum><header>Membership</header><text>The
				Secretary shall convene a patient navigation advisory committee and the members
				of such committee shall include—</text>
									<subclause id="H37B2700123CD4EE697F7A1FB7E4C3EF3"><enum>(I)</enum><text>representatives
				from relevant Federal departments and agencies, including the National
				Institutes of Health, the Centers for Disease Control and Prevention, the
				Health Resources and Services Administration, and the Centers for Medicare
				&amp; Medicaid Services; and</text>
									</subclause><subclause id="H8076F41C3E3344548B5AD4B66BE6F9F2"><enum>(II)</enum><text>individuals and
				representatives of public and private organizations with expertise in patient
				navigation.</text>
									</subclause></clause></subparagraph></paragraph><paragraph id="H41EBBB6D8A9548C18A00524573A523EA"><enum>(3)</enum><header>Patient
				navigator services</header><text display-inline="yes-display-inline">The term
				<term>patient navigator service</term> means a service that is a duty specified
				under paragraphs (1) through (6) of subsection (b) of section 340A of the
				Public Health Service Act and that is provided by a patient navigator (as
				defined in section 340A(l)(3) of the Public Health Service Act), through an
				eligible
				entity.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2F12D6BDC1EE4277935580CD58941E9E"><enum>(c)</enum><header>Treatment as
			 medical assistance for purposes of FMAP</header><text display-inline="yes-display-inline">Section 1905(a) of the Social Security Act
			 (42 U.S.C. 1396d(a)) is amended—</text>
				<paragraph id="H5D02FB15D54A4CB2AE478AC346DA4B29"><enum>(1)</enum><text>in paragraph (28),
			 by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H81A38E75E5CF4ED8AF32EAFFC9DAB268"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating paragraph (29) as
			 paragraph (30); and</text>
				</paragraph><paragraph id="H272B2BB23E9244BEA5459F44EEA5D9E5"><enum>(3)</enum><text>by inserting after
			 paragraph (28) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H67FF22E05158441D848AD5C096A5C349" style="OLC">
						<paragraph id="H7D37F59292A44CE4A90B9187FD7D8B24"><enum>(29)</enum><text display-inline="yes-display-inline">patient navigator services (as such term is
				defined in section 1902(ll)(3)) that are provided in a manner that meets the
				requirements of section 1902(a)(84);
				and</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H7FFFC2DFAD7D436C97EA361162BA4FD4"><enum>(d)</enum><header>Effective
			 date</header>
				<paragraph id="HEBA7C40826E541878A99D1F15150E931"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subject to
			 <internal-xref idref="HEE9CEDB6D3EA40B7BCAAA01503705113" legis-path="1.(d)(2)">paragraph (2)</internal-xref>, the amendments made this
			 section shall apply to patient navigator services provided after the first day
			 of the first calendar year that begins after the date of enactment of this
			 Act.</text>
				</paragraph><paragraph id="HEE9CEDB6D3EA40B7BCAAA01503705113"><enum>(2)</enum><header>Exception for
			 State legislation</header><text>In the case of a State plan under title XIX of
			 the Social Security Act, which the Secretary of Health and Human Services
			 determines requires State legislation in order for the respective plan to meet
			 any requirement imposed by amendments made by this Act, the respective plan
			 shall not be regarded as failing to comply with the requirements of such title
			 solely on the basis of its failure to meet such an additional requirement
			 before the first day of the first calendar quarter beginning after the close of
			 the first regular session of the State legislature that begins after the date
			 of enactment of this Act. For purposes of the previous sentence, in the case of
			 a State that has a 2-year legislative session, each year of the session shall
			 be considered to be a separate regular session of the State legislature.</text>
				</paragraph></subsection></section></legis-body>
