		<official-title>To prohibit the payment of surcharges for commemorative
		  coin programs to private organizations or entities, and for other
		  purposes.</official-title>

		<section id="H23BAE2F6FFE6472A99AF06FE2E42089E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Commemorative Coins Reform Act of
			 2012</short-title></quote>.</text>
		</section><section id="H0C053A4A4C884B13ABD2F8C10860B2FA" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on payment
			 of surcharges to non-Federal entities</header><text display-inline="no-display-inline">Section 5134(f) of title 31, United States
			 Code, is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HFA7CE6D4FC0D488EA22A1D42E6903D7C" style="OLC">
				<subsection id="HC057795944AB4F519D51F18CA01AAB58"><enum>(f)</enum><header>Prohibition on
				payment of surcharges to organizations outside of the Federal
				Government</header>
					<paragraph id="H1E96E3E96013450E8A50065B64E8B741"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding any other provision of law, no surcharges
				collected with respect to the sale of any numismatic item may be paid to any
				organization outside of the Federal Government, other than with respect to the
				costs of producing and selling such item.</text>
					</paragraph><paragraph id="HD43B9FAB4CFA4EA3A72011942A39C747"><enum>(2)</enum><header>Payment of
				costs</header><text>Surcharges collected in connection with the sale of any
				numismatic item shall be used to recover all numismatic operation and program
				costs allocable to the program under which such numismatic item is produced and
				sold.</text>
					</paragraph><paragraph id="H436C24F8EE8D42619DD07282AD545D50"><enum>(3)</enum><header>Excess deposited
				into Treasury</header><text>Amounts of surcharges collected in excess of the
				amounts described in paragraph (2) shall be transferred by the Fund to the
				general fund of the Treasury for the purpose of deficit
				reduction.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H3594C8CED2B64209A6B6F2DD3FDFB390"><enum>3.</enum><header>Applicability</header><text display-inline="no-display-inline">Subsection (f) of section 5134, United
			 States Code, as amended by this Act, shall apply with respect to any
			 commemorative coin program established or numismatic item produced pursuant to
			 an Act enacted on or after the date of enactment of this Act.</text>
