		<official-title>To amend title 31, United States Code, to require the
		  President to submit with the budget an estimate of the deficit using generally
		  accepted accounting principles.</official-title>

		<section id="H20659FEDDAE543B588E1B584F7488627" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Generally Accepted Accounting
			 Principles Act</short-title></quote> or the <quote><short-title>GAAP
			 Act</short-title></quote>.</text>
		</section><section id="H86016D3D81674F5BBDEC975DE27ACB0A"><enum>2.</enum><header>Budget deficit
			 calculation using generally accepted accounting principles</header>
			<subsection id="H104E50E1E44D4FDE9665BD2AB36C66A7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1105(a) of
			 title 31, United States Code, is amended—</text>
				<paragraph id="HD9CC7FE1C4B64EB5B7AEE7101EE8A74C"><enum>(1)</enum><text>by redesignating
			 the second paragraph (37) (relating to a list of plans and reports for
			 elimination or consolidation) as paragraph (39); and</text>
				</paragraph><paragraph id="HC0D5540D803343839F7BCAFCC45A6619"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H5791874068DD4E27AEC4BB58B4A25BC0" style="OLC">
						<paragraph id="H2FE6310FF38F4C3CA3AF513E24E11813"><enum>(40)</enum><text display-inline="yes-display-inline">an estimate of the deficit or surplus for
				the fiscal year for which the budget is submitted, prepared using generally
				accepted accounting
				principles.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HEE504BFF4D234D1E9370B88A7083B790"><enum>(b)</enum><header>Effective
			 date</header><text>The requirement added by subsection (a) shall take effect
			 beginning with the budget submission made by the President in 2014.</text>
