		  Revitalization Act of 2004 to improve the high-end computing research and
		  development program of the Department of Energy, and for other

		<section id="HAECD7D3DF37E4CD494A2255F01212807" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Department of Energy High-End
			 Computing Act of 2012</short-title></quote>.</text>
		</section><section id="HE78A21C4BDB544BA9DAE3E4AA9D83959"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 2 of the Department of Energy
			 High-End Computing Revitalization Act of 2004 (15 U.S.C. 5541) is amended by
			 striking paragraphs (1) through (5) and inserting—</text>
			<paragraph id="H00AA6C0FF4374C2E9FF20125577D9F34"><enum>(1)</enum><header>Co-design</header><text>The
			 term <term>co-design</term> means the joint development of application
			 algorithms, models, and codes with computer technology architectures and
			 operating systems to maximize effective use of high-end computing
			 systems.</text>
			</paragraph><paragraph id="H83BFBD40B1E642E4A8577DD975A4A2FF"><enum>(2)</enum><header>Department</header><text>The
			 term <term>Department</term> means the Department of Energy.</text>
			</paragraph><paragraph id="H12A6E3FFAA874604908FEC9DBD75E4E2"><enum>(3)</enum><header>Exascale</header><text>The
			 term <term>exascale</term> means computing system performance at or near 10 to
			 the 18th power floating point operations per second.</text>
			</paragraph><paragraph id="H017F99B4DB3B4523997F5AE8B3F7D549"><enum>(4)</enum><header>High-end
			 computing system</header><text display-inline="yes-display-inline">The term
			 <term>high-end computing system</term> means a computing system with
			 performance that substantially exceeds that of systems that are commonly
			 available for advanced scientific and engineering applications.</text>
			</paragraph><paragraph id="H8A89AAEAF3064A509745FA90DD4431A6"><enum>(5)</enum><header>Institution of
			 higher education</header><text>The term <term>institution of higher
			 education</term> has the meaning given the term in section 101(a) of the Higher
			 Education Act of 1965 (20 U.S.C. 1001(a)).</text>
			</paragraph><paragraph id="H6037761DD4274528AE75117732726C4C"><enum>(6)</enum><header>National
			 laboratory</header><text>The term <term>National Laboratory</term> means any
			 one of the seventeen laboratories owned by the Department.</text>
			</paragraph><paragraph id="H768E67A8CAD548D88A049FB8413FCC15"><enum>(7)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
			</paragraph></section><section id="HC45BFB9BAD4E4E32BF9A301D2264C565"><enum>3.</enum><header>Department of
			 Energy high-end computing research and development program</header><text display-inline="no-display-inline">Section 3 of the Department of Energy
			 High-End Computing Revitalization Act of 2004 (15 U.S.C. 5542) is
			 amended—</text>
			<paragraph id="H4FCFE36AA8A74ED59B3AA56A8F846E78"><enum>(1)</enum><text>in subsection
			 (a)(1), by striking <quote>program</quote> and inserting <quote>coordinated
			 program across the Department</quote>;</text>
			</paragraph><paragraph id="H633505C8DF3A47EAAD40EAC3E7315AF2"><enum>(2)</enum><text>in subsection
			 (b)(2), by striking <quote>vector</quote> and all that follows through
			 <quote>architectures</quote> and inserting <quote>computer technologies that
			 show promise of substantial reductions in power requirements and substantial
			 gains in parallelism of multicore processors, concurrency, memory and storage,
			 bandwidth, and reliability</quote>; and</text>
			</paragraph><paragraph id="HFF4075EF53EF4CC0A445067B8F628024"><enum>(3)</enum><text>by striking
			 subsection (d) and inserting the following:</text>
				<quoted-block id="HD1A78D77834545DA8B78BD959E7E5784" style="OLC">
					<subsection id="HB0337880271E45ADBD23A324673263B4"><enum>(d)</enum><header>Exascale
				computing program</header>
						<paragraph id="H526A83347EB84D13B44F559E73107C22"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall conduct a coordinated research
				program to develop one or more exascale computing systems to advance the
				missions of the Department.</text>
						</paragraph><paragraph id="H88BA26CB7D1C40F3AAB0B03A30E53837"><enum>(2)</enum><header>Execution</header><text>The
				Secretary shall through competitive merit review establish two or more National
				Laboratory-industry partnerships to conduct integrated research, development,
				and engineering of one or more prototype exascale systems, and—</text>
							<subparagraph id="H33D8DE346F8148CF82A8B960B3A61C91"><enum>(A)</enum><text>conduct
				mission-related co-design activities in developing such prototype exascale
				platforms; and</text>
							</subparagraph><subparagraph id="HC4F9D9EBE2ED4DE4AEAA712746CA98D3"><enum>(B)</enum><text>develop those
				advancements in hardware and software technology required to fully realize the
				potential of an exascale production system in addressing Department target
				applications and solving scientific problems involving predictive modeling and
				simulation and large-scale data analytics and management.</text>
							</subparagraph></paragraph><paragraph id="H0943889FFCFD4AFCA031C6B846C04B43"><enum>(3)</enum><header>Administration</header><text>In
				carrying out this program, the Secretary shall—</text>
							<subparagraph id="H6C7A7E19EA83436CBA6F49B9BEE1AB95"><enum>(A)</enum><text>provide, on a
				competitive, merit-reviewed basis, access for researchers in United States
				industry, institutions of higher education, National Laboratories, and other
				Federal agencies to these exascale systems, as appropriate; and</text>
							</subparagraph><subparagraph id="HA7FF2542F006414293EF60BA873FE9F6"><enum>(B)</enum><text>conduct outreach
				programs to increase the readiness for the use of such platforms by domestic
				industries, including manufacturers.</text>
							</subparagraph></paragraph><paragraph id="HCBC24B7D97AB4D03BE076E1F537E1C6C"><enum>(4)</enum><header>Reports</header>
							<subparagraph id="H9162E39CBDD44DFC85B38DE0823349FA"><enum>(A)</enum><header>Integrated
				strategy and program management plan</header><text>The Secretary shall submit
				to Congress, not later than 90 days after the date of enactment of the
				<short-title>Department of Energy High-End Computing Act
				of 2012</short-title>, a report outlining an integrated strategy and program
				management plan, including target dates for prototypical and production
				exascale platforms, interim milestones to reaching these targets, functional
				requirements, roles and responsibilities of National Laboratories and industry,
				acquisition strategy, and estimated resources required, to achieve this
				exascale system capability.</text>
							</subparagraph><subparagraph id="H8F13F9F30068457EBD81BFD3032A75A4"><enum>(B)</enum><header>Status
				reports</header><text>At the time of the budget submission of the Department
				for each fiscal year, the Secretary shall submit a report to Congress that
				describes the status of milestones and costs in achieving the objectives of the
				exascale computing
				program.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H5F461200C6384F41B75BABA35559B36D"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 4 of
			 the Department of Energy High-End Computing Revitalization Act of 2004 (15
			 U.S.C. 5543) is amended—</text>
			<paragraph id="HB394358E65E2459B96BEA7C09AD46D73"><enum>(1)</enum><text>by striking
			 <quote>this Act</quote> and inserting <quote>section 3(d)</quote>; and</text>
			</paragraph><paragraph id="HACC825E697AC4E04825DE3D90DD8D4E9"><enum>(2)</enum><text>by striking
			 paragraphs (1) through (3) and inserting the following:</text>
				<subparagraph id="H339203B711354A1480E5CFB8A26A6B9D"><enum>(A)</enum><text>$110,000,000 for
			 fiscal year 2013;</text>
				</subparagraph><subparagraph id="HC952C556000940CDB7C11D600BA6D9F2"><enum>(B)</enum><text>$195,000,000 for
			 fiscal year 2014; and</text>
				</subparagraph><subparagraph id="HA4FE3B20AA03417981051F628833F5FF"><enum>(C)</enum><text>$260,000,000 for
			 fiscal year 2015.</text>
