		<official-title>To amend title 38, United States Code, to direct the
		  Secretary of Veterans Affairs to consider the best interest of the veteran when
		  determining whether the veteran should receive certain contracted health care,
		  to amend the Wounded Warrior Act to improve access to certain medical care for
		  former members of the Armed Forces with severe injuries or illnesses, and for
		  other purposes.</official-title>

		<section id="H96F667FF44FC4B208B97AD948A31C976" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Veterans Health Access
			 Act</short-title></quote>.</text>
		</section><section id="HBCA539F1B71C4226A222CAED36E9F538" section-type="subsequent-section"><enum>2.</enum><header> Determination of
			 contract care authority for health care needs of veterans</header><text display-inline="no-display-inline">Section 1703 of title 38, United States
			 Code, is amended—</text>
			<paragraph id="HF127C5B3B53449849422CB43235C1A6D"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>When Department facilities</quote> and everything that
			 follows through <quote>required,</quote> and inserting <quote>In any case
			 described in subsection (e)(1),</quote>; and</text>
			</paragraph><paragraph id="HACE42C61910748B6A56F862576957FE3"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H89CFF0CCB63C49BC908110E35D003AE1" style="USC">
					<subsection id="H6817CBEE47B74EDF820F5CBBD69F1102"><enum>(e)</enum><header>Eligibility</header><paragraph commented="no" display-inline="yes-display-inline" id="HBC35CCE088094A18B8E8107F72CC79C2"><enum>(1)</enum><text display-inline="yes-display-inline">A case described in this paragraph is any
				case—</text>
							<subparagraph id="H69E12C6056424381BBC4351C4C64ED2B" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">when Department facilities are not capable
				of furnishing—</text>
								<clause id="H649417DF18CC46C1BA862B86DB7BA860"><enum>(i)</enum><text>economical hospital care or medical
				services because of geographical inaccessibility; or</text>
								</clause><clause id="H0DF01FE1470F45FD8D36FE3728B87D77"><enum>(ii)</enum><text>the care or services required;
				or</text>
								</clause></subparagraph><subparagraph id="H0EB9860983DC4304BC282E77DBBF4334" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">in
				which a physician of the Department determines that it is in the best interest
				of a veteran to receive hospital or medical services furnished in a
				non-Department facility in accordance with subsection (a).</text>
							</subparagraph></paragraph><paragraph id="H904B59887EDA42E2AF65F1C3696B2159" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary shall determine whether or
				not to furnish to a veteran care or services in a non-Department facility
				pursuant to this section by the date that is 30 days after the date on which
				the veteran requests such care or
				services.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H339A51396C7B46A9960870CF1D2EE1B8" section-type="subsequent-section"><enum>3.</enum><header>Access to certain
			 medical care for former members of the Armed Forces with severe injuries or
			 illnesses</header><text display-inline="no-display-inline">Section 1631(a) of
			 the Wounded Warrior Act (title XVI of Public Law 110–181; 10 U.S.C. 1071 note)
			 is amended—</text>
			<paragraph id="H43A924AF701746A3AF2EB3ADD3B0C5C9"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>not reasonably available</quote> and all that follows
			 through the period and inserting the following: <quote>that is not reasonably
			 available to such former member in the Department of Veterans Affairs or is
			 determined by the physician of the former member to be in the best interest of
			 the former member.</quote>; and</text>
			</paragraph><paragraph id="H4C3CDDD9AF114A5C80DDBFB10EC315F2"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>December 31, 2012</quote> and inserting <quote>December 31,
			 2016</quote>.</text>
