		<official-title>To establish a grant program to enhance existing
		  secondary education programs for the purpose of teaching high school students
		  about the Constitution of the United States and the constitutions of the
		  individual States.</official-title>

		<section id="H54313D149ABD431B900D8037E67141C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Constitution and Citizenship Day Act
			 of 2012</short-title></quote>.</text>
		</section><section id="H2BBDC58C15A743AC942FE02FF8FB396F"><enum>2.</enum><header>Constitution Day
			 and civic responsibility system for students</header><text display-inline="no-display-inline">Part C of title II of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6601 et seq.) is amended by adding
			 at the end the following new subpart:</text>
			<quoted-block display-inline="no-display-inline" id="HA80C7970A0FB4693ACFAABC0A3CCE6FD" style="OLC">
				<subpart id="HCB479B302595480CACF70B5D0058181E"><enum>6</enum><header>Teaching of the
				Constitution</header>
					<section id="H055CA7F391C34C49B05510C38F560D94"><enum>2371.</enum><header>Establishment
				and operation of Constitution Day Grant Program</header>
						<subsection id="HFCD7E4E7CCEE4671AC355143F177F1A1"><enum>(a)</enum><header>Grant program
				authorized</header><text display-inline="yes-display-inline">The Secretary
				shall establish and implement a grant program, to be known as the
				<term>Constitution Day Grant Program</term>, under which the Secretary shall
				award grants on a competitive basis to local educational agencies and charter
				schools for the purposes of enhancing educational programs to teach students
				about the United States Constitution and the constitution of the State in which
				the grant recipient is located.</text>
						</subsection><subsection id="HA0FBCAC512F542F3AB2088E0B601DD4F"><enum>(b)</enum><header>Grantee
				eligibility requirements</header><text display-inline="yes-display-inline">Grants under this section may only be
				awarded to a local educational agency or charter school with established
				secondary educational programs to teach students about the United States
				Constitution and the constitution of the State in which the grant recipient is
				located.</text>
						</subsection><subsection id="HAEE71FBEC6B84068A4D10C150D40081C"><enum>(c)</enum><header>Operation of
				educational programs</header><text display-inline="yes-display-inline">An
				educational program funded by a grant under this section shall—</text>
							<paragraph id="HC491C36E824C441AAD8AC9A47759B433"><enum>(1)</enum><text display-inline="yes-display-inline">occur on Constitution Day, September 17, of
				each calender year (or on the Monday immediately following Constitution Day, if
				Constitution Day falls on a Saturday or a Sunday);</text>
							</paragraph><paragraph id="H32DBA6A484AB4379B22CF510DFC9C101"><enum>(2)</enum><text>include
				assemblies, discussions, presentations, or events commemorating the
				Constitution of the United States and the constitution of the State in which
				the grant recipient is located;</text>
							</paragraph><paragraph id="H60DB184F5F1748EDBD73AE7222F27977"><enum>(3)</enum><text display-inline="yes-display-inline">include efforts to reinforce existing
				Constitutional curricula conducted by the grant recipient; and</text>
							</paragraph><paragraph id="HECAB592A27574BE485D189E7BFD2868A"><enum>(4)</enum><text display-inline="yes-display-inline">make available to eligible students
				participating in such program the ability to register to vote.</text>
							</paragraph></subsection><subsection id="H434CC0DB53034F5ABE9725FE1845B155"><enum>(d)</enum><header>Voter
				registration laws</header><text display-inline="yes-display-inline">A grant
				recipient under this section shall abide by all applicable State and Federal
				voter registration laws.</text>
						</subsection></section><section id="HF9DEE608882E4CD98BBE082452071D70"><enum>2372.</enum><header>Grant
				application process</header>
						<subsection id="HD4719C7A820F462684AFB14A6245569B"><enum>(a)</enum><header>Secretary
				created process</header><text display-inline="yes-display-inline">The Secretary
				shall develop an application process for the grant program under this subpart,
				consistent with the requirements of this section.</text>
						</subsection><subsection id="HA3B68C69BA5D436A9624EB2D8F1470DD"><enum>(b)</enum><header>Grant
				application requirements</header><text display-inline="yes-display-inline">An
				application for a grant under this subpart shall—</text>
							<paragraph id="H807D4ED4DA8A45228895DACC7AA53B7B"><enum>(1)</enum><text display-inline="yes-display-inline">describe the educational activities to be
				funded by the grant; and</text>
							</paragraph><paragraph id="HD3C0825CB8C94851B2CF4446D6D75B02"><enum>(2)</enum><text display-inline="yes-display-inline">provide assurances that the requirements of
				section 2371(c) will be met, and any additional assurances that the Secretary
				determines to be necessary to ensure compliance with the requirements of this
				subpart.</text>
							</paragraph></subsection></section><section id="HA1F99C1A29474C039616C9447A9693F3"><enum>2373.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There is
				authorized to be appropriated to the Secretary $4,000,000 for each of fiscal
				years 2013 through 2017 to carry out this
				subpart.</text>
