3.Scoring of
budgetary effectsThe
budgetary effects of this Act, for the purpose of complying with the Statutory
Pay-As-You-Go Act of 2010, shall be determined by reference to the latest
statement titled Budgetary Effects of PAYGO Legislation
for this
Act, submitted for printing in the Congressional Record by the Chairman of the
House Budget Committee, provided that such statement has been submitted prior
to the vote on passage.
<enum>I</enum><header>Construction
authorizations</header>
<section id="HA90CECD13C4B4A10B9EF61156B330466"><enum>101.</enum><header>Authorization
of fiscal year 2013 major medical facility projects</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry
out the following major medical facility projects in fiscal year 2013 in the
amount specified for each project:</text>
<paragraph id="HD0F4668EBBD24F66818368C65A796837"><enum>(1)</enum><text display-inline="yes-display-inline">Construction of a mental health building at
the Department of Veterans Affairs Medical Center, Seattle, Washington, in an
amount not to exceed $222,000,000.</text>
</paragraph><paragraph id="HB32313141EAA4B9AA79FDD250F22659B"><enum>(2)</enum><text display-inline="yes-display-inline">Construction of a spinal cord injury center
at the Department of Veterans Affairs Medical Center, Dallas, Texas, in an
amount not to exceed $155,200,000.</text>

of major medical facility project in Miami, Florida</header>
<subsection id="HBE4E86F1E06D4F048C89FAA9301D5307"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary of
Veterans Affairs may carry out the major medical facility project described in
subsection (b) in an amount not to exceed a total of $41,000,000.</text>
</subsection><subsection id="HB890ED517E3449B68E0994FC3928E7E5"><enum>(b)</enum><header>Project
described</header><text display-inline="yes-display-inline">The major medical
facility project described in this subsection is the renovation of the surgical
suite and operating rooms at the Department of Veterans Affairs Medical Center,
Miami, Florida.</text>
</subsection></section><section id="H00A2BDF29D3A4155AB68EE6A6857E56C"><enum>103.</enum><header>Authorization
of appropriations</header>
<subsection id="H47A74685411143D09158063A9567A8F1"><enum>(a)</enum><header>Authorization of
appropriations for construction</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
the Secretary of Veterans Affairs for fiscal year 2013 or the year in which
funds are appropriated for the Construction, Major Projects, account
$377,200,000 for the projects authorized in section 101.</text>
</subsection><subsection id="H0958260DC93544AE8398D807EE745684"><enum>(b)</enum><header>Limitation</header><text>In
addition to any limitations under
<external-xref legal-doc="usc" parsable-cite="usc/38/8104">section
8104</external-xref> of title 38, United States Code, or other provision of law
that apply to the projects authorized in section 101 and 102, such projects may
only be carried out using—</text>
<paragraph id="HDE59E7E3CAA04EBB90FE56BE683D3A61"><enum>(1)</enum><text>funds appropriated
for fiscal year 2013 pursuant to the authorization of appropriations in
subsection (a) of this section;</text>
</paragraph><paragraph id="HBB98D1352C274B9A8E59CA1F01F3F8BD"><enum>(2)</enum><text>funds available
for Construction, Major Projects, for a fiscal year before fiscal year 2013
that remain available for obligation;</text>
</paragraph><paragraph id="H772DCA081EEE4DD99462E76F7DB18F75"><enum>(3)</enum><text>funds available
for Construction, Major Projects, for a fiscal year after fiscal year 2013 that
remain available for obligation;</text>
</paragraph><paragraph id="H55A62BCCAA524D8396439B0112699214"><enum>(4)</enum><text>funds appropriated
for Construction, Major Projects, for fiscal year 2013 for a category of
activity not specific to a project;</text>
</paragraph><paragraph id="H20B744256B454FA8BF16847C1BF37736"><enum>(5)</enum><text>funds appropriated
for Construction, Major Projects, for a fiscal year before 2013 for a category
of activity not specific to a project; and</text>
</paragraph><paragraph id="H39CAA1965DE34465B01D252AD3DA1F86"><enum>(6)</enum><text>funds appropriated
for Construction, Major Projects, for a fiscal year after 2013 for a category
of activity not specific to a project.</text>
</paragraph></subsection></section><enum>II</enum><header>Extensions of
certain expiring authorities</header>
<section id="HD0DE82B554EF4A099B0D7B86ED6A4ABE"><enum>201.</enum><header>Extension of
authority to calculate the net value of real property securing a defaulted loan
for purposes of liquidation</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3732">Section 3732(c)(11)</external-xref>
is amended by striking <quote>October 1, 2012</quote> and inserting
<quote>October 1, 2013</quote>.</text>
</section><section id="HE57FABFA6A6F4A1CB1E2BD31A816DCAF"><enum>202.</enum><header>Extension of
authority for operation of the Department of Veterans Affairs regional office
in Manila, the Republic of the Philippines</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/315">Section 315(b)</external-xref> is
amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>. Such section 315 shall be carried out as
amended by this section notwithstanding the date described in section 151 of
the Continuing Appropriations Resolution, 2013.</text>
</section><section id="H44A9E71C7572479CA003C720275E7D8B"><enum>203.</enum><header>Extension of
authority to provide treatment, rehabilitation, and certain other services for
seriously mentally ill and homeless veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2031">Section 2031(b)</external-xref> is
amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>.</text>
</section><section id="H731A384F64BE40E49283E7E0B709E393"><enum>204.</enum><header>Extension of
authority to provide expanded services to homeless veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2033">Section 2033(d)</external-xref> is
amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>.</text>
</section><section id="HE7A89985F3AE4A94B5D0F5C2654CE2D1"><enum>205.</enum><header>Extension of
authority to provide housing assistance for homeless veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2041">Section 2041(c)</external-xref> is
amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>.</text>

authority for the Advisory Committee on Homeless Veterans</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/2066">Section 2066(d)</external-xref> is
amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>.</text>
</section><section id="HAF82D7A8EC3B4C2EBBFBEF136BA4BD56"><enum>207.</enum><header>Extension of
authority for the performance of medical disability examinations by contract
physicians</header><text display-inline="no-display-inline">Section 704(c) of
the Veterans Benefits Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/38/5101">38 U.S.C. 5101</external-xref>
note) is amended by striking <quote>December 31, 2012</quote> and inserting
<quote>December 31, 2013</quote>.</text>
