			 38, United States Code</header><text display-inline="no-display-inline">Except
			 as otherwise expressly provided, whenever in this Act an amendment or repeal is
			 expressed in terms of an amendment to, or repeal of, a section or other
			 provision, the reference shall be considered to be made to a section or other
			 provision of title 38, United States Code.</text>
		</section><section id="H72C6BE61A3534592A2C45CBC9FA59088"><enum>3.</enum><header>Scoring of
			 budgetary effects</header><text display-inline="no-display-inline">The
			 budgetary effects of this Act, for the purpose of complying with the Statutory
			 Pay-As-You-Go Act of 2010, shall be determined by reference to the latest
			 statement titled <quote>Budgetary Effects of PAYGO Legislation</quote> for this
			 Act, submitted for printing in the Congressional Record by the Chairman of the
			 House Budget Committee, provided that such statement has been submitted prior
			 to the vote on passage.</text>
		</section><title id="HB6591BAB474346F5A68636EC7C09BE0D"><enum>I</enum><header>Construction
			 authorizations</header>
			<section id="H876C72AB13F846A6998B83FC02EE2F38"><enum>101.</enum><header>Authorization
			 of fiscal year 2013 major medical facility projects</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs may carry
			 out the following major medical facility projects in fiscal year 2013 in the
			 amount specified for each project:</text>
				<paragraph id="HC5CB62FF09B447498FB1BFDBC69787BB"><enum>(1)</enum><text display-inline="yes-display-inline">Construction of a mental health building at
			 the Department of Veterans Affairs Medical Center, Seattle, Washington, in an
			 amount not to exceed $222,000,000.</text>
				</paragraph><paragraph id="HADD761B98C1446F8B8A94740AE9B638A"><enum>(2)</enum><text display-inline="yes-display-inline">Construction of a spinal cord injury center
			 at the Department of Veterans Affairs Medical Center, Dallas, Texas, in an
			 amount not to exceed $155,200,000.</text>
				</paragraph></section><section id="H602311C1C2D948569436B1837404A1F4"><enum>102.</enum><header>Authorization
			 of major medical facility project in Miami, Florida</header>
				<subsection id="HC3F9D4EC702D4C92ACB65F20B8D51FC3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs may carry out the major medical facility project described in
			 subsection (b) in an amount not to exceed a total of $41,000,000.</text>
				</subsection><subsection id="HE06531181EEF4496B6903C612C52EA49"><enum>(b)</enum><header>Project
			 described</header><text display-inline="yes-display-inline">The major medical
			 facility project described in this subsection is the renovation of the surgical
			 suite and operating rooms at the Department of Veterans Affairs Medical Center,
			 Miami, Florida.</text>
				</subsection></section><section id="H33B31A3B6B7549E9811078D0CCFD93C6"><enum>103.</enum><header>Authorization
			 of fiscal year 2013 major medical facility leases</header>
				<subsection id="H9007CDBFB35E4AAE8E00F79AC788B76C"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs may carry out the following major medical facility leases in
			 fiscal year 2013 at the locations specified, and in an amount for each lease
			 not to exceed the amount shown for such location:</text>
					<paragraph id="HDC6988C3F07F453EB8179F748DA63A52"><enum>(1)</enum><text>For a clinical
			 research and pharmacy coordinating center, Albuquerque, New Mexico, an amount
			 not to exceed $7,281,000.</text>
					</paragraph><paragraph id="HAED6A525AC3345C79B04057D11D524E0"><enum>(2)</enum><text>For a community
			 based outpatient clinic, Brick, New Jersey, an amount not to exceed
			 $6,314,000.</text>
					</paragraph><paragraph id="HD79C43385655466CB6EF56422C3194DE"><enum>(3)</enum><text>For a new primary
			 care and dental clinic annex, Charleston, South Carolina, an amount not to
			 exceed $9,410,000.</text>
					</paragraph><paragraph id="HF2BDE840BE0C401B966341A82B39D576"><enum>(4)</enum><text>For the Cobb
			 County Community Based Outpatient Clinic, Cobb County, Georgia, an amount not
			 to exceed $6,415,000.</text>
					</paragraph><paragraph id="HFD869760A18E4F119E7910A5E29CDDD8"><enum>(5)</enum><text>For the Leeward
			 Outpatient Healthcare Access Center, Honolulu, Hawaii, including a co-located
			 clinic with the Department of Defense and the co-location of the Honolulu
			 Regional Office of the Veterans Benefits Administration and the Kapolei Vet
			 Center of the Department of Veterans Affairs, an amount not to exceed
			 $16,453,300.</text>
					</paragraph><paragraph id="H064A458ECE524B09B3E6FF83771E6A7E"><enum>(6)</enum><text>For a community
			 based outpatient clinic, Lafayette, Louisiana, an amount not to exceed
			 $3,039,296.</text>
					</paragraph><paragraph id="H8A3D362B4D3240B4AC9ACA75CE76E002"><enum>(7)</enum><text>For a community
			 based outpatient clinic, Lake Charles, Louisiana, an amount not to exceed
			 $2,312,128.</text>
					</paragraph><paragraph id="H241D435397634B9D90AFFDBF3DF6C3EB"><enum>(8)</enum><text>For outpatient
			 clinic consolidation, New Port Richey, Florida, an amount not to exceed
			 $11,373,000.</text>
					</paragraph><paragraph id="H629025A2A3CC4D169488C632611A785D"><enum>(9)</enum><text>For an outpatient
			 clinic, Ponce, Puerto Rico, an amount not to exceed $15,325,500.</text>
					</paragraph><paragraph id="HAC89D1DF867B45ECB75BE454310BCCA0"><enum>(10)</enum><text>For lease
			 consolidation, San Antonio, Texas, an amount not to exceed $21,143,000.</text>
					</paragraph><paragraph id="H660D662FF8174B9A8AA8ADFEE38FF7B3"><enum>(11)</enum><text>For the Errera
			 Community Care Center, West Haven, Connecticut, an amount not to exceed
			 $4,842,000.</text>

			 Worchester Community Based Outpatient Clinic, Worchester, Massachusetts, an
			 amount not to exceed $4,249,000.</text>
					</paragraph></subsection><subsection id="H863197D93EAF4AA6A44BA75227CA117D"><enum>(b)</enum><header>Daniel Kahikina
			 Akaka Department of Veterans Affairs Healthcare Access Center</header>
					<paragraph id="H0F1D454CD8B74FFBBFB446ACDBA98E37"><enum>(1)</enum><header>Designation</header><text>The
			 outpatient healthcare access center in Honolulu, Hawaii, described in
			 subsection (a)(5) shall after the date of the enactment of this Act be known
			 and designated as the <quote>Daniel Kahikina Akaka Department of Veterans
			 Affairs Healthcare Access Center</quote>.</text>
					</paragraph><paragraph id="H1FF7A8FCDEA14C7AB0B1E263AF24F5C3"><enum>(2)</enum><header>References</header><text display-inline="yes-display-inline">Any reference in any law, regulation, map,
			 document, record, or other paper of the United States to the center referred to
			 in subsection (b)(1) shall be considered to be a reference to the <quote>Daniel
			 Kahikina Akaka Department of Veterans Affairs Healthcare Access
			 Center</quote>.</text>
					</paragraph></subsection></section><section id="H7E3EB389AB9449EBAB52D29C893AF378"><enum>104.</enum><header>Authorization
			 in reduced amounts for major facility leases previously authorized in prior
			 fiscal years</header><text display-inline="no-display-inline">The Secretary of
			 Veterans Affairs may carry out the following major medical facility leases in
			 fiscal year 2013 at the locations specified, in an amount for each lease not to
			 exceed the amount shown for such location:</text>
				<paragraph id="H607CB7B2403848A4B0BA858C5099A0A6"><enum>(1)</enum><text display-inline="yes-display-inline">For a community based outpatient clinic,
			 Johnson County, Kansas, authorized by section 1(a)(9) of the Act entitled
			 <quote>An Act to authorize major medical facility leases for the Department of
			 Veterans Affairs for fiscal year 2010, and for other purposes.</quote> (Public
			 Law 111–82; 123 Stat. 2140), an amount not to exceed $2,431,900.</text>
				</paragraph><paragraph id="HE2C150F254ED437F898CDC12889B76A9"><enum>(2)</enum><text display-inline="yes-display-inline">For the expansion of a community based
			 outpatient clinic, San Diego, California, authorized by section 901(3) of the
			 Veterans’ Benefits Act of 2010 (Public Law 111–275; 124 Stat. 2894), an amount
			 not to exceed $11,893,505.</text>
				</paragraph><paragraph id="HF3DC5CBC02BA4D4CB28095FAF95ACD15"><enum>(3)</enum><text display-inline="yes-display-inline">For the expansion of the community based
			 outpatient clinic, Tyler, Texas, authorized by section 7(a)(3) of the Veterans
			 Programs Extension Act of 2006 (Public Law 109–444; 120 Stat. 3312), an amount
			 not to exceed $3,610,775.</text>
				</paragraph></section><section id="H11D5ED09E9344C0ABA48F87BAB61B6D2"><enum>105.</enum><header>Authorization
			 of appropriations</header>
				<subsection id="H916F15A972944766A43AB9101347D55D"><enum>(a)</enum><header>Authorization of
			 appropriations for construction</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
			 the Secretary of Veterans Affairs for fiscal year 2013 or the year in which
			 funds are appropriated for the Construction, Major Projects, account
			 $377,200,000 for the projects authorized in section 101.</text>
				</subsection><subsection id="HFF0C7051B61E4C49BF6212B389441ED6"><enum>(b)</enum><header>Authorization of
			 appropriations for medical facility leases</header><text display-inline="yes-display-inline">There is authorized to be appropriated to
			 the Secretary of Veterans Affairs for fiscal year 2013 or the year in which
			 funds are appropriated for the Medical Facilities account $126,093,404 for the
			 leases authorized in sections 103(a) and 104.</text>
				</subsection><subsection id="H5373A8D9AF5C41DA99B5BDA4BFBECEBF"><enum>(c)</enum><header>Limitation</header><text>In
			 addition to any limitations under section 8104 of title 38, United States Code,
			 or other provision of law that apply to the projects authorized in section 101
			 and 102, such projects may only be carried out using—</text>
					<paragraph id="H8623CF02E46B4A079E73D16C3993D1BF"><enum>(1)</enum><text>funds appropriated
			 for fiscal year 2013 pursuant to the authorization of appropriations in
			 subsection (a) of this section;</text>
					</paragraph><paragraph id="H55660E2A05304F07965070EB3DE497F4"><enum>(2)</enum><text>funds available
			 for Construction, Major Projects, for a fiscal year before fiscal year 2013
			 that remain available for obligation;</text>
					</paragraph><paragraph id="HE32D234AADE64B67951AA5995DE71870"><enum>(3)</enum><text>funds available
			 for Construction, Major Projects, for a fiscal year after fiscal year 2013 that
			 remain available for obligation;</text>
					</paragraph><paragraph id="HC9C0F400BD2D490ABFFBAA09DEE232C8"><enum>(4)</enum><text>funds appropriated
			 for Construction, Major Projects, for fiscal year 2013 for a category of
			 activity not specific to a project;</text>
					</paragraph><paragraph id="HB5EBBEA0FF4E4C6E96039A1AD7627ED1"><enum>(5)</enum><text>funds appropriated
			 for Construction, Major Projects, for a fiscal year before 2013 for a category
			 of activity not specific to a project; and</text>
					</paragraph><paragraph id="H20F4EE7CE89949468E1E4CB68855303C"><enum>(6)</enum><text>funds appropriated
			 for Construction, Major Projects, for a fiscal year after 2013 for a category
			 of activity not specific to a project.</text>
					</paragraph></subsection></section></title><title id="H2BBE4F2941BD42969E4D58CC4CE8E658"><enum>II</enum><header>Extensions of
			 certain expiring authorities</header>
			<section id="HFEFC6C341A42497EBC3CB5FD0D81FB82"><enum>201.</enum><header>Extension of
			 authority to calculate the net value of real property securing a defaulted loan
			 for purposes of liquidation</header><text display-inline="no-display-inline">Section 3732(c)(11) is amended by striking
			 <quote>October 1, 2012</quote> and inserting <quote>October 1,
			 2013</quote>.</text>
			</section><section id="H865DC4152B8F4D35979377FA77CEA5BC"><enum>202.</enum><header>Extension of
			 authority for operation of the Department of Veterans Affairs regional office
			 in Manila, the Republic of the Philippines</header><text display-inline="no-display-inline">Section 315(b) is amended by striking
			 <quote>December 31, 2012</quote> and inserting <quote>December 31,
			 2013</quote>. Such section 315 shall be carried out as amended by this section
			 notwithstanding the date described in section 151 of the Continuing
			 Appropriations Resolution, 2013.</text>
			</section><section id="HA768B6D963A8498BAB2499FD37A583E8"><enum>203.</enum><header>Extension of
			 authority to provide treatment, rehabilitation, and certain other services for
			 seriously mentally ill and homeless veterans</header><text display-inline="no-display-inline">Section 2031(b) is amended by striking
			 <quote>December 31, 2012</quote> and inserting <quote>December 31,
			 2013</quote>.</text>
