		<official-title>To amend the Internal Revenue Code of 1986 to allow a
		  partial exclusion under section 911 for foreign earned income of employees of
		  United States Government contractors who do not fulfill their foreign country
		  residency requirements by reason of an Armed Forces troop reduction or similar
		  cause beyond the employer’s control.</official-title>

		<section id="H1150AEAF6BCB4F5991313124C8846802" section-type="section-one"><enum>1.</enum><header>Partial section 911 exclusion
			 for employees of United States Government contractors</header>
			<subsection id="HCB9E05FFC1B84B0B98FE36CE8C7A2E58"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (d) of
			 section 911 of the Internal Revenue Code of 1986 (relating to definitions and
			 special rules) is amended by redesignating paragraphs (5) through (9) as
			 paragraphs (6) through (10), respectively, and by inserting after paragraph (4)
			 the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HD4FB6E469CDF4551964F2D84790D225B" style="OLC">
					<paragraph id="H8124D65409834C23B2A443992CF3B1FF"><enum>(5)</enum><header>Waiver of period
				of stay in foreign country on account of termination of defense contract,
				etc</header>
						<subparagraph id="HBBD0BCA1C0C74E26BF37E1470B9A3931"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The requirements of
				paragraph (4)(B) shall be treated as met by an employee of a United States
				Government contractor who, before meeting the requirements of paragraph (1),
				leaves the foreign country referred to in paragraph (4)(A) as a direct result
				of—</text>
							<clause id="H0F83886387064899BE6B1075E7EA09C0"><enum>(i)</enum><text>a
				reduction in the number of personnel serving in a combat zone in such country
				as members of the Armed Forces of the United States,</text>
							</clause><clause id="HD08CF39AFF454B9D8BAC9561AD21E7F5"><enum>(ii)</enum><text>a
				termination of the contract under which such contractor is performing services
				in a combat zone in such country or in direct support of operations of the
				Armed Forces of the United States in a combat zone in such country, or</text>
							</clause><clause id="H41556019BAEE4BCDA3EF9A62700C6B72"><enum>(iii)</enum><text>the termination
				of such employee’s employment with the contractor on account of either of the
				foregoing.</text>
							</clause></subparagraph><subparagraph id="H62610C4E0A404F65B3FF1BFF39587EA4"><enum>(B)</enum><header>United States
				Government contractor</header><text>For purposes of subparagraph (A), the term
				<term>United States Government contractor</term> means any person who is
				performing services in a foreign country directly or indirectly pursuant to a
				contract with the United States.</text>
						</subparagraph><subparagraph id="H2634485347DB49CB95EE877C59D2CB93"><enum>(C)</enum><header>Employee</header><text display-inline="yes-display-inline">For purposes of subparagraph (A), the term
				<term>employee</term> includes an employee within the meaning of section
				401(c)(1).</text>
						</subparagraph><subparagraph id="HAF05C3EBF9C94B5596C329DF6263816C"><enum>(D)</enum><header>Combat
				zone</header><text>For purposes of this paragraph, the term <term>combat
				zone</term> has the meaning given such term by section 112(c)(2).</text>
						</subparagraph><subparagraph id="H46A1850AEE3B41AEAE8CFCD872F8824B"><enum>(E)</enum><header>Application of
				paragraph</header><text display-inline="yes-display-inline">This paragraph
				shall apply to employees who leave the foreign country referred to in paragraph
				(4)(A) after December 31,
				2011.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H65DD9AAF47D14A9DBDDF9F88854FB4EC"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The heading for paragraph (4) of section 911(d) of such
			 Code is amended by inserting <quote><header-in-text level="paragraph" style="OLC">on account of war, civil unrest, etc</header-in-text></quote> after
			 <quote><header-in-text level="paragraph" style="OLC">foreign
			 country</header-in-text></quote>.</text>
			</subsection><subsection id="H020062D81FDE429CB107ABDA3AB30C01"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to taxable
			 years ending after December 31, 2011.</text>
