		  Education Act of 1965 to establish a Federal <quote>Grow Your Own

		<section id="HADD244A6860E4E4F8496EF3F2F55BB30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Grow Your Own Teacher
			 Act</short-title></quote>.</text>
		</section><section id="H2044735E79C44C65978EB32F67FAFA7E" section-type="subsequent-section"><enum>2.</enum><header>Grow Your Own Teacher
			 program</header><text display-inline="no-display-inline">Title II of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 6601 et seq.) is
			 amended by adding at the end the following:</text>

				<part id="H7330791E0CCA4EAF871F0B50A662EBA9"><enum>E</enum><header>Grow
				Your Own Teacher Program</header>
					<section id="H8693DD8A511845FFA8652D5BF1B4195F"><enum>2501.</enum><header>Grow Your Own
				Teacher program</header>
						<subsection id="H59CC54503C5C4D62B582E169BE7D493D"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">From amounts made
				available to carry out this part, the Secretary shall carry out a program to
				make grants, on a competitive basis, to eligible entities, to be used by such
				entities to train and employ eligible individuals in hard-to-staff schools or
				hard-to-staff teaching positions in accordance with
				<internal-xref idref="HF4A1268A4E4445D4B977CBC2E19205C1" legis-path="2501.(c)">subsection (c)</internal-xref>.</text>
						</subsection><subsection id="H822C75161E724433BDC2CD501DB5246E"><enum>(b)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="HD402C4A42D094361ADA59BF6EEA9FD9E"><enum>(1)</enum><header>Eligible
				entity</header><text display-inline="yes-display-inline">The term
				<term>eligible entity</term> means a consortium consisting of—</text>
								<subparagraph id="H2C728129F85C4E1FA9DE21633D3D8148"><enum>(A)</enum><text>a local
				educational agency that is eligible to receive funds under part A of title I;
				and</text>
								</subparagraph><subparagraph id="HDF98A812100648CFB00F4E459F831990"><enum>(B)</enum><text>an institution of
				higher education that offers a program, accredited by the State, for preparing
				individuals to fulfill all the requirements for receiving a teaching
				certificate in the State of the local educational agency described in
				subparagraph (A).</text>
								</subparagraph></paragraph><paragraph id="H70B190680A1F43918B8910B02495C84B"><enum>(2)</enum><header>Eligible
				individual</header><text>The term <term>eligible individual</term> means an
				individual—</text>
								<subparagraph id="H73F9EEABF42D4E2C96470FD5E0C0E37C"><enum>(A)</enum><text display-inline="yes-display-inline">who—</text>
									<clause id="HD985B8F9D50A46DF9BC9AA8C202AC30F"><enum>(i)</enum><text>received a high
				school diploma from a local educational agency described in
				<internal-xref idref="H2C728129F85C4E1FA9DE21633D3D8148" legis-path="2501.(b)(1)(A)">paragraph (1)(A)</internal-xref>; and</text>
									</clause><clause id="H9024D6B5AA714646BDB25D49538A378E"><enum>(ii)</enum><text>is enrolled in a
				program to receive a teaching certificate in the State of the local educational
				agency at an institution of higher education described in
				<internal-xref idref="HDF98A812100648CFB00F4E459F831990" legis-path="2501.(b)(1)(B)">paragraph (1)(B)</internal-xref>; and</text>
									</clause></subparagraph><subparagraph id="H5F5F230F18F245D7A76844B06769EE5C"><enum>(B)</enum><text>is—</text>
									<clause id="HECB617E6C7F049FF9485774E775DACB3"><enum>(i)</enum><text>a
				high school graduate who graduated not more than 5 years ago;</text>
									</clause><clause id="HCCB348F5994644E88A19D3726C33E54D"><enum>(ii)</enum><text>a
				parent of a current or former student of the local educational agency who has a
				history of working to improve the local educational agency; or</text>
									</clause><clause id="HA82D3783D4484E6AAB6C2E6A9B7A5D26"><enum>(iii)</enum><text>an education
				support professional in the local educational agency who works with students in
				an instructional role.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" id="H6256395BE9A0455A8A221CA4DEB91A91"><enum>(3)</enum><header>Veteran
				teacher</header><text>The term <term>veteran teacher</term> means a teacher who
				has taught in a local educational agency described in
				<internal-xref idref="H2C728129F85C4E1FA9DE21633D3D8148" legis-path="2501.(b)(1)(A)">paragraph (1)(A)</internal-xref> for a period of
				least 15 years.</text>
							</paragraph><paragraph id="H123E565AF77F4DC78554BE5ED2E1E168"><enum>(4)</enum><header>Student
				loans</header><text>The term <term>student loans</term> means any loans awarded
				to an eligible individual under title IV of the Higher Education Act of 1965
				(20 U.S.C. 1070 et seq.).</text>
							</paragraph></subsection><subsection id="HF4A1268A4E4445D4B977CBC2E19205C1"><enum>(c)</enum><header>Use of
				funds</header>
							<paragraph commented="no" id="H909E8F6A11C641238CD7879F5A4F7D35"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">An eligible entity
				receiving a grant under this section shall use such grant funds to—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="HC537C00B89CF40A897518664BD3C436E"><enum>(A)</enum><text display-inline="yes-display-inline">conduct a training program for eligible
				individuals to be teachers, which shall include requiring such individuals to
				observe and work with a veteran teacher in a classroom for at least one
				year;</text>
								</subparagraph><subparagraph commented="no" id="H13B200A7D3DF4D93A6B035B196F06C31"><enum>(B)</enum><text display-inline="yes-display-inline">employ such individuals in hard-to-staff
				schools and hard-to-staff teaching positions in the local educational agency of
				the eligible entity, with priority given to teaching positions in mathematics,
				science, special education, world languages, and English as a second language;
				and</text>
								</subparagraph><subparagraph commented="no" id="HF132F7B381F64F8AB148242D76112533"><enum>(C)</enum><text>employ such
				individuals in a manner that reduces the divergence between the racial
				diversity of teachers and of students.</text>
								</subparagraph></paragraph><paragraph id="HB9A4E962E41441CE9C0C4EA04E70EC2A"><enum>(2)</enum><header>Other authorized
				activities</header><text>An eligible entity receiving a grant under this
				section may use any grant funds that remain after carrying out
				<internal-xref idref="H909E8F6A11C641238CD7879F5A4F7D35" legis-path="2501.(c)(1)">paragraph (1)</internal-xref> for the following
				activities:</text>
								<subparagraph id="HCD37A16DD887436CB04565D7FD4B894A"><enum>(A)</enum><text>Helping an
				eligible individual trained under this section to cover the costs of childcare
				and other indirect expenses that are reasonably required by the individual to
				participate in the training program.</text>
								</subparagraph><subparagraph id="H95D707BC59644EDB93A9B792A985857A"><enum>(B)</enum><text>Recruiting and
				counseling eligible individuals, and individuals who are likely to become
				eligible individuals in the near future (such as students soon to receive a
				high school diploma from a local educational agency described in subsection
				(b)(1)(A)), to participate in the training program.</text>
								</subparagraph><subparagraph id="H7F13D688A6FB4F638DBAD3E2A9E6957A"><enum>(C)</enum><text>Providing space in
				the community of the eligible entity to carry out the activities described in
				subparagraph (B).</text>
								</subparagraph><subparagraph id="H2CEACA7E971E4F33838C1DE9FBB32570"><enum>(D)</enum><text>Offering the
				training program under this section in community settings and to provide
				tutoring services to supplement the training.</text>
								</subparagraph><subparagraph id="H688D117D33544375900FCA0F5CF5BA79"><enum>(E)</enum><text>Carrying out any
				other activities consistent with the purposes of this section, as determined by
				the Secretary.</text>
								</subparagraph></paragraph></subsection><subsection id="H9AEED084DE5B4104ADDC35D663006020"><enum>(d)</enum><header>Student loan
				forgiveness</header>
							<paragraph id="H26EA45C75ACC456B8444EBB9E6E378D2"><enum>(1)</enum><header>In
				general</header><text>From the amounts made available to carry out this part,
				the Secretary is authorized to forgive the student loans incurred by an
				eligible individual who has completed a training program under this section and
				has been employed as a teacher in a hard-to-staff school or hard-to-staff
				teaching position, in an amount not to exceed the total amount of students
				loans incurred by the individual for participating in the program.</text>
							</paragraph><paragraph id="HAFB40538C6DB4DB6978755081D066DC5"><enum>(2)</enum><header>Amount of loan
				forgiveness</header><text>The Secretary may forgive—</text>
								<subparagraph id="H2D2B7FCA89B24A49B6C4C6574B415147"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of an eligible individual who
				has been employed in a hard-to-staff school or hard-to-staff teaching position
				for at least 5 years, the total amount of the student loans incurred by the
				student for participating in a training program under this section; or</text>
								</subparagraph><subparagraph id="H68E3905D5FC74D4089F3D785B6729967"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of an eligible individual who
				has been employed in a hard-to-staff school or hard-to-staff teaching position
				for less than 5 years, an amount that is less than the total amount of the
				student loans incurred by the student for participating in a training program
				under this section.</text>
								</subparagraph></paragraph></subsection><subsection id="H5CAF38ED76664D2A81CE2BCA09CE119F"><enum>(e)</enum><header>Regulations</header><text>The
				Secretary is authorized to promulgate any regulations as may be necessary to
				carry out this section.</text>
						</subsection><subsection id="HCB4F1688D50E4B54B37C917FD89746C6"><enum>(f)</enum><header>Rule of
				Construction</header><text display-inline="yes-display-inline">Nothing in this
				section shall be construed to alter or otherwise affect the rights, remedies,
				and procedures afforded school or local educational agency employees under
				Federal, State, or local laws (including applicable regulations or court
				orders) or under the terms of collective bargaining agreements, memoranda of
				understanding, or other agreements between such employees and their
				employers.</text>
						</subsection><subsection id="H2D8B0F565C2A4B12A353719403969EF9"><enum>(g)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section such sums as may be
				necessary.</text>
