		  Diseases Interdepartmental Coordinating Committee, and for other

		<section id="H0C619D4F289949E8AB1F4C9B7DC3FA66" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Mary Colella Autoimmune Disease
			 Awareness Act of 2012</short-title></quote>.</text>
		</section><section id="HD645E4D59A7047E6A4250ED0931CC0E6"><enum>2.</enum><header>Autoimmune
			 Diseases Interdepartmental Coordinating Committee</header>
			<subsection id="HA31C408789A14BC4962B926B1AB8BD75"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Part B of title III of the Public Health
			 Service Act (42 U.S.C. 243 et seq.) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H4601239354C54C24B9DE4A029CE473BA" style="OLC">
					<section id="HA81A3C220B7440D385B4D33B31C9E920"><enum>320B.</enum><header>Autoimmune
				Diseases Interdepartmental Coordinating Committee</header>
						<subsection id="H2AC8CA888F0A449DA984AC9D83108972"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall
				establish and maintain a committee, to be known as the Autoimmune Diseases
				Interdepartmental Coordinating Committee (referred to in this section as the
				<quote>Coordinating Committee</quote>), for the purpose of formulating
				recommendations for the coordination of governmental and private programs and
				activities relating to autoimmune diseases.</text>
						</subsection><subsection id="HEED5FF670A684C44BF85833E0DC92C1A"><enum>(b)</enum><header>Composition</header><text>The
				Coordinating Committee shall be composed of the following members (or their
				designees):</text>
							<paragraph id="H5520396C4752474BAAD0E622030C397A"><enum>(1)</enum><text>The Assistant
				Secretary for Health, who shall serve as the Chair of the Coordinating
				Committee.</text>
							</paragraph><paragraph id="H77262EB5B93F4A4089432F329374ED46"><enum>(2)</enum><text>The Assistant
				Secretary for Planning and Evaluation.</text>
							</paragraph><paragraph id="H49196DF3D3834261A20D9BD8467994BD"><enum>(3)</enum><text>The Commissioner
				of Food and Drugs.</text>
							</paragraph><paragraph id="H9836F313C88546F48C5AC6CB01CE42B0"><enum>(4)</enum><text>The Director of
				the National Institutes of Health.</text>
							</paragraph><paragraph id="HC364F6B4E2D147F59CE4A32C26DD05FB"><enum>(5)</enum><text>The Director of
				the Centers for Disease Control and Prevention.</text>
							</paragraph><paragraph id="H6AFAF4A1018C4A05BDCB354F217E179A"><enum>(6)</enum><text>The Administrator
				of the Health Resources and Services Administration.</text>
							</paragraph><paragraph id="HF56C142C960748609D756CAAD9C600F6"><enum>(7)</enum><text>The Secretary of
				Education.</text>
							</paragraph><paragraph id="HB2C2C80433F44C3CB98A7EE29910C430"><enum>(8)</enum><text>The Secretary of
				Defense.</text>
							</paragraph><paragraph id="H858E5E63CDA140FCA7933C0AC572DEFF"><enum>(9)</enum><text>The Secretary of
				Veterans Affairs.</text>
							</paragraph><paragraph id="H324371A55200480DA9E76D3E0FA4F2B9"><enum>(10)</enum><text>The Commissioner
				of Social Security.</text>
							</paragraph><paragraph id="H1B33E696ACAA4D61A4AA70E61E8081F9"><enum>(11)</enum><text>Such other
				Federal officials as the Secretary may designate or invite, as appropriate, to
				serve as members on the Coordinating Committee.</text>
							</paragraph></subsection><subsection id="H9BE853AECBFB4EA782E7E423DF011701"><enum>(c)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">In furtherance of the purpose described in
				subsection (a), the Coordinating Committee shall—</text>
							<paragraph id="H3E956868A9D949ACA819DEADF84DD678"><enum>(1)</enum><text>develop criteria
				to be used in defining and identifying autoimmune diseases;</text>
							</paragraph><paragraph id="HF84DAB316E314E0781C6CB5362868205"><enum>(2)</enum><text>monitor Federal,
				State, and private activities with respect to autoimmune diseases;</text>
							</paragraph><paragraph id="H0B769C5B50F64EEAB51F02ECDAAB3A71"><enum>(3)</enum><text>make
				recommendations regarding any appropriate changes to such activities, including
				recommendations to the Director of NIH with respect to the strategic plan
				developed under paragraph (5);</text>
							</paragraph><paragraph id="HF890523DFEE24FFB8EEF131CD799B84A"><enum>(4)</enum><text>make
				recommendations regarding public participation in decisions relating to
				autoimmune diseases;</text>
							</paragraph><paragraph id="H2CCBB002866B490691AB10335A3DCB1E"><enum>(5)</enum><text display-inline="yes-display-inline">develop and annually update a strategic
				plan for the coordination of governmental and private programs and activities
				relating to autoimmune diseases, including—</text>
								<subparagraph id="H765BCBBC3AD1405F9588EB28BB6A4691"><enum>(A)</enum><text>proposed budgetary
				requirements;</text>
								</subparagraph><subparagraph id="H1BFF6E89595B4C2D8ABD5EC4091CD378"><enum>(B)</enum><text>a summary of
				advances in autoimmune disease research related to causes, prevention,
				treatment, early screening, diagnosis or rule out, intervention, and access to
				services and supports for individuals with an autoimmune disease;</text>
								</subparagraph><subparagraph id="H74BA97581A644F90A3F7A7DCDE752180"><enum>(C)</enum><text display-inline="yes-display-inline">an assessment of research that is being
				conducted on autoimmune diseases;</text>
								</subparagraph><subparagraph id="H870F7B29086847D582CC9A188163E853"><enum>(D)</enum><text>an assessment of
				the ability of health care providers to identify and diagnose autoimmune
				diseases properly;</text>
								</subparagraph><subparagraph id="HAA490255F4164D869708D9181302E333"><enum>(E)</enum><text>an assessment of
				the quality of postgraduate continuing education programs on autoimmune
				diseases; and</text>
								</subparagraph><subparagraph id="H87E5A5BC379B4B30939F0805F8EB1A8F"><enum>(F)</enum><text>recommendations on
				education and continuing education on autoimmune diseases for health care
				providers; and</text>
								</subparagraph></paragraph><paragraph id="H241EDE40BC184F1490932E0533B016D0"><enum>(6)</enum><text>on a biennial
				basis, submit to the Congress such strategic plan and any updates to such
				plan.</text>
							</paragraph></subsection><subsection id="H31EE9C09ECA34B328B7466DB6A53673E"><enum>(d)</enum><header>Funding</header>
							<paragraph id="H2FF501E00E19481CBFA53408F78F4E4B"><enum>(1)</enum><header>Authorization of
				appropriations</header><text>To carry out this section, there is authorized to
				be appropriated $250,000 for each of fiscal years 2013 through 2016.</text>
							</paragraph><paragraph id="H4DA2922B542E4B6595C7C6479C4EB89C"><enum>(2)</enum><header>Funding
				source</header><text>Funds for carrying out this section shall be derived
				exclusively from funds made available under section
				241.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HC59B6642586D490495D7590F0A40B975"><enum>(b)</enum><header>Conforming
			 change</header><text display-inline="yes-display-inline">Section 409E of the
			 Public Health Service Act (42 U.S.C. 284i) is amended by striking subsection
			 (b).</text>
