		<section id="HC96B59A4429440AF94F2183ABA90C590" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Children’s Health Task Force Act of
			 2012</short-title></quote>.</text>
		</section><section id="H6F49CC94BDDD4CB2A714B0DD880D3BBD"><enum>2.</enum><header>Task Force on
			 Environmental Health Risks and Safety Risks to Children</header>
			<subsection id="HBADFD6EE55704C3FB746811B7567D076"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services
			 and the Administrator of the Environmental Protection Agency, acting jointly,
			 shall establish and maintain a permanent task force, to be known as the Task
			 Force on Environmental Health Risks and Safety Risks to Children (in this Act
			 referred to as the <quote>Task Force</quote>).</text>
			</subsection><subsection id="H2833D9836C6042209914D88DF502F081"><enum>(b)</enum><header>Membership</header><text>The
			 Task Force shall be composed of the following officials (or their
			 designees):</text>
				<paragraph id="HB46B8E31648D409A95EBBD927265F323"><enum>(1)</enum><text>The Secretary of
			 Health and Human Services, who shall serve as a Co-Chair of the Task
			 Force.</text>
				</paragraph><paragraph id="H9D3BDB9FFAEA4FDCA97500E7BB2D0E06"><enum>(2)</enum><text>The Administrator
			 of the Environmental Protection Agency, who shall serve as a Co-Chair of the
			 Task Force.</text>
				</paragraph><paragraph id="H029A12D68B344DAD9415FD8DF61B4F11"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary of Education.</text>
				</paragraph><paragraph id="H59B43D78BC374F85A1294F606228A81E"><enum>(4)</enum><text>The Secretary of
			 Labor.</text>
				</paragraph><paragraph id="HE15A49B8866C476AAE2B106652594472"><enum>(5)</enum><text>The Attorney
			 General of the United States.</text>
				</paragraph><paragraph id="H02DFBE90A8D2406C810F3D87400921A8"><enum>(6)</enum><text>The Secretary of
			 Energy.</text>
				</paragraph><paragraph id="H07398F6D45D349DB9A5ACB0143BF76BA"><enum>(7)</enum><text>The Secretary of
			 Housing and Urban Development.</text>
				</paragraph><paragraph id="H450B2234F7854540AE9D972B92111530"><enum>(8)</enum><text>The Secretary of
			 Agriculture.</text>
				</paragraph><paragraph id="HA658D194BE34417BAE12E93E7DC910FE"><enum>(9)</enum><text>The Secretary of
			 Transportation.</text>
				</paragraph><paragraph id="H8809939292C54B05B443A20B5978A6FA"><enum>(10)</enum><text>The Secretary of
			 Defense.</text>
				</paragraph><paragraph id="HE31E74E8BEA248068E8790D93540E76B"><enum>(11)</enum><text>The Secretary of
			 the Interior.</text>
				</paragraph><paragraph id="HBC440644D87044B5A27011B6A2D718D9"><enum>(12)</enum><text>The Director of
			 the Office of Management and Budget.</text>
				</paragraph><paragraph id="H101BF402F1484AE9838B8025669499CF"><enum>(13)</enum><text>The Chair of the
			 Council on Environmental Quality.</text>
				</paragraph><paragraph id="H2C2173EA7B3F409EB06FB22E2C5F43F1"><enum>(14)</enum><text>The Chair of the
			 Consumer Product Safety Commission.</text>
				</paragraph><paragraph id="H6FCE7DF9462E4B13A044003BC47BE010"><enum>(15)</enum><text>Such other
			 officials of Federal departments and agencies as the Secretary of Health and
			 Human Services and the Administrator of the Environmental Protection Agency,
			 acting jointly, may designate or invite (as appropriate) to serve on the Task
			 Force.</text>
				</paragraph></subsection><subsection id="H760EE3B42F4045549E4D7810A2D5AE2C"><enum>(c)</enum><header>Stakeholders</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services
			 and the Administrator of the Environmental Protection Agency, acting jointly,
			 shall, as appropriate, invite representatives of stakeholders to attend
			 meetings of the Task Force, appear before the Task Force, and file statements
			 with the Task Force, subject to such requirements as the Secretary and
			 Administrator may determine.</text>
			</subsection><subsection id="H73B270DFC6584B74B019D6D8F01BEE0E"><enum>(d)</enum><header>Functions</header><text display-inline="yes-display-inline">The Task Force shall recommend to the
			 President and the Congress Federal strategies for addressing environmental
			 health risks and safety risks to children in the United States, within
			 projected budgetary limits, including the following:</text>
				<paragraph id="H0E0896460A734155940EBA2AB4334BEF"><enum>(1)</enum><text display-inline="yes-display-inline">Adoption of action plans, including
			 multiyear and annual priorities, to address the principal environmental health
			 risks and safety risks to children.</text>
				</paragraph><paragraph id="H18B0225E959442FDA4B8D01706559E43"><enum>(2)</enum><text>Initiatives that
			 the Federal Government has undertaken or will undertake in addressing the
			 principal environmental health risks and safety risks to children.</text>
				</paragraph><paragraph id="H75784AB5A01746B3B848A3625D77BD30"><enum>(3)</enum><text display-inline="yes-display-inline">Recommendations on how to improve
			 cross-agency implementation of actions, including cross-agency budgeting, to
			 address environmental health risks and safety risks to children.</text>
				</paragraph><paragraph id="H6D6D4D04CA834377A6BD3FC6CFDFA678"><enum>(4)</enum><text>Recommendations
			 for a coordinated research agenda for the Federal Government to address
			 environmental health risks and safety risks to children.</text>
				</paragraph><paragraph id="HA0EF1B7B4BB841FC8AD8C3B16ABED2A1"><enum>(5)</enum><text>Recommendations
			 for appropriate partnerships among Federal, State, local, and tribal
			 governments and the private, academic, and nonprofit sectors.</text>
				</paragraph><paragraph id="HE6E7372FF3D44DA2AC70268FCB135C4F"><enum>(6)</enum><text>Proposed ways to
			 enhance public outreach and communication to assist families in evaluating
			 environmental health risks and safety risks to children and in making informed
			 consumer choices.</text>
				</paragraph><paragraph id="HC8C6D4DDC7854C0EA501C61F8E76A348"><enum>(7)</enum><text>Proposed ways to
			 strengthen the data system in order to identify and track development of
			 rulemakings and other actions to ensure they comply with current policy on
			 evaluating environmental health risks and safety risks to children.</text>
				</paragraph></subsection><subsection id="HCF3869F4FBFF4F8DB3F86D7CE56492B4"><enum>(e)</enum><header>Reports</header>
				<paragraph id="H199435EC104A4C4AB43A350A93D34D80"><enum>(1)</enum><header>Biennial
			 reports</header><text>Not later than July 31, 2013, and biennially thereafter,
			 the Task Force shall submit to the President and the Congress, make publicly
			 available, and disseminate widely a report including—</text>
					<subparagraph id="H3DB285BAEA4A462EBCA9138673E8E54B"><enum>(A)</enum><text>the strategies
			 developed and updated under subsection (d);</text>
					</subparagraph><subparagraph id="H184C27FB9D884A01AA4AC96BA4EAE3E8"><enum>(B)</enum><text>in the case of
			 reports subsequent to the first report, a description of the accomplishments of
			 the Task Force since the preceding report;</text>
					</subparagraph><subparagraph id="HE03921E1470646E3BF0D191E219DD997"><enum>(C)</enum><text>current national
			 priorities for addressing environmental health risks and safety risks to
			 children in the United States and any related emerging issues;</text>
					</subparagraph><subparagraph id="H5A721D2B4B9F466AB3F8F542F826DB56"><enum>(D)</enum><text>updates on Federal
			 research findings and research needs regarding environmental risks and safety
			 risks to children;</text>
					</subparagraph><subparagraph id="H155C8903741449B1AC828E14A9E4A37A"><enum>(E)</enum><text>information
			 submitted to the Task Force by Federal departments and agencies for inclusion
			 in the report;</text>
					</subparagraph><subparagraph id="H1C421DD878874BB4BD588E1D5554192B"><enum>(F)</enum><text>appropriate
			 recommendations by the Children’s Health Protection Advisory Committee;
			 and</text>
					</subparagraph><subparagraph id="H5EBAC877F3454B2793F145160DDB3369"><enum>(G)</enum><text>information
			 submitted by stakeholders for inclusion in the report.</text>
					</subparagraph></paragraph><paragraph id="HDB4F392E62894EAE97F0031006F41923"><enum>(2)</enum><header>Additional
			 reporting</header><text>In addition to the biennial reports under paragraph
			 (1), the Task Force—</text>
					<subparagraph id="H36CFDF1310AE47B0896C76581345095F"><enum>(A)</enum><text>may, as
			 appropriate, submit to the President and the Congress such additional reports
			 and updates as necessary;</text>
					</subparagraph><subparagraph id="H35F5E4A3371049D484C300BFF237CB7B"><enum>(B)</enum><text>shall make any
			 such reports and updates publicly available; and</text>
					</subparagraph><subparagraph id="H8638E031A8A645CEB5418C7F753C7916"><enum>(C)</enum><text>shall disseminate
			 widely any such reports and updates.</text>
					</subparagraph></paragraph></subsection><subsection id="H7B8C2B6274DA4E028B0598DCE1F8FC12"><enum>(f)</enum><header>Meetings</header>
				<paragraph id="HDFD30C051459496EA9D86F3940511195"><enum>(1)</enum><header>In
			 general</header><text>The Task Force shall meet at least annually.</text>
				</paragraph><paragraph id="HACF822CE42EA41D999821CC52C3EBC1A"><enum>(2)</enum><header>Notice</header><text display-inline="yes-display-inline">The Task Force shall—</text>
					<subparagraph id="HBA47296005CA4020AD2A49F39E96CE95"><enum>(A)</enum><text>publish in the
			 Federal Register timely notice of each upcoming meeting of the Task Force;
			 and</text>
					</subparagraph><subparagraph id="HCC0E1FF24B814E3E878C9050ED684C2D"><enum>(B)</enum><text>provide for other
			 types of public notice to ensure that all interested persons receive timely
			 notice of each upcoming meeting of the Task Force.</text>
					</subparagraph></paragraph><paragraph id="H30997B5118A1425CB53A7B5DC79BE1B8"><enum>(3)</enum><header>Minutes</header>
					<subparagraph id="H19FB3B0031A44E3C91040F95506F07E2"><enum>(A)</enum><header>In
			 general</header><text>The Task Force shall record and maintain detailed minutes
			 of each meeting of the Task Force, including—</text>
						<clause id="H58D024F359F144048073951E78CD6E6E"><enum>(i)</enum><text>the
			 meeting agenda;</text>
						</clause><clause id="HB061E8F847564068A82AE94E4E212827"><enum>(ii)</enum><text>a
			 record of the persons present;</text>
						</clause><clause id="H3210A8527DA74367BDBF058ABA0672D0"><enum>(iii)</enum><text>a
			 complete and accurate description of matters discussed at the meeting and
			 conclusions reached; and</text>
						</clause><clause id="HADD6476182CE447FBDBE129DADEA124E"><enum>(iv)</enum><text>copies of all
			 reports received, issued, or approved by the Task Force in connection with the
			 meeting.</text>
						</clause></subparagraph><subparagraph id="H78E55D119FAD4AD9B78B3CF6F1F63D1D"><enum>(B)</enum><header>Public
			 availability; copying</header><text>The Task Force shall make such minutes
			 available for public inspection and copying.</text>
					</subparagraph><subparagraph id="H8A7A20BDAEED464F9376675E21091EB1"><enum>(C)</enum><header>Accuracy</header><text>The
			 Co-Chairs of the Task Force shall certify the accuracy of all such
			 minutes.</text>
					</subparagraph></paragraph></subsection><subsection id="H8BC0408CB1A7452E98A6084B6F324CA8"><enum>(g)</enum><header>Termination of
			 existing task force</header><text>The Task Force on Environmental Health Risks
			 and Safety Risks to Children established by Executive Order 13045 (April 21,
			 1997) is hereby terminated.</text>
			</subsection><subsection id="HF28CE22685F54152913B47B28CAEE163"><enum>(h)</enum><header>Authorization of
			 appropriations</header><text>To carry out this Act, there are authorized to be
			 appropriated such sums as may be necessary for fiscal year 2013 and each
			 subsequent fiscal year.</text>
