		<official-title>To quitclaim surface rights to certain Federal land under
		  the jurisdiction of the Bureau of Land Management in Virginia City, Nevada, to
		  Storey County, Nevada, to resolve conflicting ownership and title claims, and
		  for other purposes.</official-title>

		<section id="H5838DC76746E4AB79B74FC90E1731400" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Restoring Storey County
			 Act</short-title></quote>.</text>
		</section><section id="H7B7D273E35BF402ABB78E20554EF7750"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds as follows:</text>
			<paragraph id="HB9058FA07103463C8DD35A21D312B6FE"><enum>(1)</enum><text>The Federal
			 Government owns real property in Storey County in the State of Nevada.</text>
			</paragraph><paragraph id="HDA3B8959BCB24E91AAEF3D161215A2DD"><enum>(2)</enum><text>While the real
			 property described in paragraph (1) is under the jurisdiction of the Secretary,
			 some of the real property has been occupied for decades by individuals—</text>
				<subparagraph id="H2A757F9D20E94ADD940EBCCBD21C7B67"><enum>(A)</enum><text>who took
			 possession by purchase or other documented and putatively legal transactions;
			 and</text>
				</subparagraph><subparagraph id="H3ABD0CB8445B430E9D1487B1E646678E"><enum>(B)</enum><text>the continued
			 occupation by whom constitutes a trespass on the title held by the Federal
			 Government.</text>
				</subparagraph></paragraph><paragraph id="H90526DD9D8EC4A7D95234DD6AFAF5A28"><enum>(3)</enum><text>As a result of the
			 confused and conflicting ownership claims, the real property described in
			 paragraph (1)—</text>
				<subparagraph id="H25822B47BB784D7BAF62F9B9AB06DD38"><enum>(A)</enum><text>is difficult to
			 manage under multiple use policies; and</text>
				</subparagraph><subparagraph id="H00C4D5C5BCE94D6CB12D379599B25D2D"><enum>(B)</enum><text>creates a
			 continuing source of friction and unease between the Federal Government and
			 local residents.</text>
				</subparagraph></paragraph><paragraph id="H798839EC8A29413E8CA724C2EF9FCE97"><enum>(4)</enum><text>All of the real
			 property described in paragraph (1) is appropriate for disposal for the purpose
			 of promoting administrative efficiency and effectiveness.</text>
			</paragraph></section><section id="H27B05AE90F774C028E1A4B4624C990A1"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">For the purposes of this Act, the following
			 definitions apply:</text>
			<paragraph id="H14D52DC1A1184D579F34E1ED8C7CC18B"><enum>(1)</enum><header>County</header><text display-inline="yes-display-inline">The term <term>County</term> means Storey
			 County, Nevada.</text>
			</paragraph><paragraph id="HBED229D67EB4444C981A39ACE1103559"><enum>(2)</enum><header>Federal
			 land</header><text>The term <term>Federal land</term> means the approximately
			 1,745 acres of Federal land identified on the map as <quote>BLM Owned - County
			 Request Transfer</quote>.</text>
			</paragraph><paragraph id="H432860B696DB44B3931DAEBBB26BCD76"><enum>(3)</enum><header>Map</header><text>The
			 term <term>map</term> means the map titled <quote>Restoring Storey County
			 Act</quote> and dated July 24, 2012.</text>
			</paragraph><paragraph id="HA40ACDE683024DAC9AB3D187FB2A0EB4"><enum>(4)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
			 Secretary of the Interior, acting through the Bureau of Land Management.</text>
			</paragraph></section><section id="HED3B5814DB724959AD5B097E9A637237"><enum>4.</enum><header>Conveyance of
			 Federal land in Storey County, Nevada</header>
			<subsection id="HE731B2200FE747D1847C87D32B087BFE"><enum>(a)</enum><header>Conveyance of
			 Federal land in Virginia City</header><text display-inline="yes-display-inline">Not later than 60 days after the date of
			 the enactment of this Act, the Secretary shall convey to the County, by
			 quitclaim deed, all surface rights of the United States in and to the Federal
			 land, including any improvements thereon. All costs associated with the
			 conveyance under this section shall be the responsibility of the Bureau of Land
			 Management.</text>
			</subsection><subsection id="H5A13DB2A7D304807B8A771543321A446"><enum>(b)</enum><header>Applicability of
			 certain laws</header><text>No conveyance or combination of conveyances made
			 under this section shall be considered a major Federal action for purposes of
			 section 102(2) of the National Environmental Policy Act of 1969 (42 U.S.C.
			 4332(2)) and the National Historic Preservation Act shall not apply to any
			 conveyance made under this section or to the real property, including
			 improvements thereon, so conveyed.</text>
			</subsection></section></legis-body>
