		<official-title>To amend the General Education Provisions Act to prohibit
		  Federal education funding for elementary schools and secondary schools that
		  provide on-campus access to abortion providers.</official-title>

		<section id="H7FE40E2901BC4211BFE56A90788DEA81" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Protecting Life in Funding Education
			 Act</short-title></quote> or the <quote><short-title>PRO-LIFE Act</short-title></quote>.</text>
		</section><section id="HA317ACE99E5443D3A7942C76049CF8BE"><enum>2.</enum><header>Schoolchildren’s
			 protection from abortion providers</header><text display-inline="no-display-inline">The General Education Provisions Act (20
			 U.S.C. 1221 et seq.) is amended by adding at the end the following new
			 part:</text>
			<quoted-block display-inline="no-display-inline" id="H6CA595D577A0423E9EC2782AA001A034" style="OLC">
				<part id="H6F148C5DC67B4C848053DA5FAF54C06A"><enum>E</enum><header>Schoolchildren’s
				protection from abortion providers</header>
					<section id="HE4223569141F4151B03116395E1E9B69"><enum>470.</enum><header>Schoolchildren’s
				protection from abortion providers</header>
						<subsection id="HE3D042A4EA5D49A3B9442282DDE2D0FA"><enum>(a)</enum><header>Limitation on
				funding</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of law, no funds shall be made available under any applicable
				program to any State educational agency or local educational agency that enters
				into a contract or other agreement with a school-based health center relating
				to the provision of health services to students served by the agency unless
				such center certifies that—</text>
							<paragraph id="H2DD758EE62E241F78A62FC83433349AD"><enum>(1)</enum><text display-inline="yes-display-inline">the center will not perform an abortion;
				and</text>
							</paragraph><paragraph id="H351BA75476674EBB9D196660B7CEC579"><enum>(2)</enum><text>the center will
				not provide abortion-related materials, referrals, suggestions, or directions
				for abortion services to any such student.</text>
							</paragraph></subsection><subsection id="HCEC9D469DE26471AB00E96090EA0B00D"><enum>(b)</enum><header>Rule of
				construction</header><text>Nothing in this part shall be construed to prevent a
				school-based health center from providing non-abortion health services to
				pregnant students.</text>
						</subsection><subsection id="H2AABD0C87005466AA84F09C75AC165FB"><enum>(c)</enum><header>Definitions</header><text>For
				purposes of this part:</text>
							<paragraph id="HAEB9BE9929FD41D193BA2F83326F611C"><enum>(1)</enum><header>ESEA
				terms</header><text>The terms <quote>local educational agency</quote> and
				<quote>State educational agency</quote> have the meanings given the terms in
				section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
				7801).</text>
							</paragraph><paragraph id="HDF52C65B72DC420FB6D7DFEE820FA865"><enum>(2)</enum><header>School-based
				health center</header><text display-inline="yes-display-inline">The term
				<quote>school-based health center</quote> has the meaning given such term in
				section 2110(c)(9) of the Social Security Act (42 U.S.C.
				1397jj(c)(9)).</text>
