		<official-title>To require priority visa processing for visitors to
		  National Heritage Areas or National Parks, to invest in communities hosting
		  these national treasures, and for other purposes.</official-title>

		<section id="HC0F651D8133C45389114A80086FDC300" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Treasure Promotion and Investment Act of
			 2012</short-title></quote>.</text>
		</section><section id="HB5D29B1FE1894F5C82164A498C6D7F04"><enum>2.</enum><header>Findings; Sense
			 of Congress</header>
			<subsection id="H327C03F632CC41D6AEF8E95D8A2B493D"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H158A7699A7F043638E536049D042E7D2"><enum>(1)</enum><text>The United States
			 is blessed with natural and historic treasures, including 58 National Parks and
			 49 National Heritage Areas.</text>
				</paragraph><paragraph id="HF6041047D0D24F868621588CC2B5B976"><enum>(2)</enum><text>The liberty,
			 beauty, and history of the United States draw visitors from every corner of the
			 world.</text>
				</paragraph><paragraph id="H2DEB77955EDA4830BA0A01D75DCD53A0"><enum>(3)</enum><text>Over 62 million
			 international travelers visited the United States in 2011.</text>
				</paragraph><paragraph id="H13926EEAACCA4C17BA4ADF6A7FFAFD94"><enum>(4)</enum><text>The average
			 overseas traveler spends approximately $4,300 during his or her stay in the
			 United States.</text>
				</paragraph><paragraph id="H159E23B524674F0A8C8161EA1D062531"><enum>(5)</enum><text>Wait times for
			 travel visas can exceed 100 days and deter tourists from visiting the United
			 States, supporting its economy, and learning about its culture and
			 heritage.</text>
				</paragraph><paragraph id="HE565F6AC2F994C27928646E8785C4D51"><enum>(6)</enum><text>The Department of
			 State collects visa issuance fees from nonimmigrant visa applicants from
			 countries that levy excessive visa fees on United States citizens.</text>
				</paragraph><paragraph id="H20773542132543D8BEA279F840F63CCC"><enum>(7)</enum><text>Visa issuance fees
			 generated over $28 million in revenue in 2011 and are not required to cover
			 Department of State expenses.</text>
				</paragraph></subsection><subsection id="HAAB8BC6148B8427EB41C62DD294B50CB"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that—</text>
				<paragraph id="HF5F5DEE868974913AA778EA671440C26"><enum>(1)</enum><text display-inline="yes-display-inline">the maintenance of infrastructure in
			 communities hosting National Parks and National Heritage Areas is important to
			 the safety of residents and visitors to such communities; and</text>
				</paragraph><paragraph id="H5A703B5756794B07B6A3837C10F96EB2"><enum>(2)</enum><text>visa issuance fees
			 should be invested in the maintenance of such infrastructure in such
			 communities, which draw visitors from across the globe.</text>
				</paragraph></subsection></section><section id="H6A7129828407464383CB716FB4AA97AE"><enum>3.</enum><header>Prioritization of
			 certain visas</header><text display-inline="no-display-inline">In issuing visas
			 under section 101(a)(15)(B) of the Immigration and Nationality Act (8 U.S.C.
			 1101(a)(15)(B)) to applicants seeking to visit the United States temporarily
			 for pleasure, a consular officer (as defined in section 101(a)(9) of such Act
			 (8 U.S.C. 1101(a)(9))) shall give priority to applicants intending to visit a
			 National Heritage Area or National Park.</text>
		</section><section id="H52DFCAEEA8B748BEAA6CD0EB3F95564A"><enum>4.</enum><header>Transportation
			 infrastructure in communities hosting national treasures</header>
			<subsection id="H5FBF5CDC06A2476FA5FE9E89BCB03BDB"><enum>(a)</enum><header>Transportation
			 infrastructure grants</header><text display-inline="yes-display-inline">The
			 Secretary of Transportation shall make grants to support infrastructure
			 projects—</text>
				<paragraph id="HD697E91D533B426CA2B9B96B57820801"><enum>(1)</enum><text>in communities
			 hosting National Heritage Areas or National Parks;</text>
				</paragraph><paragraph id="H22B75E1C31BE482C89CD186060ADAA0B"><enum>(2)</enum><text>that have been
			 prioritized for completion by an applicable metropolitan planning organization
			 (as defined in section 134(b) of title 23, United States Code); and</text>
				</paragraph><paragraph id="H4F7A3F6D2A9E4A8EA4F621D509328BF7"><enum>(3)</enum><text display-inline="yes-display-inline">that are determined beneficial to the
			 upkeep of roads or bridges utilized by international visitors drawn to these
			 regions.</text>
				</paragraph></subsection><subsection id="H8179A7422D874F4B8FB56D4D6B7065A7"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out subsection (a) for a fiscal year the total amount of all nonimmigrant visa
			 issuance fees collected by the Secretary of State during the prior fiscal
			 year.</text>
