		<official-title>To amend the Individuals with Disabilities Education Act
		  to make improvements to the individualized education program under that Act and
		  facilitate the transition of children with disabilities to adulthood, and for
		  other purposes.</official-title>

		<section id="H4A159763A7B74750AE480AD727F70F5C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Transition toward Excellence,
			 Achievement and Mobility through Education Act of 2011</short-title></quote> or
			 <quote><short-title>TEAM–Education Act of
			 2011</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="H7CF81525A81D44F392499667DA950E1D"><enum>2.</enum><header>Findings and
			 purposes</header>
			<subsection id="H00544A2C2D9748B5BBDE8825C1C781F7"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="HE5E1AC41DD2149CBBA5C7F360EF1FEF9"><enum>(1)</enum><text>Evidence-based
			 research has conclusively documented that youth with significant disabilities
			 who were educated in inclusive settings, were exposed to work experience and
			 career exploration, and participated in a paid work experience while in school
			 had better postsecondary outcomes and higher rates of sustainable
			 employment.</text>
				</paragraph><paragraph id="HB4CA429A919842F08CB5337AEB80C69C"><enum>(2)</enum><text>Higher rates of
			 self-determination, in which individuals with significant disabilities and
			 their families have direct control over the decision-making process in order to
			 ensure an appropriate individualized transition strategy, lead to better
			 outcomes.</text>
				</paragraph><paragraph id="H829169A62A764775B80F22E650C200B7"><enum>(3)</enum><text>Regulations and
			 processes allowing for flexibility in the blending and braiding of government
			 funds to ensure seamless, collaborative strategies during the transition
			 process lead to better outcomes for individuals with significant
			 disabilities.</text>
				</paragraph><paragraph id="HFC04C07609834DD69E36953FB1A79265"><enum>(4)</enum><text>Agency officials
			 involved directly in the provision of supports and services during a youth’s
			 transition into adulthood and beyond must be provided additional training to
			 become properly prepared to adequately address the individual transition needs
			 of students with significant disabilities.</text>
				</paragraph></subsection><subsection id="HDDEB17B21F4946A8B4C0E65EF9B1B972"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of this Act are the
			 following:</text>
				<paragraph id="HEB76FEA8C2DB4722983E67B7957039BA"><enum>(1)</enum><text>Create a holistic
			 system across multiple partners focused on successful transition of youth with
			 significant disabilities into adulthood.</text>
				</paragraph><paragraph id="HA6E72C06564D45638A85B2FC51778DB7"><enum>(2)</enum><text>Create a systemic
			 focus on achieving high expectations for all youth, through equality of
			 opportunity, full participation through self-determination and informed choice,
			 outcomes related to post-secondary options that lead to competitive integrated
			 employment and economic self-sufficiency.</text>
				</paragraph><paragraph id="HB27A1CC981BA41498A52262E0CE8CB81"><enum>(3)</enum><text>Promote innovative
			 strategies to foster academic, professional, and social inclusion, and the
			 solidification of long-term supports and services required to ensure full
			 integration into the community setting.</text>
				</paragraph><paragraph id="H1B7ED669AAC04120AD721CCEC7F9A88C"><enum>(4)</enum><text>Better define and
			 coordinate specific services related to the effective transition of youth with
			 significant disabilities.</text>
				</paragraph><paragraph id="HC2BF40391FC04E5DA908E0C4A10779F9"><enum>(5)</enum><text>Eliminate barriers
			 and promote incentives for multiple stakeholders to collaborate and improve
			 transition opportunities for youth with significant disabilities.</text>
				</paragraph></subsection></section><section id="HABB0849536A94D06B974D1933259BB9A"><enum>3.</enum><header>Definitions</header>
			<subsection id="H87D4821EE76545678A8DA4C890B30EC4"><enum>(a)</enum><header>Transition
			 services</header><text display-inline="yes-display-inline">Section 602(34) of
			 the Individuals with Disabilities Education Act (20 U.S.C. 1401(34)) is
			 amended—</text>
				<paragraph id="H2C620A790ECC48A0ACA3B81771CF3A9F"><enum>(1)</enum><text>in subparagraph
			 (A), by inserting <quote>and customized employment</quote> after
			 <quote>supported employment</quote>;</text>
				</paragraph><paragraph id="HA12906E9C5E44D789FEC7A237C8B1A03"><enum>(2)</enum><text>in subparagraph
			 (B), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HFDEA4318FEC547F39283F1F26C37D996"><enum>(3)</enum><text>in subparagraph
			 (C), by striking the period at the end and inserting a semicolon; and</text>
				</paragraph><paragraph id="H898752781B3C481AB958D85F69931481"><enum>(4)</enum><text>by adding at the
			 end the following new subparagraphs:</text>
					<quoted-block display-inline="no-display-inline" id="H75DCCACBFA2A4C41972EA87C1F0C9619" style="OLC">
						<subparagraph id="H90734F6187DA40AFB296CDC02F741D93"><enum>(D)</enum><text display-inline="yes-display-inline">includes training in self-advocacy and
				self-determination activities and the skills needed to participate in making
				informed choices to prepare and empower the child to advocate and negotiate on
				the child’s own behalf; and</text>
						</subparagraph><subparagraph id="HA6BE5524F933446A988C92B282A4925D"><enum>(E)</enum><text display-inline="yes-display-inline">does not include facility-based employment
				or activity settings, such as sheltered workshops, day habilitation centers,
				mobile work crews, or enclave work
				settings.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H87A0C0F74D2F4965A13999CCA864F091"><enum>(b)</enum><header>Other
			 definitions</header><text display-inline="yes-display-inline">Section 602 of
			 the Individuals with Disabilities Education Act (20 U.S.C. 1401) is amended by
			 adding at the end the following new paragraphs:</text>
				<quoted-block display-inline="no-display-inline" id="H953D2A4C970E493E939A3C35224F6C8B" style="OLC">
					<paragraph id="H412864D8C58F4E21B061DC835B3B3FF4"><enum>(37)</enum><header>Informed
				choice</header><text display-inline="yes-display-inline">The term
				<term>informed choice</term> means a choice-making process that includes the
				following elements:</text>
						<subparagraph id="H830BA32BC15F4128BAD1F10806F7322C"><enum>(A)</enum><text>The provision of
				adequate information to the child and the child’s parents about the full range
				of options that are to be considered.</text>
						</subparagraph><subparagraph id="HEDBFFAF3191F472592B8739D500A274B"><enum>(B)</enum><text>Sufficient
				resources (personnel as well as fiscal) to support the choice made by the child
				and the child’s parents.</text>
						</subparagraph><subparagraph id="H78AF2DFC2F834959A6EDB4D4B5FE31D6"><enum>(C)</enum><text>Willingness of any
				provider of services to accept the choice and the reasonable risks associated
				with the choice.</text>
						</subparagraph><subparagraph id="HA195E035EF014E0BAF6C7AC011E8735D"><enum>(D)</enum><text display-inline="yes-display-inline">Information on the parameters of the choice
				and the relevant options being considered in the language and capabilities of
				the child in the choice-making process.</text>
						</subparagraph><subparagraph id="H8C7DE765A2944A2285D8B809C8E5AEF0"><enum>(E)</enum><text display-inline="yes-display-inline">Acknowledgment by the child and all parties
				involved that the use of public-funds should be focused on choices that foster
				personal, social, and professional development in integrated settings and lead
				to outcomes of increased economic self-sufficiency and professional
				advancement.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFA48BD0F50AA4AF6A09D42A2550459E3"><enum>(38)</enum><header>Integrated
				employment</header><text display-inline="yes-display-inline">The term
				<term>integrated employment</term> means work compensated at the greater of
				minimum wage or competitive wages with related employment benefits, occurring
				in a typical work setting where the employee with the disability interacts or
				has the opportunity to interact continuously with non-disabled co-workers, has
				an opportunity for advancement and mobility, and is preferably engaged in
				full-time employment.</text>
					</paragraph><paragraph id="HC1AC24C5FBC04A198763A8B52EC290CC"><enum>(39)</enum><header>Self-determination
				activities</header><text display-inline="yes-display-inline">The term
				<term>self-determination activities</term> has the meaning given the term in
				section 102 of the <short-title>Developmental Disabilities
				Assistance and Bill of Rights Act of 2000</short-title> (42 U.S.C.
				15002).</text>
					</paragraph><paragraph commented="no" id="H2A16E0C2B7C5442C82F3F407D0C75FB4"><enum>(40)</enum><header>State
				intellectual and developmental disabilities agency</header><text display-inline="yes-display-inline">The
				term <term>State intellectual and developmental disabilities agency</term>
				means the primary State agency or subdivision with administrative,
				programmatic, and operational responsibility for the full range of services and
				supports furnished to individuals with intellectual and developmental
				disabilities.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HD74E54AB188547A5A1C691EA578C47BE"><enum>4.</enum><header>State-level
			 activities</header><text display-inline="no-display-inline">Section
			 611(e)(2)(C) of the Individuals with Disabilities Education Act (20 U.S.C.
			 1411(e)(2)(C)) is amended—</text>
			<paragraph id="HF83BFC8F906A4CD4BE84568C1E221259"><enum>(1)</enum><text>by redesignating
			 clauses (vii) through (xi) as clauses (viii) through (xii), respectively;
			 and</text>
			</paragraph><paragraph id="HEF946A53E1B34994B5E31F9833E57335"><enum>(2)</enum><text>by inserting after
			 clause (vi) the following new clause:</text>
				<quoted-block display-inline="no-display-inline" id="HFAC871E02BD44CFC868920C157EF7634" style="OLC">
					<clause id="HCCC8AE89834E4344A74C02B81396B3B7"><enum>(vii)</enum><text display-inline="yes-display-inline">To enter into contracts with entities that
				have expertise in the provision of transition services specifically related to
				assisting children with disabilities in the accomplishment of the transition
				objectives outlined in the child’s IEP to the extent such objectives relate to
				the provision of school-based preparatory activities, work-based learning
				experiences, career preparation, and job experiences in an integrated community
				setting, other than facility-based employment and activity settings, such as
				sheltered workshops, day habilitation centers, mobile work crews, and enclave
				work
				settings.</text>
					</clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H3468355663714BF0B8F39C3F93C4ACA3"><enum>5.</enum><header>State
			 eligibility</header><text display-inline="no-display-inline">Section 612(a) of
			 the Individuals with Disabilities Education Act (20 U.S.C. 1412(a)) is amended
			 by adding at the end the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H81C3943E51084A7DB8BD5B9F68E4843E" style="OLC">
				<paragraph id="HC7D5E81D4E834958BD3732C00D2A3705"><enum>(26)</enum><header>Plan relating
				to transition services</header>
					<subparagraph id="HEA4BB369DBB3471488DF0CA8030CBFA6"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The State has
				established a plan to ensure that the State educational agency coordinates
				efforts among the various State agencies involved in the successful transition
				of youth with disabilities into adulthood, including the State agencies
				described in subparagraph (B), and to align practices and direct resources
				toward the effective provision of transition services to address the needs of
				children with disabilities, including involvement and progress in the general
				curriculum in the least restrictive environment, academic and school-based
				preparatory experiences, work and career readiness, youth development and
				leadership, comprehensive community connections, and family involvement and
				engagement.</text>
					</subparagraph><subparagraph id="H2332B88808DC4CD7AEA654C53274E93D"><enum>(B)</enum><header>State agencies
				described</header><text display-inline="yes-display-inline">The State agencies
				referred to in subparagraph (A) are—</text>
						<clause id="H907B3BD79D0C4C4CA97DD103C96B867E"><enum>(i)</enum><text>the State
				intellectual and developmental disabilities agency;</text>
						</clause><clause id="H6231017477784CC5AC1E11AE7A1090C5"><enum>(ii)</enum><text>the State
				vocational rehabilitation agency;</text>
						</clause><clause id="HE7B1C97D4F4644B49D28297BF8C5F592"><enum>(iii)</enum><text>the agency
				responsible for the State medicaid program under title XIX of the Social
				Security Act; and</text>
						</clause><clause id="H918E7F5003374FF99FBBBF4F1F4BF6BB"><enum>(iv)</enum><text>the State
				department of labor or workforce investment
				board.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H279355DDEB4E4C66BB5B10093AEEB936"><enum>6.</enum><header>Individualized
			 Education Programs</header>
			<subsection id="H21EA953911B84E5487E5489AC8F994E7"><enum>(a)</enum><header>Evaluations
			 before change in eligibility</header><text display-inline="yes-display-inline">Section 614(c)(5)(B)(ii) of the Individuals
			 with Disabilities Education Act (20 U.S.C. 1414(c)(5)(B)(ii)) is
			 amended—</text>
				<paragraph id="HAE9A533F673D417A90604D1D9874B8FC"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>the child with a
			 summary</quote> and inserting</text>
					<quoted-block display-inline="yes-display-inline" id="HAC470E2C8EA34990ABDD0EEC5565A1DC" style="OLC">
						<text>to the child and
			 the child’s parents, not later than 7 days after the child’s eligibility
			 terminates, with—</text><subclause id="HFDFCD1629FD847C0A33DB2E307CA62A8"><enum>(I)</enum><text display-inline="yes-display-inline">a
				summary</text>
						</subclause><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HD7F85A152D654A1693CB3D32F95A7F0F"><enum>(2)</enum><text>by striking the
			 period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H889ABF609B20426E85FEEB70F53270D8"><enum>(3)</enum><text>by adding at the
			 end the following new subclause:</text>
					<quoted-block display-inline="no-display-inline" id="H6E5C49F3B3A24E3FB1E6A3ECF1961C09" style="OLC">
						<subclause id="HF343A8659BB84E0AB0842E896D4BAA76"><enum>(II)</enum><text display-inline="yes-display-inline">a comprehensive record of the child’s work
				experiences, skills, talents and strengths relevant for discussions with
				prospective employers, post-secondary education programs, career placement
				services, and
				mentors.</text>
						</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H81DBAD5197AF45CAA40A0475F821AEB0"><enum>(b)</enum><header>Individualized
			 Education Program</header><text display-inline="yes-display-inline">Section
			 614(d)(1)(A) of the Individuals with Disabilities Education Act (20 U.S.C.
			 1414(d)(1)(A)) is amended—</text>
				<paragraph id="HE3A16417221449998085574AC69BD290"><enum>(1)</enum><text>in clause
			 (i)—</text>
					<subparagraph id="H37D92DE6894847D8B054E6FDE08A9281"><enum>(A)</enum><text>in subclause
			 (VII), by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="HC3A6E594142B42D99DBC940FCFE6D848"><enum>(B)</enum><text>in subclause
			 (VIII)—</text>

								</item><item id="H15F5299C8D17434C84788874F74E09BD"><enum>(cc)</enum><text display-inline="yes-display-inline">objectives leading to postsecondary
				education, sustained integrated employment, economic self-sufficiency,
				independent living and community
				participation;</text>
								</item><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="HD4F27BAB02F049558838D25745291DAF"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HF9156B9249C444C981D22BB4CF5CE5D4" style="OLC">
							<subclause id="H2CD3B97473C944118A3034996731661C"><enum>(IX)</enum><text display-inline="yes-display-inline">beginning not later than the date on which
				the first IEP is to be in effect when the child attains the age of 14—</text>
								<item id="H31B08874C5A444EFBC3719861482231D"><enum>(aa)</enum><text>a
				description of the transition services (including courses of study and work
				experience) that will be provided to assist the child in reaching the
				postsecondary goals described in subclause (VIII)(aa); and</text>
								</item><item id="HE6F2E691F0A44904A8EF167BE9DFC37A"><enum>(bb)</enum><text display-inline="yes-display-inline">a description of the training in
				self-advocacy, development of self-determination activities, and the skills
				needed to participate in making informed choices to prepare and empower the
				child to negotiate and advocate on the child’s own behalf; and</text>
								</item></subclause><subclause id="H140AFE22332E4C29A7D819FFC08CD23A"><enum>(X)</enum><text display-inline="yes-display-inline">beginning not later than 1 year before the
				child reaches the age of majority under State law, a statement that the child
				and the child’s parents have been informed of the child’s rights under this
				title, if any, that will transfer to the child on reaching the age of majority
				under section 615(m).</text>
							</subclause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H0EDA29A4B7A14D6393495753C272C46D"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H3869A8E562034B82B8F13CC6DDE12A57" style="OLC">
						<clause id="H86B7E929D0CF4544AA2D29DC724966F7"><enum>(iii)</enum><header>Additional
				rule of construction</header><text display-inline="yes-display-inline">Nothing
				in clause (i)(VIII) shall be construed to authorize the use of facility-based
				employment or activity settings, such as sheltered workshops, day habilitation
				centers, mobile work crews, or enclave work settings in a child’s
				IEP.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H6397EC093AAB4149A618E207BC212577"><enum>(c)</enum><header>Individualized
			 Education Program Team</header><text display-inline="yes-display-inline">Section 614(d)(1)(B) of the Individuals
			 with Disabilities Education Act (20 U.S.C. 1414(d)(1)(B)) is amended—</text>
				<paragraph id="HDE22251322F44145B74DE028F1A59A5D"><enum>(1)</enum><text>in clause (vi), by
			 striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H0653F22036854C2FB72CCEA75746B413"><enum>(2)</enum><text>redesignating
			 clause (vii) as clause (viii); and</text>
				</paragraph><paragraph id="H0302084023E740B6BA23278ECA0B21EB"><enum>(3)</enum><text>by inserting after
			 clause (vi), as amended by this subsection, the following:</text>
					<quoted-block display-inline="no-display-inline" id="HE58A0D54AA0F4CCDBD99B69D4E117C88" style="OLC">
						<clause id="H70348F10E8004792935F5407F818F451"><enum>(vii)</enum><text display-inline="yes-display-inline">beginning at the age of 14 with respect to
				a child with a disability who is expected to be eligible to receive adult
				services under the State medicaid program under title XIX of the Social
				Security Act (or any services provided under a waiver under such program) or
				any other adult services provided by the State intellectual and developmental
				disabilities agency upon reaching the age of majority, a representative of the
				State intellectual and developmental disabilities agency;
				and</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB6D5EA4DED9846AB92395B94540C7802"><enum>(d)</enum><header>Development of
			 IEP</header><text display-inline="yes-display-inline">Section 614(d)(3) of the
			 Individuals with Disabilities Education Act (20 U.S.C. 1414(d)(3)) is
			 amended—</text>
				<paragraph id="H8AFA992021BA4914BE37DACA3E34CAC4"><enum>(1)</enum><text>in subparagraph
			 (A)—</text>
					<subparagraph id="HD6490FA7887243219ABBA1C301796B17"><enum>(A)</enum><text>in clause (iii),
			 by striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph id="H84DD4D6B72CC47EFB971DE929352C8C1"><enum>(B)</enum><text>in clause (iv), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
					</subparagraph><subparagraph id="HC8AE0BBC3A274D91B6E2B0E97CAE2090"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H152F69E2702345E8A912E71A5E280757" style="OLC">

				the child to attain a postsecondary education, integrated employment,
				independent living, and community
				participation.</text>

					</subparagraph></paragraph><paragraph id="HB388CAB87AF349208684F8C5C2CC3ACA"><enum>(2)</enum><text>by redesignating
			 subparagraphs (B) through (F) as subparagraphs (C) through (G),
			 respectively;</text>
				</paragraph><paragraph id="H2E8E9637CF884FE8BF2C089447E29B47"><enum>(3)</enum><text>by inserting after
			 subparagraph (A) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HA6AECF0C5C0A4BBE9AEEDA36FE27677E" style="OLC">
						<subparagraph id="HF9226620FB4D4548851A31E99EC32F2E"><enum>(B)</enum><header>Preparation for
				development of IEP for a child in transition years</header><text display-inline="yes-display-inline">The
				IEP Team, upon the request of a child who has attained the age of 14,
				shall—</text>
							<clause id="H767033A6F05E4D648F89E43D52DFAA07"><enum>(i)</enum><text display-inline="yes-display-inline">offer a preliminary meeting and advocacy
				training for the child and child’s parents to support the preparation of the
				parents in advocating on their child’s behalf during any upcoming IEP team
				meeting that will be conducted by a certified trainer with specific experience
				in self-advocacy and family advocacy training; and</text>
							</clause><clause id="HD32060BE78194B96A85B6112AE9603A3"><enum>(ii)</enum><text>ensure that all
				pertinent information, including school records, educational materials
				regarding transition services available and background information on any
				pre-existing partnerships between the local educational agency and any outside
				providers of transition services or post-secondary education, is sent to the
				child at least ten days prior to the IEP team
				meeting.</text>
							</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HF7A01C0B74A84DC3AB8FD51961DED28C"><enum>(4)</enum><text>in subparagraph
			 (G) (as redesignated), by striking <quote>subparagraph (D)</quote> and
			 inserting <quote>subparagraph (E)</quote>.</text>
				</paragraph></subsection><subsection id="H02DFF01A4E7740879515969C3D55173C"><enum>(e)</enum><header>Review and
			 revision of IEP</header><text display-inline="yes-display-inline">Section
			 614(d)(4)(A) of the Individuals with Disabilities Education Act (20 U.S.C.
			 1414(d)(4)(A)) is amended—</text>
				<paragraph id="H5F15F206814A456791AF33703BFAD437"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H37F31F27EE2A4D5E872EC46283E597F5"><enum>(2)</enum><text>in clause (ii), by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H3A4AD8CFA736401EA06DB5DACB11402C"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB51EBB7A579940C0B2F4BF69BE615AB5" style="OLC">
						<clause id="HC90168085F6240C491E0380196B42E68"><enum>(iii)</enum><text display-inline="yes-display-inline">beginning when the child attains the age of
				14, evaluates the progress made in achieving the child’s transition objectives,
				identifying challenges and opportunities and discussing any additional
				transition services that need to be secured to optimize the child’s successful
				completion of transition objectives set forth in the child’s IEP leading to
				postsecondary education, integrated employment, independent living, and
				community
				participation.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H555836AD50064934B79A6DD709765D9F"><enum>7.</enum><header>Grants for
			 establishment of local coordinators for transition services</header><text display-inline="no-display-inline">Section 614 of the Individuals with
			 Disabilities Education Act (20 U.S.C. 1414) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="H6C9F48222D5445A8B547F73856A2BAB2" style="OLC">
				<subsection id="H7C8155BC0AC54F4B9607C3CE1B7D3293"><enum>(g)</enum><header>Grants for
				establishment of local coordinators for transition services</header>
					<paragraph id="H7EBCFADD72C74C05839A9406B5599C7C"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary is
				authorized to provide grants to State educational agencies to provide
				authorization, funding, and support to local educational agencies to establish
				coordinators to provide transition services to children with disabilities under
				this part.</text>
					</paragraph><paragraph id="H8177DF7F1B774C8EA567133405172E04"><enum>(2)</enum><header>Activities of
				coordinators</header><text>Coordinators established under paragraph (1)
				shall—</text>
						<subparagraph id="HF31267D9EB6A4F169DCBA858ACED812D"><enum>(A)</enum><text>manage the
				development and implementation of the transition services components of an IEP
				for children with disabilities under this part; and</text>
						</subparagraph><subparagraph id="HDAC3F05A482F42A3BF98CFA48EE90C2E"><enum>(B)</enum><text display-inline="yes-display-inline">facilitate relationships between children
				with disabilities and parents of children with disabilities and public and
				private agencies involved in transition services for children with disabilities
				under this part.</text>
						</subparagraph></paragraph><paragraph id="HA831DBB7B8E948BCB2B6929DDE7C4C03"><enum>(3)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this subsection $50,000,000 for each of the fiscal years 2012 through
				2016.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section commented="no" id="H075DA66F4DAF49C5BD5C5A237844C33C"><enum>8.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The amendments made by
			 this Act take effect on the date of the enactment of this Act and apply with
			 respect to fiscal years beginning on or after the date of the enactment of this
			 Act.</text>
