		<official-title>To amend title 38, United States Code, to ensure that a
		  State participating in certain grant programs takes into consideration the
		  training received by a veteran while on active duty when granting certain State
		  certifications or licenses.</official-title>

		<section id="HE8CE312AE95E41EF8F799A33839155BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Vocational Employment and Technical
			 Skills Act</short-title></quote>.</text>
		</section><section id="H4A942A4683314AC0A82025ED202D85E6" section-type="subsequent-section"><enum>2.</enum><header>State consideration of
			 military training in granting certain State certifications and
			 licenses</header>
			<subsection id="HF42DD985126D47E4B4E538DB357227CF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 4102A(c) of
			 title 38, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="HAB6B01F892734C998B9D786228DC02D0" style="USC">
					<paragraph id="H8B1E3637ECB44DDBA6A4E2FF7182A14A" indent="up1"><enum>(9)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H0B66905321AF415382AF931C8CAC5C45"><enum>(A)</enum><text display-inline="yes-display-inline">In addition to the other conditions under
				this subsection to carry out section 4103A or 4104 of this title, the Secretary
				shall require the State to demonstrate that when the State approves or denies
				any certification or license described in subsection (b) for a veteran the
				State takes into consideration any training received by the veteran while
				serving on active duty in the Armed Forces.</text>
						</subparagraph><subparagraph id="H7E9D0EDFCC474817B95A62E1C44BF3A0" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">A
				certification or license described in this subparagraph is—</text>
							<clause id="H1485925426394058B41296EAE15430C7"><enum>(i)</enum><text display-inline="yes-display-inline">a
				certification or license required to practice a certain profession, including a
				certification or license to be—</text>
								<subclause id="H0AA96D25475C4BE8B50DDB64A6F08048"><enum>(I)</enum><text display-inline="yes-display-inline">a State tested nursing assistant or a
				certified nursing assistant;</text>
								</subclause><subclause id="HAB9B5A3C202A44D686AFF398F170320D"><enum>(II)</enum><text display-inline="yes-display-inline">a registered nurse;</text>
								</subclause><subclause id="HDDBDB1F2E76246F098CFAB27B32F2C94"><enum>(III)</enum><text>a physician’s assistant;</text>
								</subclause><subclause id="HDBC66096733340BA9CB8B39C84DCE59F"><enum>(IV)</enum><text display-inline="yes-display-inline">an emergency medical technician;</text>
								</subclause><subclause id="H2154A1A7CC95470EB216D7F275D9188F"><enum>(V)</enum><text>a surveyor;</text>
								</subclause><subclause id="HB7F4B0694B824B1093276EB1BCCF5E19"><enum>(VI)</enum><text>a plumber;</text>
								</subclause><subclause id="HBA1EE912903C475ABE243AA8A070E5B4"><enum>(VII)</enum><text>a general construction equipment
				operator;</text>
								</subclause><subclause id="HD62D67EE78814A9CB96DACA9774FAFA5"><enum>(VIII)</enum><text>a carpenter;</text>
								</subclause><subclause id="HE596925F5A974273AD15FFF97F0E0E8F"><enum>(IX)</enum><text>an electrician; or</text>
								</subclause><subclause id="H9590FDA69BDC4F6B982D8F153DDE240E"><enum>(X)</enum><text display-inline="yes-display-inline">an individual who repairs—</text>
									<item id="H4A1005D8A8624D0AB0FC828D955B5DCE"><enum>(aa)</enum><text>heating, ventilation, or air
				conditioning systems; or</text>
									</item><item id="H7FDD98FC66094FD997894ED1EE58D127"><enum>(bb)</enum><text>automobiles, aircraft, or the engines of
				such vehicles; or</text>
									</item></subclause></clause><clause id="HF2244E901420450D9B9FBCB85ABADF03"><enum>(ii)</enum><text display-inline="yes-display-inline">a
				commercial driver's
				license.</text>
							</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDF22CAC5FDD7416A9944AC649BB1F916"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to a program year beginning on or after the date of the enactment of
			 this Act.</text>
