		<legis-type>A BILL</legis-type>
		<official-title>To define advisors often characterized as Czars and to
		  provide that appropriated funds may not be used to pay for any salaries and
		  expenses associated with such advisors.</official-title>

		<section id="H402CB12F7E0C43A1AA6C6C7455D45043" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited at the
			 <quote><short-title>Sunset All Czars Act</short-title></quote>.</text>
		</section><section id="H1F0F31F69EA849678A383DA6698B7284"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H597A99AC4EE04E43A642836D6D6C30A5"><enum>(1)</enum><header>Czar</header>
				<subparagraph id="H839B7DF03B19461DB103691C58F93DB2"><enum>(A)</enum><header>In
			 general</header><text>The term <term>Czar</term> means a head of any task
			 force, council, policy office within the Executive Office of the President, or
			 similar office established by or at the direction of the President who—</text>
					<clause id="HC72F8D5BA9774AB3B0287505104EEA97"><enum>(i)</enum><text>is
			 appointed to such position (other than on an interim basis) without the advice
			 and consent of the Senate;</text>
					</clause><clause id="HA47BB26F122B48428DD1A2543890CB79"><enum>(ii)</enum><text>is
			 excepted from the competitive service by reason of such position’s
			 confidential, policy-determining, policy-making, or policy-advocating
			 character;</text>
					</clause><clause id="HE31D71352D034F8D951D7FB03195366B"><enum>(iii)</enum><text display-inline="yes-display-inline">performs or delegates functions which (but
			 for the establishment of such task force, council, policy office within the
			 Executive Office of the President, or similar office) would be performed or
			 delegated by an individual in a position that the President appoints by and
			 with the advice and consent of the Senate, including individuals such as policy
			 advisors who are responsible for interagency development or coordination of any
			 rule, regulation, or policy; and</text>
					</clause><clause id="H24C58A430AFA4F00A4D025944F6DAC29"><enum>(iv)</enum><text>does not have an
			 existing removal date established at the direction of the President or through
			 an authorization of Congress.</text>
					</clause></subparagraph><subparagraph id="H43384239DF8C4BD89279E4F74EB2FFF6"><enum>(B)</enum><header>Exclusion from
			 definition of czar</header><text display-inline="yes-display-inline">Such term
			 does not include individuals who, before the date of the enactment of this Act,
			 were serving in the position of Assistant Secretary, or an equivalent position,
			 that requires confirmation by and with the advice and consent of the Senate, or
			 a designee.</text>
				</subparagraph></paragraph><paragraph id="HE0A33583E84C4EBB86E7BA49E02DFC8C"><enum>(2)</enum><header>Competitive
			 service</header><text>The term <term>competitive service</term> has the same
			 meaning as is given such term in section 2102 of title 5, United States
			 Code.</text>
			</paragraph></section><section id="H5A171BDF4CF4450C9F6E8FE1B3D08C16"><enum>3.</enum><header>Limitation</header>
			<subsection id="H2FBBB2A1E19240148BC67F6B500181AA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Appropriated funds
			 may not be used to pay for any salaries or expenses of any task force, council,
			 policy office within the Executive Office of the President, or similar
			 office—</text>
				<paragraph id="H0FC0FC20DAE44AB684275E1C6B356592"><enum>(1)</enum><text>that is
			 established by or at the direction of the President; and</text>
				</paragraph><paragraph id="H83E9532DFEC14AC28149B1A9F3F1F226"><enum>(2)</enum><text>the head of which
			 is a Czar.</text>
