		<official-title>To amend the African Growth and Opportunity Act to extend
		  the third-country fabric program and to add South Sudan to the list of
		  countries eligible for designation under that Act, to make technical
		  corrections to the Harmonized Tariff Schedule of the United States relating to
		  the textile and apparel rules of origin for the Dominican Republic-Central
		  America-United States Free Trade Agreement, to approve the renewal of import
		  restrictions contained in the Burmese Freedom and Democracy Act of 2003, and
		  for other purposes.</official-title>

		<section id="HB07ACF4F809E44EBBAAE4DB6B8507269" section-type="section-one"><enum>1.</enum><header>Amendments to African Growth
			 and Opportunity Act</header>
			<subsection id="H2E77BF67D59543C29E18C30CE7C07A04"><enum>(a)</enum><header>Extension of
			 third-Country fabric program</header><text display-inline="yes-display-inline">Section 112(c)(1) of the African Growth and
			 Opportunity Act (19 U.S.C. 3721(c)(1)) is amended—</text>
				<paragraph id="HE6FF38A8A3C34BBF84179ACEC70CEDF7"><enum>(1)</enum><text>in the paragraph
			 heading, by striking <quote>2012</quote> and inserting
			 <quote>2015</quote>;</text>
				</paragraph><paragraph id="HEB2058E050B544239FA794F4383340B0"><enum>(2)</enum><text>in subparagraph
			 (A), by striking <quote>2012</quote> and inserting <quote>2015</quote>;
			 and</text>
				</paragraph><paragraph id="H32DED43771CF45B6920BCEEEBDD3C8C8"><enum>(3)</enum><text>in subparagraph
			 (B)(ii), by striking <quote>2012</quote> and inserting
			 <quote>2015</quote>.</text>
				</paragraph></subsection><subsection id="H577177D2818A47BCB9EF88109433ED7F"><enum>(b)</enum><header>Addition of
			 South Sudan</header><text>Section 107 of that Act (19 U.S.C. 3706) is amended
			 by inserting after <quote>Republic of South Africa (South Africa).</quote> the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H48458CE6824F48EEBBF10FBFCF5C8D30" style="OLC">
					<paragraph id="HC3FF9A512B0A42F980E4E14D1BB786DA"><enum></enum><text display-inline="yes-display-inline">Republic of South Sudan (South
				Sudan).</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4C0C69949667495E920298C7574BEC05"><enum>(c)</enum><header>Conforming
			 amendment</header><text>Section 102(2) of that Act (19 U.S.C. 3701(2)) is
			 amended by striking <quote>48</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H178787DDCD254947AC507A61DE432DF1"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section shall take effect on the date of the enactment of this Act.</text>
			</subsection></section><section id="HC957558E48654B49B3ABE0D141935296"><enum>2.</enum><header>Modifications to
			 textile and apparel rules of origin for the Dominican Republic-Central
			 America-United States Free Trade Agreement</header>
			<subsection id="HABB8A5A032C44D1E9224E1197FD6EA72"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="H15A4DF1A298745CE85AF79249EFF92A2"><enum>(1)</enum><header>Agreement</header><text>The
			 term <term>Agreement</term> has the meaning given the term in section 3(1) of
			 the Dominican Republic-Central America-United States Free Trade Agreement
			 Implementation Act (Public Law 109–53; 19 U.S.C. 4002(1)).</text>
				</paragraph><paragraph id="HB87078935BE14820A150D970770724DF"><enum>(2)</enum><header>CAFTA–DR
			 country</header><text>The term <term>CAFTA–DR country</term> has the meaning
			 given the term in section 3(2) of the Dominican Republic-Central America-United
			 States Free Trade Agreement Implementation Act (Public Law 109–53; 19 U.S.C.
			 4002(2)).</text>
				</paragraph><paragraph id="HCB78C3F383BE42DBBA28A1C8C4987903"><enum>(3)</enum><header>HTS</header><text>The
			 term <term>HTS</term> means the Harmonized Tariff Schedule of the United
			 States.</text>
				</paragraph><paragraph id="HAC0C6ADBAFEC4966988BF74E5CC52FED"><enum>(4)</enum><header>Trade
			 representative</header><text>The term <term>Trade Representative</term> means
			 the United States Trade Representative.</text>
				</paragraph></subsection><subsection id="H03E41A7484DF4DF1BCF09AFBC3CFB61D"><enum>(b)</enum><header>Modifications to
			 the Textile and Apparel Rules of Origin</header>
				<paragraph id="H079455DE1CD448C687328182F20EA853"><enum>(1)</enum><header>Interpretation
			 and application of rules of origin</header><text display-inline="yes-display-inline">Subdivision (m)(viii) of general note 29 of
			 the HTS is amended as follows:</text>
					<subparagraph id="H4676A82C66AD456183E8460E98CDB4C5"><enum>(A)</enum><text>The matter
			 following subdivision (A)(2) is amended by striking the second sentence and
			 inserting the following: <quote>Any elastomeric yarn (except latex) contained
			 in the originating yarns referred to in subdivision (A)(2) must be formed in
			 the territory of one or more of the parties to the Agreement.</quote>.</text>
					</subparagraph><subparagraph id="H58DC9ED6EA484450B3584C8C5C802785"><enum>(B)</enum><text>Subdivision (B) is
			 amended—</text>
						<clause id="HD2641BC0EABC4C7995681CE94C508FC4"><enum>(i)</enum><text>in
			 the matter preceding subdivision (B)(1), by striking <quote>exclusive of
			 collars and cuffs where applicable,</quote> and inserting <quote>exclusive of
			 collars, cuffs and ribbed waistbands (only if the ribbed waistband is present
			 in combination with cuffs and identical in fabric construction to the cuffs)
			 where applicable,</quote>;</text>
						</clause><clause id="H1097B5FDAEA04688AE98F01103297D32"><enum>(ii)</enum><text>in
			 subdivision (B)(2), by inserting <quote>or knit to shape components</quote>
			 after <quote>one or more fabrics</quote>;</text>
						</clause><clause id="H8D50C256FAC24B2D879FF87470C9F1BC"><enum>(iii)</enum><text>by
			 amending subdivision (B)(3) to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="H4EA6E1736B0B43F4B03DDAA50060B622" style="OLC">
								<paragraph id="H6A7D68D3E06C403EAA03F7854F721B83" indent="down1"><enum>(3)</enum><text display-inline="yes-display-inline">any combination of the fabrics referred to
				in subdivision (B)(1), the fabrics or knit to shape components referred to in
				subdivision (B)(2), or one or more fabrics or knit to shape components
				originating under this note.</text>
								</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause><clause id="H262FA8F68FB14BDF81169BFF715A7093"><enum>(iv)</enum><text>in
			 the matter following subdivision (B)(3), by striking the last sentence and
			 inserting the following: <quote>Any elastomeric yarn (except latex) contained
			 in an originating fabric or knit to shape component referred to in subdivision
			 (B)(3) must be formed in the territory of one or more of the parties to the
			 Agreement.</quote>.</text>
						</clause></subparagraph><subparagraph id="H598B94A0248D463FAE16C0B185EFFA81"><enum>(C)</enum><text>Subdivision (C) is
			 amended—</text>
						<clause id="H3EBC7FF32E8249B49083B48E52482586"><enum>(i)</enum><text>in
			 subdivision (C)(2), by inserting <quote>or knit to shape components</quote>
			 after <quote>one or more fabrics</quote>;</text>
						</clause><clause id="HA7DE2ACC1A194034ADD340DCF35BA18B"><enum>(ii)</enum><text>by
			 amending subdivision (C)(3) to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="HF3435E154F3845A28EF098E9DE617AC7" style="OLC">
								<paragraph id="H2076880486114FCEBD13948C711D9C9D" indent="down1"><enum>(3)</enum><text display-inline="yes-display-inline">any combination of the fabrics referred to
				in subdivision (C)(1), the fabrics or knit to shape components referred to in
				subdivision (C)(2) or one or more fabrics or knit to shape components
				originating under this note.</text>
								</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause><clause id="HC9EB77622B6946FE867C0748E835E416"><enum>(iii)</enum><text>in
			 the matter following subdivision (C)(3), by striking the second sentence and
			 inserting the following: <quote>Any elastomeric yarn (except latex) contained
			 in an originating fabric or knit to shape component referred to in subdivision
			 (C)(3) must be formed in the territory of one or more of the parties to the
			 Agreement.</quote>.</text>
						</clause></subparagraph></paragraph><paragraph id="H5DB9FE5B3D3A4C8A84B22F4741305822"><enum>(2)</enum><header>Change in tariff
			 classification rules</header><text display-inline="yes-display-inline">Subdivision (n) of general note 29 of the
			 HTS is amended as follows:</text>
					<subparagraph id="H7664F13517A64F7A8597DA577CDA389F"><enum>(A)</enum><text display-inline="yes-display-inline">Chapter rule 4 to chapter 61 is
			 amended—</text>
						<clause id="HC556CA5945524825B8006C2E4D7B495D"><enum>(i)</enum><text>by
			 striking <quote>5401 or 5508</quote> and inserting <quote>5401, or 5508 or yarn
			 of heading 5402 used as sewing thread,</quote>; and</text>
						</clause><clause id="H2E40230223D84F9E83F6062B65E4BB72"><enum>(ii)</enum><text>by
			 inserting <quote>or yarn</quote> after <quote>only if such sewing
			 thread</quote>.</text>
						</clause></subparagraph><subparagraph id="H51F40DBF987D4966BBEFF9ACA4DF775C"><enum>(B)</enum><text>The chapter rules
			 to chapter 61 are amended by inserting after chapter rule 5 the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H69F289EA66874C9D8AEAD8CD2D9ACF4F" style="OLC">
							<subsection id="H37AB703AF3A54FD59CD5C8AA9A65AFC0"><enum>Chapter rule
				6:</enum><text display-inline="yes-display-inline">Notwithstanding chapter
				rules 1, 3, 4 or 5 to this chapter, an apparel good of chapter 61 shall be
				considered originating regardless of the origin of any visible lining fabric
				described in chapter rule 1 to this chapter, narrow elastic fabrics as
				described in chapter rule 3 to this chapter, sewing thread or yarn of heading
				5402 used as sewing thread described in chapter rule 4 to this chapter or
				pocket bag fabric described in chapter rule 5 to this chapter, provided such
				material is listed in U.S. note 20 to subchapter XXII of chapter 98 and the
				good meets all other applicable requirements for preferential tariff treatment
				under this
				note.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H289DFB4A51FC44BE9A7623FEB468A300"><enum>(C)</enum><text>Chapter rules 3,
			 4, and 5 to chapter 62 are each amended by striking <quote>nightwear</quote>
			 each place it appears and inserting <quote>sleepwear</quote>.</text>
					</subparagraph><subparagraph id="HB1482B46C95144598265A490216A4BC8"><enum>(D)</enum><text>Chapter rule 4 to
			 chapter 62 is amended—</text>
						<clause id="H7D2A4BAAAFED48458C0B1D007F672A5F"><enum>(i)</enum><text>by
			 striking <quote>5401 or 5508</quote> and inserting <quote>5401, or 5508 or yarn
			 of heading 5402 used as sewing thread,</quote>; and</text>
						</clause><clause id="H9835156BD3E14BD1998317A1D3A038D5"><enum>(ii)</enum><text>by
			 inserting <quote>or yarn</quote> after <quote>only if such sewing
			 thread</quote>.</text>
						</clause></subparagraph><subparagraph id="HE3B5DCB4C0A4448A945A9851FD376E60"><enum>(E)</enum><text>The chapter rules
			 to chapter 62 are amended by inserting after chapter rule 5 the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H30A8963D7A5B4A33BDAD591F78EE46BE" style="OLC">
							<subsection id="H1FF69E83D14A4818996438B0DA4D8453"><enum>Chapter rule
				6:</enum><text display-inline="yes-display-inline">Notwithstanding chapter
				rules 1, 3, 4 or 5 to this chapter, an apparel good of chapter 62 shall be
				considered originating regardless of the origin of any visible lining fabric
				described in chapter rule 1 to this chapter, narrow elastic fabrics as
				described in chapter rule 3 to this chapter, sewing thread or yarn of heading
				5402 used as sewing thread described in chapter rule 4 to this chapter or
				pocket bag fabric described in chapter rule 5, provided such material is listed
				in U.S. note 20 to subchapter XXII of chapter 98 and the good meets all other
				applicable requirements for preferential tariff treatment under this
				note.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H054C4AC1A6454EDFB65B55D365D374A2"><enum>(F)</enum><text>Tariff
			 classification rule 33 to chapter 62 is amended to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="H127159F314324F3CAC0F22A1BDBB9F52" style="OLC">
							<subsection id="H9B00B736CD934D038BFDE96E9494E646"><enum>33.</enum><text display-inline="yes-display-inline">A change to pajamas and sleepwear of
				subheadings 6207.21 or 6207.22, tariff items 6207.91.30 or 6207.92.40,
				subheadings 6208.21 or 6208.22 or tariff items 6208.91.30, 6208.92.00 or
				6208.99.20 from any other chapter, provided that the good is cut or knit to
				shape, or both, and sewn or otherwise assembled in the territory of one or more
				of the parties to the
				Agreement.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="HE34EA65D9633489485349E2BCF97458A"><enum>(G)</enum><text>Chapter rule 2 to
			 chapter 63 is amended—</text>
						<clause id="H6A21AC91998048E19D39FFABF25546B5"><enum>(i)</enum><text>by
			 striking <quote>5401 or 5508</quote> and inserting <quote>5401, or 5508 or yarn
			 of heading 5402 used as sewing thread,</quote>; and</text>
						</clause><clause id="H86F7B45B748C409F932E8CEE867B149F"><enum>(ii)</enum><text display-inline="yes-display-inline">by inserting <quote>or yarn</quote> after
			 <quote>only if such sewing thread</quote>.</text>
						</clause></subparagraph><subparagraph id="H9CFF5C02FA2D434AAE7C976145533181"><enum>(H)</enum><text>The chapter rules
			 to chapter 63 are amended by inserting after chapter rule 2 the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H978F2795FC8C4857B56CE2DFFA3FBB8B" style="OLC">
							<subsection id="H0072C2C4E60D4D78B0D0F35DD6D3BC52"><enum>Chapter rule
				3:</enum><text display-inline="yes-display-inline">Notwithstanding chapter rule
				2 to this chapter, a good of this chapter shall be considered originating
				regardless of the origin of sewing thread or yarn of heading 5402 used as
				sewing thread described in chapter rule 2 to this chapter, provided the thread
				or yarn is listed in U.S. note 20 to subchapter XXII of chapter 98 and the good
				meets all other applicable requirements for preferential tariff treatment under
				this
				note.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HCC7739AC25294C8A81C07007551ECF36"><enum>(3)</enum><header>Effective
			 date</header>
					<subparagraph id="H9AD74996C6CF499D9070925841BFF627"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The amendments made
			 by this subsection apply to goods of a CAFTA–DR country that are entered, or
			 withdrawn from warehouse for consumption, on or after the date that the Trade
			 Representative determines is the first date on which the equivalent amendments
			 to the rules of origin of the Agreement have entered into force in all CAFTA–DR
			 countries.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDA6129307CF04180868154FD09E9645E"><enum>(B)</enum><header>Publication of
			 determination</header><text>The Trade Representative shall promptly publish
			 notice of the determination under subparagraph (A) in the Federal
			 Register.</text>
					</subparagraph></paragraph></subsection></section><section id="H4DEB98D89845421EB5B0BF9175601223"><enum>3.</enum><header>Extension of and
			 renewal of import restrictions under Burmese Freedom and Democracy Act of
			 2003</header>
			<subsection id="H417CDBFEDEB241F68DAB5A9EEECF5ED3"><enum>(a)</enum><header>Extension of
			 Burmese Freedom and Democracy Act of 2003</header><text display-inline="yes-display-inline">Section 9(b)(3) of the Burmese Freedom and
			 Democracy Act of 2003 (Public Law 108–61; 50 U.S.C. 1701 note) is amended by
			 striking <quote>nine years</quote> and inserting <quote>twelve
			 years</quote>.</text>
			</subsection><subsection id="H3726A3CD823D4A5F86AE1C8C5DCC49C9"><enum>(b)</enum><header>Renewal of
			 import restrictions</header>
				<paragraph id="H98E90DEA4C314F0DA446C0FC5CF9664C"><enum>(1)</enum><header>In
			 general</header><text>Congress approves the renewal of the import restrictions
			 contained in section 3(a)(1) and section 3A (b)(1) and (c)(1) of the Burmese
			 Freedom and Democracy Act of 2003.</text>
				</paragraph><paragraph id="H09141623064A46EEAE6EF9B6BB06000E"><enum>(2)</enum><header>Rule of
			 construction</header><text>This section shall be deemed to be a <term>renewal
			 resolution</term> for purposes of section 9 of the Burmese Freedom and
			 Democracy Act of 2003.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H295CC6E056154EF5A98811D18D90823C"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">This section and the
			 amendment made by this section shall take effect on the date of the enactment
			 of this Act or July 26, 2012, whichever occurs first.</text>
			</subsection></section><section id="H7F162CFFEE6E47FBB97C58653C43801C"><enum>4.</enum><header>Time for payment
			 of corporate estimated taxes</header><text display-inline="no-display-inline">Notwithstanding section 6655 of the Internal
			 Revenue Code of 1986—</text>
			<paragraph id="HCAD1F8F7D543416BA25E5D046574ED12"><enum>(1)</enum><text>in the case of a
			 corporation with assets of not less than $1,000,000,000 (determined as of the
			 end of the preceding taxable year), the amount of any required installment of
			 corporate estimated tax which is otherwise due in July, August, or September of
			 2017 shall be 100.25 percent of such amount; and</text>
			</paragraph><paragraph id="HB5362FB4C80C46A38DCFFB9154863025"><enum>(2)</enum><text>the amount of the
			 next required installment after an installment referred to in paragraph (1)
			 shall be appropriately reduced to reflect the amount of the increase by reason
			 of such paragraph.</text>
			</paragraph></section><section id="H7E6331A211184C5D9BEBCCC89A9F650C"><enum>5.</enum><header>Extension of
			 customs user fees</header><text display-inline="no-display-inline">Section
			 13031(j)(3) of the Consolidated Omnibus Budget Reconciliation Act of 1985 (19
			 U.S.C. 58c(j)(3)) is amended—</text>
			<paragraph id="H6C0DC293B560451A814C904A545C7AE9"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>August 2, 2021</quote> and inserting <quote>October 22,
			 2021</quote>;</text>
			</paragraph><paragraph id="HCE617A00F7F34BDBB5AF06478EBF99D8"><enum>(2)</enum><text>in subparagraph
			 (B)(i), by striking <quote>December 8, 2020</quote> and inserting
			 <quote>October 29, 2021</quote>; and</text>
			</paragraph><paragraph id="H7B1420F5F8EA42439445A6AFB74D1058"><enum>(3)</enum><text>by striking
			 subparagraphs (C) and (D).</text>
