			 <quote><short-title>Rural Hospital Access Act of
			 2012</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HF52F04227086464388EE7B7C43F045D8" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Extension of the Medicare-dependent
			 hospital (MDH) program</header>
			<subsection commented="no" display-inline="no-display-inline" id="H2C899A074BC8408680E87D6284D03029"><enum>(a)</enum><header display-inline="yes-display-inline">Extension of payment
			 methodology</header><text display-inline="yes-display-inline">Section
			 1886(d)(5)(G) of the <act-name parsable-cite="SSA">Social Security
			 Act</act-name> (42 U.S.C. 1395ww(d)(5)(G)) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H4958EAD49A504A1F8AE9F2243240A7B5"><enum>(1)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>October
			 1, 2012</quote> and inserting <quote>October 1, 2013</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0A7B529797574FA48516AE4FADFBD5A2"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (ii)(II), by striking
			 <quote>October 1, 2012</quote> and inserting <quote>October 1,
			 2013</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H5CE880FE0ADD49F699AC8323DB4E5D87"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendments</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H5C60A87519FC473199EC3E8A23DD12A6"><enum>(1)</enum><header display-inline="yes-display-inline">Extension of target amount</header><text display-inline="yes-display-inline">Section 1886(b)(3)(D) of the
			 <act-name parsable-cite="SSA">Social Security Act</act-name> (42 U.S.C.
			 1395ww(b)(3)(D)) is amended—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H8DF11FF62DAB4196A7585544ECA88ED8"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by
			 striking <quote>October 1, 2012</quote> and inserting <quote>October 1,
			 2013</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7C575456BD8A47F9A52FD4CA1BEDF841"><enum>(B)</enum><text display-inline="yes-display-inline">in clause (iv), by striking <quote>through
			 fiscal year 2012</quote> and inserting <quote>through fiscal year

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF561138E1ECD44EAB3F769119813A80C"><enum>(2)</enum><header display-inline="yes-display-inline">Permitting hospitals to decline
			 reclassification</header><text display-inline="yes-display-inline">Section
			 13501(e)(2) of the <act-name parsable-cite="OBRA93">Omnibus Budget
			 Reconciliation Act of 1993</act-name> (42 U.S.C. 1395ww note) is amended by
			 striking <quote>through fiscal year 2012</quote> and inserting <quote>through
			 fiscal year 2013</quote>.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H0A7A6FF6B02A4207B60355C8760396D2" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Extension of the increased payments under
			 the Medicare low-volume hospital program</header><text display-inline="no-display-inline">Section 1886(d)(12) of the Social Security
			 Act (42 U.S.C. 1395ww(d)(12)) is amended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="H06CDC0CC88754B51AC80E2C4CBABA063"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B), in the matter
			 preceding clause (i), by striking <quote>2013</quote> and inserting
			 <quote>2014</quote>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD3C097AF2AA541E9B5EA51502BF950A1"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (C)(i), by striking
			 <quote>and 2012</quote> each place it appears and inserting <quote>, 2012, and
			 2013</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6E7784BC5E49428D9E839900AEC18F53"><enum>(3)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>and
			 2012</quote> and inserting <quote>, 2012, and 2013</quote>.</text>
			</paragraph></section><section id="H1F076AD2BF644BDE915872264BE0F4D1"><enum>4.</enum><header>GAO study and
			 report on Medicare-dependent hospital and low-volume hospital programs</header>
			<subsection id="HBA37EEE053864D5584485064F2AD737E"><enum>(a)</enum><header>Study</header>
				<paragraph id="H8CD985FDC2224BB0A1DD49CF992887A3"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Comptroller
			 General of the United States shall conduct a study on the following programs
			 under title XVIII of the Social Security Act under which certain small, rural
			 hospitals or small hospitals receive add-on payments for inpatient hospital
			 services furnished to individuals entitled to benefits under part A of title
			 XVIII of the Social Security Act or enrolled under part B of such title:</text>
					<subparagraph id="H37E4E8B2450D436D92BDBC4C791AA37D"><enum>(A)</enum><header>MDH
			 program</header><text>The Medicare-dependent, small rural hospital (MDH)
			 program for a small, rural hospital that meets the criteria of section
			 1886(d)(5)(G)(iv) of the Social Security Act (42 U.S.C. 1395ww(d)(5)(G)(iv)),
			 hereinafter in this section referred to as an <term>MDH hospital</term>.</text>
					</subparagraph><subparagraph id="H054A0FBD0AE4422EA4A2575D64DE9515"><enum>(B)</enum><header>Low-volume
			 hospital program</header><text>The low-volume hospital program for a small
			 hospital with fewer than 1,600 discharges annually that meets the criteria of
			 section 1886(d)(12)(C)(i) of such Act (42 U.S.C. 1395ww(d)(12)(C)(i)),
			 hereinafter in this section referred to as a <term>low-volume
			 hospital</term>.</text>
					</subparagraph></paragraph><paragraph id="H02D0050DE372410AA00A849920D63B7D"><enum>(2)</enum><header>Matters
			 studied</header><text>The study under paragraph (1) shall include an
			 examination and analysis of the following:</text>
					<subparagraph id="H53838423592E48BEA3B3F084A342ABCA"><enum>(A)</enum><header>Cost comparison
			 among hospitals</header><text>How operating and capital costs of MDH hospitals
			 and low-volume hospitals, respectively, compare to such costs of other
			 subsection (d) hospitals (as defined in section 1886(d)(1)(B) of the Social
			 Security Act (42 U.S.C. 1395ww(d)(1)(B))) that participate in the Medicare
			 program under title XVIII of such Act.</text>
					</subparagraph><subparagraph id="H4164124F3DC14A2596805DE85824B7DE"><enum>(B)</enum><header>Impact of add-on
			 payments on hospitals margins</header><text>The impact of add-on payments under
			 paragraphs (5)(G) and (12)(A), respectively, of section 1886(d) of such Act (42
			 U.S.C. 1395ww(d)) on Medicare payment margins, as defined by the Secretary of
			 Health and Human Services, of MDH hospitals and low-volume hospitals,
			 respectively, including whether the absence of such add-on payments would
			 likely result in negative Medicare payment margins for such hospitals.</text>
					</subparagraph></paragraph></subsection><subsection id="H32F2AB24F0FD43238BD81A23918FD7F2"><enum>(b)</enum><header>Report to
			 Congress</header><text>Not later than two years after the date of the enactment
			 of this Act, the Comptroller General shall submit to Congress a report on the
			 study conducted under subsection (a). The report shall include the study
			 findings and such recommendations, with respect to the MDH program and the
			 low-volume hospital program described in subsection (a)(1), as the Comptroller
			 General determines to be appropriate.</text>
