		<official-title>To amend chapter 44 of title 18, United States Code, to
		  update certain procedures applicable to commerce in firearms and remove certain
		  Federal restrictions on interstate firearms transactions.</official-title>

		<section display-inline="no-display-inline" id="H5B4EB1E24A8C43139D54689EDD38DB0C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <short-title><quote>Firearms Interstate Commerce Reform
			 Act</quote></short-title>.</text>
		</section><section id="H5234B801B4F44A8A8B0C1A23E1832C11"><enum>2.</enum><header>Authority to
			 conduct interstate firearms transactions</header>
			<subsection id="H8320F94471D743BD98ACAAC6BC2A4AC2"><enum>(a)</enum><header>Firearms
			 dispositions</header><text>Section 922(b)(3)(A) of title 18, United States
			 Code, is amended—</text>
				<paragraph display-inline="no-display-inline" id="H511FCBA6747B4EB3AEAA317D168189E2"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>rifle or shotgun</quote>
			 and inserting <quote>firearm</quote>;</text>
				</paragraph><paragraph id="H29031F73273346F58A1D3541A30E3800"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>located</quote> and
			 inserting <quote>located or temporarily located</quote>; and</text>
				</paragraph><paragraph id="H047BF43F5C0B4782A21522997E6E162E"><enum>(3)</enum><text>by striking
			 <quote>both such States</quote> and inserting <quote>the State in which the
			 transfer is conducted and the State of residence of the
			 transferee</quote>.</text>
				</paragraph></subsection><subsection id="HF05416F7FD2246068C42C55E4CE60E15"><enum>(b)</enum><header>Dealer
			 location</header><text>Section 923 of such title is amended—</text>
				<paragraph id="H8926F5B70B0D42CE9FABE21A92CF62B9"><enum>(1)</enum><text>in subsection
			 (j)—</text>
					<subparagraph id="H0F7E5E5876C3485E89EE9A26B1B7D32E"><enum>(A)</enum><text>in the first
			 sentence, by striking <quote>, and such location is in the State which is
			 specified on the license</quote>; and</text>
					</subparagraph><subparagraph id="HBA746950C0024B588EBEB22E531ED776"><enum>(B)</enum><text>in the last
			 sentence—</text>
						<clause id="H4493202C2AC746BCAD6678489D1AA3DD"><enum>(i)</enum><text>by
			 inserting <quote>transfer,</quote> after <quote>sell,</quote>; and</text>
						</clause><clause id="HF75D1B91A78B4A71ACAA280288C890FC"><enum>(ii)</enum><text>by
			 striking all that follows <quote>Act</quote> and inserting a period; and</text>
						</clause></subparagraph></paragraph><paragraph id="H85BB861C27F04A189ED1B286F73E23CA"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB587419C213345DEB64CEBFA1AFBDA8C" style="OLC">
						<subsection id="H63E1EBA78AFC4DDDAD94B32E68934FE0"><enum>(m)</enum><text display-inline="yes-display-inline">Nothing in this chapter shall be construed
				to prohibit the sale, transfer, delivery, or other disposition of a firearm or
				ammunition—</text>
							<paragraph id="H322E278DD202409C85984B2BD8970EBB"><enum>(1)</enum><text display-inline="yes-display-inline">by a person licensed under this chapter to
				another person so licensed, at any location in any State; or</text>
							</paragraph><paragraph id="HF0AFC4FE4F234927AAA17EAA861A7062"><enum>(2)</enum><text display-inline="yes-display-inline">by a licensed importer, licensed
				manufacturer, or licensed dealer to a person not licensed under this chapter,
				at a temporary location described in subsection (j) in any
				State.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8F2E758BD75D47D28399A6CC81FD33D8"><enum>(c)</enum><header>Residence of
			 united states officers</header><text display-inline="yes-display-inline">Section 921 of such title is amended by
			 striking subsection (b) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H584C07CE31DB4BBBAF4F4D6DC0FFC346" style="OLC">
					<subsection id="HEEA53E146717415797DE25A90C6A9EC2"><enum>(b)</enum><text display-inline="yes-display-inline">For purposes of this chapter:</text>
						<paragraph display-inline="no-display-inline" id="HFC5BD2E2A7E04DB6AD62784F56EA1772"><enum>(1)</enum><text display-inline="yes-display-inline">A member of the Armed Forces on active duty
				is a resident of—</text>
							<subparagraph id="H381DF3DCBA1F49708880129EF1EE4623"><enum>(A)</enum><text>the State in which
				the member maintains legal residence;</text>
							</subparagraph><subparagraph id="HA96604B09472416C99158CCDCD041906"><enum>(B)</enum><text>the State in which
				the permanent duty station of the member is located; and</text>
							</subparagraph><subparagraph id="H4E84EE1809F04F20A2DDB211947E6EFF"><enum>(C)</enum><text>the State in which
				the member maintains a place of abode from which the member commutes each day
				to the permanent duty station.</text>
							</subparagraph></paragraph><paragraph id="HD8571CAD00374A479F751877ED29BABC"><enum>(2)</enum><text display-inline="yes-display-inline">An officer or employee of the United States
				(other than a member of the Armed Forces) stationed outside the United States
				for a period exceeding one year is a resident of the State in which the member
				maintains legal
				residence.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
