		<official-title>To amend title 38, United States Code, to provide certain
		  employees of Members of Congress and certain employees of local governmental
		  agencies with access to case-tracking information of the Department of Veterans
		  Affairs.</official-title>

		<section id="H2C4150A0492E4F078ECEC9DCCF27953B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Veterans Benefits
			 Improvement Act</short-title></quote>.</text>
		</section><section id="HE1B34961DC4D4E599BA0B7157475214D"><enum>2.</enum><header>Provision of
			 access to case-tracking information</header>
			<subsection id="HBCB85B23C8E34459922DF1D97B149738"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 59 of title
			 38, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H78D25A4FB70C4AA79C19E7F34E5A3F5C" style="USC">
					<section id="H3FFD04B06E6542F48F8EB6B22097AF3E"><enum>5906.</enum><header>Provision of
				access to case-tracking information</header>
						<subsection id="HBA684DA3BC614E218971F705A5B6C8FB"><enum>(a)</enum><header>In
				general</header><paragraph commented="no" display-inline="yes-display-inline" id="H21B1E0DEF160449084986C7707815D80"><enum>(1)</enum><text>The Secretary shall
				provide a covered employee with access to the case-tracking system to provide a
				veteran with information regarding the status of a claim submitted by such
				veteran, regardless of whether such employee is acting under a power of
				attorney executed by such veteran.</text>
							</paragraph><paragraph id="HB3FB94186E7642C79C153D5E192C2ADD" indent="up1"><enum>(2)</enum><text>In providing a covered employee with
				access to the case-tracking system under paragraph (1), the Secretary shall
				ensure that such access—</text>
								<subparagraph id="H0D5968B40E4A4CFC9126346F3CE33254"><enum>(A)</enum><text>is provided in a manner that does not
				allow such employee to modify the data contained in such system; and</text>
								</subparagraph><subparagraph id="HCAC8AA6616CC4736B32DAC754FCA7646"><enum>(B)</enum><text>does not include access to medical
				records.</text>
								</subparagraph></paragraph></subsection><subsection id="HC09B91EBCCBF4C678D1308AE3894A8BC"><enum>(b)</enum><header>Treatment of
				disclosure</header><text>The access to information by a covered employee
				pursuant to subsection (a) shall be deemed to be—</text>
							<paragraph id="HB0A06E860A354A7FBF56E86209EEE2A5"><enum>(1)</enum><text display-inline="yes-display-inline">a covered disclosure under section 552a(b)
				of title 5; and</text>
							</paragraph><paragraph id="HDD261728539D43269B2031B35529CB14"><enum>(2)</enum><text display-inline="yes-display-inline">a permitted disclosure under regulations
				promulgated under section 264(c) of the Health Insurance Portability and
				Accountability Act of 1996 (42 U.S.C. 1320d–2 note).</text>
							</paragraph></subsection><subsection id="H3A0B855FB0DC43578905929C0E6369EF"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
							<paragraph id="H01D6EBD28B4A4CF0AC5B84802CDFBF45"><enum>(1)</enum><text>The term
				<term>case-tracking system</term> means the system of the Department of
				Veterans Affairs that provides information regarding the status of a claim
				submitted by a veteran.</text>
							</paragraph><paragraph id="HC49DB23DF7884270AE8A8D9558EC169A"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>covered employee</term>
				means an employee of a Member of Congress or an employee of a State or local
				governmental agency (including a veterans service officer) who, in the course
				of carrying out the responsibilities of such employment, assists veterans with
				claims for any benefit under the laws administered by the
				Secretary.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HAF28856FA56649ADA5EDA3BF2C74F5F6"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end the following new item:</text>
