		<official-title>To amend the Family Educational Rights and Privacy Act of
		  1974 to provide improvements to such Act.</official-title>

		<section id="H890B80A1FB2B48CEB73A3248003CD6C6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Papers Leads to
			 Uninterrupted Scholars Act</short-title></quote> or the <quote>A Plus
			 Act</quote>.</text>
		</section><section id="HBDC7F0BE57774F13B7E5552CEB3936E3"><enum>2.</enum><header>Family
			 educational rights and privacy</header><text display-inline="no-display-inline">Section 444(b) of the General Education
			 Provisions Act (20 U.S.C. 1232g(b)) (commonly known as the <quote>Family
			 Educational Rights and Privacy Act of 1974</quote>) is amended—</text>
			<paragraph id="H3383839E6ED04ED389549C49F1E0402F"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
				<subparagraph id="HC2E52E4687464D6C886290239A0447A3"><enum>(A)</enum><text>in subparagraph
			 (F), by inserting <quote>or for, or on behalf of, child welfare agencies for
			 the purpose of assessing policies and practices intended to improve educational
			 outcomes for students in foster care</quote> after <quote>improving
			 instruction,</quote>;</text>
				</subparagraph><subparagraph id="HB40074C841014E838F4019CEE94D2BDC"><enum>(B)</enum><text>in subparagraph
			 (J)(ii), by striking <quote>and</quote> after the semicolon at the end;</text>
				</subparagraph><subparagraph id="H48AAABD0394C4F3CA680971BDA16E954"><enum>(C)</enum><text>in subparagraph
			 (K)(ii), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</subparagraph><subparagraph id="HD23B0EAF20BB4D47B75F2B536634E78A"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF1348D861E29471EBC88B13069F3A6D5" style="OLC">
						<subparagraph id="H5AB55AF256A042D88CD2D6986CCA425B" indent="up1"><enum>(L)</enum><text display-inline="yes-display-inline">a
				State or local child welfare agency or tribal organization (defined in section
				4 of the Indian Self-Determination and Education Assistance Act) when such
				agency or organization has responsibility for the student’s placement and care,
				provided that the education records, or the personally identifiable information
				contained therein, of the student will not be disclosed by such agency or
				organization except for the purpose and to the extent necessary to address the
				student’s educational needs.</text>
						</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H7F457B2329EB4400A6F74E263C08311E"><enum>(2)</enum><text>in paragraph
			 (2)(B), by inserting <quote>, except when a parent is a party to a child
			 welfare court proceeding, and the order is issued in the context of that
			 proceeding, additional notice to the parent by the educational agency or
			 institution is not required</quote> after <quote>educational institution or
			 agency</quote>.</text>
