		<official-title>To direct the Secretary of Veterans Affairs and the
		  Secretary of Housing and Urban Development to establish a grant pilot program
		  to provide housing to elderly homeless veterans.</official-title>

		<section id="H93CD44D9F81C4F579030D1465AD3813C" section-type="section-one"><enum>1.</enum><header>Elderly homeless veterans
			 housing grant pilot program</header>
			<subsection id="HAC790A57C17647DBAA2B60C32D23673F"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs and the
			 Secretary of Housing and Urban Development shall jointly establish a pilot
			 program to award grants to nonprofit organizations to provide homeless veterans
			 with non-transitional housing.</text>
			</subsection><subsection id="H55AB4D982D7048A2B0BD85DA1EFBE35D"><enum>(b)</enum><header>Eligible
			 organization</header>
				<paragraph id="HB1FE20160D5B419F9E06D5068E4DE597"><enum>(1)</enum><header>Nonprofit
			 organization</header><text display-inline="yes-display-inline">The Secretaries
			 may award two grants under this section to nonprofit organizations that provide
			 housing to homeless veterans or assist homeless veterans to find
			 housing.</text>
				</paragraph><paragraph id="H41C3AD51D6A9419A87B4E1DC6765AAB5"><enum>(2)</enum><header>Locations</header><text>In
			 selecting the nonprofit organizations under paragraph (1), the Secretaries
			 shall ensure that such organizations operate in separate geographical
			 locations.</text>
				</paragraph><paragraph id="HE4C8CB72EDF045FA8AB46354CB8887D1"><enum>(3)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible for a grant under this
			 section, a nonprofit organization shall submit to the Secretaries an
			 application at such time, in such manner, and containing such information as
			 the Secretaries may require.</text>
				</paragraph></subsection><subsection id="HA338E993B2854F0EA464B92A1DD1C2E6"><enum>(c)</enum><header>Number and
			 amount of grant</header>
				<paragraph commented="no" id="H5CCD4D4047CD4B45B5F141DE4F6EAD03"><enum>(1)</enum><header>Number</header><text display-inline="yes-display-inline">The Secretaries—</text>
					<subparagraph commented="no" id="H3CA41F90563549CE925E93D5C0C683A1"><enum>(A)</enum><text>may award two
			 grants under this section; and</text>
					</subparagraph><subparagraph commented="no" id="H8EA4C65A9A2540DE8384B064ED9B656B"><enum>(B)</enum><text>may not award more
			 than one grant to a single nonprofit organization.</text>
					</subparagraph></paragraph><paragraph id="H5290DA8461124DD99AF6C792BCD59B41"><enum>(2)</enum><header>Amount</header><text>A
			 grant awarded under this section may not exceed $25,000,000.</text>
				</paragraph></subsection><subsection id="H0AAB9F8A350F409490E60C62934486B7"><enum>(d)</enum><header>Use of
			 grant</header>
				<paragraph id="HEC41D93D0277476DADEB6F1650F8DEDD"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A nonprofit
			 organization may use a grant awarded under this section to—</text>
					<subparagraph id="HD83E2314D147477295B27E8E6C4176D7"><enum>(A)</enum><text display-inline="yes-display-inline">purchase real property within a single
			 geographical area to be used to provide up to 200 eligible homeless veterans
			 with non-transitional housing; and</text>
					</subparagraph><subparagraph id="HE57F8B362DFE420E9CC282102505BEA0"><enum>(B)</enum><text>refurbish or
			 renovate such property.</text>
					</subparagraph></paragraph><paragraph commented="no" id="HD348CF62544B400FA31359A4AF6C146E"><enum>(2)</enum><header>Eligible
			 homeless veterans</header><text display-inline="yes-display-inline">A homeless
			 veteran is eligible for housing provided pursuant to this section if the
			 Secretary of Veterans Affairs determines that the homeless veteran—</text>
					<subparagraph commented="no" id="HDF2C010EF2534036BB10FC98CEEE4C9F"><enum>(A)</enum><text>has—</text>
						<clause commented="no" id="H691C3A7C74FE42898D8CF44400B70579"><enum>(i)</enum><text>been continuously
			 homeless for a year or more; or</text>
						</clause><clause commented="no" id="H593826C0928E4F3DA9A2E1DC9C9F0932"><enum>(ii)</enum><text display-inline="yes-display-inline">during the last three years, had at least
			 four separate, distinct, and sustained periods during which the veteran lived
			 or resided on the streets, in an emergency shelter for homeless persons, or a
			 combination of both;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HED6786B6CA2E42DABAD2D93E44D59071"><enum>(B)</enum><text display-inline="yes-display-inline">has a condition that limits the veteran’s
			 ability to work or perform activities of daily living, including conditions
			 related to—</text>
						<clause commented="no" display-inline="no-display-inline" id="H932AE40AF03D4B7ABA572FADCE35CA5A"><enum>(i)</enum><text display-inline="yes-display-inline">a diagnosable substance abuse
			 disorder;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H4E8FC671B8C54CC0A16F2B58A7B71C35"><enum>(ii)</enum><text>a serious mental
			 illness;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="H35DDB2D011FD498A8072247BEB8081FD"><enum>(iii)</enum><text display-inline="yes-display-inline">a developmental disability; or</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="HD7D9A1A8C47041F481D4C0A535EF76CD"><enum>(iv)</enum><text>a chronic
			 physical illness or disability; and</text>
						</clause></subparagraph><subparagraph commented="no" id="H5900781385674330911FB8D498593A3E"><enum>(C)</enum><text>has attained the
			 age of 55.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="H12DE9F256C2D4C2B9A194B9F0F0986D1"><enum>(e)</enum><header>Case
			 management</header>
				<paragraph id="HFDEDCE8F94E84F0E945B5BE097DB0A2D"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of Veterans Affairs shall provide case
			 management for homeless veterans who receive housing assistance pursuant to
			 this section. The Secretary shall maintain a sufficient number of caseworkers
			 to ensure that the ratio of such homeless veterans to caseworkers does not
			 exceed 25 to 1.</text>
				</paragraph><paragraph id="HC59162FDEBC940B2A1DF640C7AD3A216"><enum>(2)</enum><header>Provision</header><text>In
			 carrying out paragraph (1), the Secretary shall allow the non-profit
			 organization awarded a grant under this section to provide the case management
			 under paragraph (1) if the non-profit organization elects to provide such case
			 management.</text>
				</paragraph></subsection><subsection commented="no" id="H47CBF05FBA29473FABA76FE1D86222B2"><enum>(f)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date on
			 which the pilot grant program terminates pursuant to subsection (i), the
			 Secretaries shall submit to the Committees on Veterans’ Affairs of the Senate
			 and House of Representatives a report on the pilot grant program that
			 includes—</text>
				<paragraph id="HE1514D8EF9D948C48DB2FAA5E34F4A47"><enum>(1)</enum><text>the number of
			 veterans served under the program;</text>
				</paragraph><paragraph id="H512E2B17A0654E2FBE8EBCF9B8C129E3"><enum>(2)</enum><text>the types of
			 services offered under the program to such veterans;</text>
				</paragraph><paragraph id="H704A0E6168CD4BDEBFE621C05760C472"><enum>(3)</enum><text>the amount of
			 money spent under the program on each such veteran;</text>
				</paragraph><paragraph id="H068E5AD7A2024E42839B02693AEF1BEB"><enum>(4)</enum><text display-inline="yes-display-inline">a recommendation as to the feasibility and
			 advisability of continuing the program; and</text>
				</paragraph><paragraph id="HE4CD220694D14C5D990768273179AA36"><enum>(5)</enum><text>any other
			 information the Secretaries consider appropriate.</text>
				</paragraph></subsection><subsection commented="no" id="H7AE4BB871E6D4C02BB26BAF6D2B9EB06"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to the Secretaries to carry out this section
			 $50,000,000.</text>
			</subsection><subsection id="HB26719BD09454A7C832877A0C9D90DEF"><enum>(h)</enum><header>Homeless veteran
			 defined</header><text display-inline="yes-display-inline">In this section, the
			 term <term>homeless veteran</term> means a veteran who is homeless (as that
			 term is defined in section 103(a) of the McKinney-Vento Homeless Assistance Act
			 (42 U.S.C. 11302(a))).</text>
			</subsection><subsection id="HAD548918AF1544A6B6F1F1681AF0EDB8"><enum>(i)</enum><header>Termination</header><text display-inline="yes-display-inline">The pilot grant program established under
			 subsection (a) shall terminate on the date that is two years after the date on
			 which the Secretaries award a grant under such subsection.</text>
