			 the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/609">6 U.S.C. 609(a)(2)</external-xref>)
			 is amended by inserting <quote>training conducted in conjunction with a
			 national laboratory or research facility and</quote> after
			 <quote>including</quote>.</text>
