		<official-title>To require each State receiving assistance under the
		  Higher Education Act of 1965 to charge in-State tuition rates at public
		  institutions of higher education in the State to the dependent children of
		  individuals who have served on active duty for at least 15 years and whose
		  domicile is in the State.</official-title>

		<section id="HCA669B365BB94CFE9275DA1373333B4A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Education for Service
			 Heritage Act</short-title></quote>.</text>
		</section><section id="H9AD349C81BFC4C80B844EDC1D5BA3031"><enum>2.</enum><header>In-state tuition
			 rates for dependent children of individuals who have served on active duty for
			 at least 15 years</header>
			<subsection id="HA28DEA4628AE4150A3C46CB039F627B2"><enum>(a)</enum><header>Amendments</header><text>Section
			 135 of the Higher Education Act of 1965 (20 U.S.C. 1015d) is amended—</text>
				<paragraph id="HB0E959CAE6C64B4FB3C70FC6D2F25643"><enum>(1)</enum><text>in the heading, by
			 inserting after <quote><header-in-text level="section" style="OLC">dependent
			 children</header-in-text></quote> the following: <quote><header-in-text level="section" style="OLC">, and for dependent children
			 of</header-in-text><header-in-text level="section" style="OLC"> individuals who
			 have served on active duty for at least 15 years</header-in-text></quote>;</text>
				</paragraph><paragraph id="HB9518F3EE3064EF2B1C86A8A31EFB744"><enum>(2)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="HB005F53BC50D463B9B1C257CB3D43EA6"><enum>(A)</enum><text>in the heading, by
			 striking <quote><header-in-text level="subsection" style="OLC">Requirement</header-in-text></quote> and inserting
			 <quote><header-in-text level="subsection" style="OLC">Requirements</header-in-text></quote>;</text>
					</subparagraph><subparagraph id="H8F799CCC1D7145D9AC58A6413775E024"><enum>(B)</enum><text>by striking
			 <quote>In the</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HC2E0A1A47A6E4FEEAA79F4BF3FFB2979" style="OLC">
							<paragraph id="H915FBCB170AB4D71B9AA104B40262E09"><enum>(1)</enum><header>Members on
				active duty</header><text display-inline="yes-display-inline">In
				the</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H05816DD89677445B9B7ECFD7F93C2A65"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="HAB0AA9CC9DE54A8C9D3A3FAF7F3479BC" style="OLC">
							<paragraph id="H7ACDA4D810934004B8D05398CDB2B8C9"><enum>(2)</enum><header>Individuals who
				have served on active duty for at least 15 years</header><text display-inline="yes-display-inline">In the case of an individual who has served
				on active duty for at least 15 years in the aggregate and whose domicile is in
				a State that receives assistance under this Act, such State shall not charge
				any dependent child of such individual tuition for attendance at a public
				institution of higher education in the State at a rate that is greater than the
				rate charged for residents of the State</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HA185CC4994B745F7A1A42E1FC8FE06E8"><enum>(3)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="H2C8F94C969A745EAB3B8D181E6E0C048"><enum>(A)</enum><text>by inserting
			 <quote>or a dependent child of an individual who has served on active duty for
			 at least 15 years in the aggregate</quote> before <quote>pays tuition</quote>;
			 and</text>
					</subparagraph><subparagraph id="HE046E7DB06EA4D44A13A7BEE7BA2443A"><enum>(B)</enum><text>by inserting
			 <quote>, in the case of a member of the armed forces,</quote> after
			 <quote>notwithstanding</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H2A296AD7BCE04CB5B930FB187A2940B4"><enum>(b)</enum><header>Effective
			 date</header><text>The amendments made by subsection (a) shall take effect at
			 each public institution of higher education in a State that receives assistance
			 under the Higher Education Act of 1965 (20 U.S.C. 1001 et seq.) for the first
			 period of enrollment at such institution that begins after the 90-day period
			 beginning on the date of enactment of this Act.</text>
